TO
: Board of Directors, Ventura County Waterworks District No. 8 F
ROM: Department of Public Works
S
UBJECT: AWARD OF CONTRACT FOR THE PURCHASE OF A TRAILER- MOUNTED CENTRIFUGAL PUMP , SPECIFICATION NO. SV 22 -18,

APPROVAL OF A SUPPLEMENTAL BUDGET REQUEST , IN THE

WATERWORKS DISTRICT FUND

STAFF RECOMMENDATION
I
t is recommended that the Board of Directors:

1. Aw
ard the attached contract (page 4 ) to Charles King Company in the amount of $198,305.25 for the purchase of a trailer-mounted centrifugal pump, Specification No. SV 22-18;

2. A
pprove the Supplemental Budget Request in the Waterworks District Fund to add $89,000 to the budget;

BACKGROUND AND OVERVIEW
O
n March 15, 2022, staff initiated a bid solicitation to purchase a trailer -mounted centrifugal pum p for the Waterworks Division . This pump is used during emergencies when the existing pumps are not available due to electrical power outages or mechanical failures . This p urchase would replace an existing trailer-mounted pump that has exceeded its useful service life.

FINDINGS AND ALTERNATIVES
A No
tice Inviting Bid s w as published in the Ventura County Star and submitted to various publications, plan rooms, contractors, and posted on the City’s website. On April 21, 2022, three bids were received, tabulated below:

CONTRACTOR BID
Charles King Company, Signal Hill, CA $198,305.25
Xylem Dewatering, Bridgeport, NJ $355,978.52
Wastewater Solutions LLC, Boca Raton, FL $157,551.32
Engineer’s Estimate $150,000
S
taff reviewed the three bids and it was determined that the apparent low -bidder, Wastewater Solutions, LLC, did not submit a responsive bid. The vendor was contacted to verify that the submitted pump did not meet the bid specifications requirements .

AGENDA ITEM NO.

Consent (7)
A
2334.SR.JD
Wastewater Solutions LLC confirmed that the pump is not manufactured in the United States, the manufacturer does not have a certified service facility within 150 miles of Simi Valley, and the output of the pump does not meet the specification requirements.

S
taff reviewed the bid submitted by Charles King Company and determined that their bid is responsive and they are a vendor with a history of successfully completing projects for the District . The purchase has a 60 -day schedule, and the pump is expected to be delivered in September 2022.

The
authorized budget was developed based on the cost of a pump that the Water Division purchased in 2016. After a review of the bids and discussion with the vendor, it was determined that due to the rising costs of material, construction labor shortage, cost increases since 2016, and supply chain issues, these changes resulted in an overall cost escalation. T he current funding available for the pump is $ 110,000, so an additional $89,000 (rounded) is required to cover the full cost of the pump . Accordingly, staff is requesting approval of a supplemental budget request in the Waterworks District Fund in the amount of $89,000 related to this purchase.

T
he following alternatives are available to the Board of Directors:

1. A
ward the attached contract (page 4 ) to Charles King Company in the amount of $198,305.25 for the purchase of a trailer-mounted centrifugal pump, Specification No. SV 22-18;

2. A
pprove the Supplemental Budget Request in the Waterworks District Fund to add $89,000 to the budget;

3. D
o not award a contract at this time and provide staff with an alternate direction.

S
taff recommends Alternative Nos. 1 and 2.
2 A

SUGGESTED BOARD MOTION
I
move to award a contract to Charles King Company in the amount of $ 198,305.25 for the purchase of a trailer-mounted centrifugal pump, Specification No. SV 22-18, approve a Supplemental Budget Request , in the Waterworks District Fund in the amount of $89,000.

SUMMARY
On
March 15, 2022 , staff initiated a bid solicitation to purchase a trailer -mounted centrifugal pump for the Waterworks Division. T hree bids were received, and Charles King Company submitted the lowest responsive bid of $198,305.25.
