BACKGROUND AND OVERVIEW
The
League of California Cities will hold its Annual Conference from Wednesday, September 7, 202 2, through Friday, September 9 , 2022, in Long Beach. The Conference was created to enable cities to share ideas, success stories, best practices, and discussion forums pertaining to various areas of municipal interest.

The conference will conclude with an Annual Business Meeting where selected voting dele gates, on behalf of their designated cities, cast votes on conference resolutions. These resolutions establish League policy to guide cities and the League in its efforts to improve the quality, responsiveness, and vitality of local government in California. The League’s bylaws stipulate that each city is entitled to one vote on matters affecting municipal or League policy, and a City’s voting delegate and up to two alternates must be designated by the City Council. League policy states that the voting delegate and alternate(s) must be registered to attend the Annual Conference.

FINDINGS AND ALTERNATIVES
T
he League Conference is scheduled for Wednesday, September 7, 202 2, through Friday, September 9, 2022. The Annual Business Meeting will take place on Friday, September 9, 2022, at 12:30 p.m. There were no resolutions submitted for consideration to the League of California Cities; however, a petitioned resolution can still be submitted during the Annual Conference, which would need to be considered and voted on during AGENDA ITEM NO.

Consent (2)

the Business M eeting. Additionally, an amendment to Cal Cities ’ bylaws will be considered and voted on during the Business Meeting. The packet will be available to members later this month. Resolutions approved by the General Assembly become League Policy.

In order to vote at the Annual Business Meeting, each city must designate a voting delegate, and up to two alternate voting delegates may be selected in the event the designated voting delegate is unable to serve in that capacity. Delegates may be elected officials and/or staff, as long as they are selected by the City Council.

Mayor Mashburn and Mayor Pro Tem Litster are scheduled to attend the September 9th Annual Business Meeting of the League Conference. Historically the City Council has designated the Mayor as the City’s voting delegate and the remaining voting delegates based first on current service as Mayor Pro Tem and then, should the Mayor Pro Tem be unable to take part in the Business M eeting, based on Council tenure among attending City Council Members. In accordance with this practice, staff is recommending that the City Council designate Mayor Mashburn, as the voting delegate and Mayor Pro Tem Litster as the alternate voting delegate to participate in the Annual Business Meeting.

In the event Mayor M ashburn is una ble t o participate, Mayor Pr o T em Litster will participate as t he al ternate voting del egate. A 20 22 Annual C onference Voting Delegate/Alternate form must be submitted to the League by Friday, September 2, 2022, affirming the City’s designation.
