CITY OF SIMI VALLEY
MEMORANDUM
August 8, 2022
TO: City Council
FROM: Department of Public Works
SUBJECT: AUTHORIZATION TO AMEND CONTRACT AND APPROVE A
SUPPLEMENTAL BUDGET REQUEST FOR THE EASY-ARROYO
SIMI SEWER LINE REHABILITATION PROJECT, SPECIFICATION
NO. SV 22-16, CP70200019
STAFF RECOMMENDATION
1. It is recommended the City Council approve the attached contract amendment (page 5) to amend the contract with Charles King Company in the amount of $997,210 to rehabilitate approximately 1,794 linear feet of 36-inch and 39-inch sewer pipe as part of the Easy-Arroyo Simi Sewer Line Rehabilitation Project, Specification No. SV 22 - 16, authorize use of the existing C IP balance, and approve the supplemental budget request in the amount of $494,016 in the Sanitation Replacement Fund (Fund 702). .
BACKGROUND AND OVERVIEW
On May 16, 2022, the City Council awarded a contract to Charles King Company, in the amount of $3,597,806 to rehabilitate a sewer trunk line along the Easy Stre et and Arroyo Simi corridor. The project include s rehabilitation of approximately 5,569 linear feet of 8-inch to 39-inch sewer main using a cured-in-place pipe (CIPP) lining system.
During the Contractor’s review of the proposed sewer bypass pipe alignment and the existing site conditions, the contractor proposed an alternative alignment that will reduce traffic impacts and disruptions to residents and businesses. This new sewer bypass alignment provides an opportunity to include additional sewer line segments under the current contract while the contractor and bypass are in place that are planned to be rehabilitated in a subsequent CIP budget.
FINDINGS AND ALTERNATIVES
On June 9, 2022 , the City received a cost proposal in the amount of $ 997,210 from Charles King Company to rehabilitate six additional segments that are being planned for next year. In working with the City’s contractor, staff reviewed the proposed sewer bypass alignment and determined the modification allows the City to accelerate a future sewer-

lining project at a significant cost savings. The future project includes six additional sewer segments, approximately 1,794 linear feet of 36-inch and 39-inch pipe that are severely corroded and need to be rehabilitated. S taff recommends the rehabilitation of the additional sewer line segments at this time since it will reduce impacts to the public and provide a significant cost saving s as opposed to accomplishing the work as a new and separate project. During a typical large diameter sewer rehabilitation project , the sewer bypass pumping costs normally account for more than half of the total project cost, and disrupts residents, businesses, and traffic.
The costs and traffic impacts will likely be higher if these sewer lines were rehabilitated separately a t a future time. Staff requests the City Council consider Charles King Company an incongruous bidder, and allow an exception from the formal bidding procedures per Article 2, Sec. 2-9 .201(e) of the City Ordinance No. 1271, for this repair work as Charles King Company has an existing contract and is ready to perform the work.
The additional work will add 30 calendar days to the contract in order to rehabilitate the additional sewer segments. The original contract only used a portion of the project budget, CP70200019, and $503,194 remains available. Staff r equests approval of a supplemental budget request in the Sanitation Replacement Fund ( Fund 702) in the amount of $494,016, for the remaining balance.
The following alternatives are available to the City Council:
2. A
uthorize the contract amendment to Charles King Company in the amount of $997,210 to rehabilitate approximately 1,794 linear feet of 36-inch and 39-inch sewer pipe as part of the Easy-Arroyo Simi Sewer Line Rehabilitation Project, Specification No. SV 22-16;
3. A
uthorize the use of the remaining balance of $503,194 from CP70200019;
4. Approve a supplemental budget request in the amount of $494,016 in the Sanitation Replacement Fund (Fund 702);
5. D
o not amend the contract for this project and provide staff with further direction.
S
taff recommends Alternative Nos. 1, 2, and 3.
SUGGESTED CITY COUNCIL MOTION
I

SUMMARY
On May 16, 2022 the City Council awarded a contract to Charles King Company, in the amount of $3,597,806, to rehabilitate approximately 5,569 linear feet of 8-inch to 39-inch sewer main using a cured- in-place pipe (CIPP) lining system . The contractor proposed an alternative alignment for their sewer bypass system, which provides a cost effective opportunity to rehabilitate additional sewer pipes and reduces the disruptions to residents, businesses, and traffic impacts . The propos ed cost of $997,210 , would rehabilitate approximately 1,794 linear feet of 36-inch and 39-in sewer pipes. Charles King Company meets the requirements to be considered an incongruous bidder, to allow an exception from the formal bidding procedures per Article 2, Sec. 2-9.201(e) of the City Ordinance No. 1271, for this repair work.
