STAFF RECOMMENDATION
It is recommended that the City Council accept the U.S. Department of Justice’s Byrne Discretionary grant award totaling $1,000,000 to partially fund the replacement of the Simi Valley Police Department’s two-way radio system and authorize the City Manager or designee to execute all grant related documents and ratify prior executed documents.
BACKGROUND AND OVERVIEW
During the spring of 2021, staff was contacted by Congressman Mike Garcia’s office who was seeking eligi ble projects in the 25 th District. Staff submitted a variety of projects for consideration, however only the Police Department’s two - way radio replacement project met the criteria and was selected for funding. The City has been awarded a Byrne Discretionary grant from the Department of Justice totaling $1,000,000 to partially fund the replacement of the Simi Valley Police Department’s two-way radio system.
FINDINGS AND ALTERNATIVES
Staff is in the process of identifying the scope of the City-wide radio replacement project, which is estimated to cost approximately $10 million, and will include the Police Department, Public Works and Environmental Services Departments, Water Division, and Sanitation Division. The $1 million grant award from the Byrne Discretionary funding is reimbursement basis, so the City will be required to expend funds first, and then seek reimbursement. These funds may only be allocated for the Police Department’s portion of the radio replacement project. Staff will return to the City Council at a future date to seek authorization to award a contract for the radio project and identify all funding sources.
AGENDA ITEM NO.

2. Authorize the City Manager or designee to execute all grant related documents and ratify previously executed documents to complete the grant application;
3. Not accept $1,000,000 award from the U.S. Department of Justice’s Byrne Discretionary grant to partially fund the replacement of the Simi Valley Police Department’s two-way radio system;
4. Provide staff with other direction.
Staff recommends Alternatives No. 1 and 2.
