OM: Department of Public Works
SUBJECT: AWARD OF CONTRACT FOR SINALOA LAKE – WEST SEWER LINE REHABILITATION P ROJECT, CP70200 045, SPECIFICATION NO. SV 22-10
STAFF RECOMMENDATION
It is
re commended that the City Council award the attached contract ( page 4) to Southwest Pipeline and Trenchless Corp., in the amount of $351,621 to construct the Sinaloa Lake - West Sewer Line Rehabilitation Project, Specification No. SV 22-10.
BACKGROUND AND OVERVIEW
The Sinaloa Lake - West Sewer Line Rehabilitation Project (see Location Map, Attachment A, page 3) is necessary due to the poor condition of the sewer lines .
Sewer video assessments revealed that the interior of the existing sewer pipe is badly corroded and in need of rehabilitation. The proposed project would rehabilitate approximately 6,307 linear feet of eight -inch sewer lines at various locations within the City, using a cured-in-place pipe (CIPP) lining system.
FINDINGS AND ALTERNATIVES
On J
uly 18, 2022, staff initiated the solicitation of bids for the construction project. A Notice Inviting Bids was published in the Ventura County Star and posted on the City’s website. Plans and specifications were made available at the Public Works counter, and sent to plan rooms and contractors. Five firms requested to be placed on the plan holder’s list. On August 17, 2022, five bids were received, with the following results:
CONTRACTOR BID
Southwest Pipeline and Trenchless Corp., Torrance, CA $351,621.00 Nu-Line Technologies, LLC, Vista, CA $398,545.00
Sancon Technologies, Inc., Huntington Beach, CA $409,756.50 Nor-Cal Pipeline Services, Roseville, CA $438,359.00
Insituform Technologies, LLC, Chesterfield, MO $481,996.00 Engineer’s Estimate $683,276.00
AGENDA ITEM NO.
Consent (3)
S2209.SR.LS
The low bid submitted by Southwest Pipeline and Trenchless Corp. was reviewed by staff and deemed responsive. Southwest Pipeline and Trenchless Corp. has a valid California contractor’s license and a history of successfully completing projects for the City.
The project has a 90-day schedule, with work expected to take place from November 2022 through February 2023. The authorized project budget is $1,250,000.00 (CP70200045), but after project design, it was determined the project scope was not as extensive as anticipated and the replacement pipes needed for the project are also smaller, resulting in a lower cost project.
The following alternatives are available to the City Council:
1. A ward the attached contract to Southwest Pipeline and Trenchless Corp. in the amount of $351,621 to construct the Sinaloa Lake - West Sewer Line Rehabilitation Project, Specification No. SV 22-10;
2. Do not award the contract at this time and provide alternate direction to staff.
Staff recommends Alternative No. 1.
SUGGESTED CITY COUNCIL MOTION
I move to award a contract to Southwest Pipeline and Trenchless Corp. in the amount of $351,621.00 to construct the Sinaloa Lake - West Sewer Line Rehabilitation Project, Specification No. SV 22-10.
