FROM: Police Department

SUBJECT: AUTHORIZATION TO ACCEPT $1 3,471 FROM THE 2022 EDWARD

PURCHASE AND INSTALLATION OF WALL AND FLOOR MOUNTED
BIKE RACKS; AUTHORIZE THE CITY MANAGER OR DESIGNEE TO

DOCUMENTS EXECUTED; AND APPROVE A SUPPLEMENTAL

STAFF RECOMMENDATION

It is recommended that the City Council accept $ 13,471 from the U.S. Department of Justice (DOJ), Bureau of Justice Assistance (BJA) 2022 Edward Byrne Memorial Justice Assistance Grant (JAG) for the purchase and installation of wall and floor mounted bike racks, with related accessories, for the Police Department’s Property Unit; authorize the City Manager or designee to execute all grant related documents and ratify prior documents executed; and approve a Supplemental Budget Request of $13,471 in the Law Enforcement Grant Fund (Fund 287).

BACKGROUND AND OVERVIEW

The Edward Byrne Memorial Justice Assistance Grant (JAG) is the primary source of federal criminal justice funding for local jurisdictions. JAG funds support law enforcement activities including law enforcement equipment and supplies, prevention and education programs, or prosecution and court programs. In June 2022, the Bureau of Justice Assistance (BJA) solicited the 2022 JAG with an application deadline of August 8, 2022. JAG grants are non- competitive and the City was allocated $ 13,471. Staff obtained the City Manager’s authorization to submit an application for 2022 JAG funds and now seeks the City Council’ s approval to accept funding for the purchase and installation of wall and floor mounted bike racks, with related accessories, for the Police Department’s Property Unit. Staff submitted to BJA standardized federal grant documents including an Application for Federal Assistance (SF -424) and detailed cost estimates, and the Council’s motion would also ratify these documents . Upon the City Council’s approval, the City Manager can execute the Certifications and Assurances (Attachment A, page 4).

2 FINDINGS AND ALTERNATIVES

The City continues to seek out grant opportunities within all Departments. For the Police Department, the Edward Byrne Memorial Justi ce Assistance Grant (JAG) is a primary grant source of federal criminal justice funding that the City has previously been able to avail itself. With the opportunity to apply for 2022 JAG funding, the City Manager previously authorized the Department to submit an application. With the JAG award, staff will acquire wall and floor mounted bike racks , with related accessories, for the Police Department’s Property Unit.

The Simi Valley Police Department Property Unit is charged with maintaining property and evidence in an efficient and safe environment. Proper long -term and short -term storage that is not only secure but maintains the integrity of the property, especially if items have a high monetary value, is essential . Efficient, secure, and safe property and evidence storage support crime victims and persons entering the justice system since the Simi Valley Police Department sometimes becomes the brief caretaker of items while individuals are incarcerated.

One of the aspects of property and evidence is the storage and release of large bulky items such as bicycles. Bicycles as an item of storage can be cumbersome and difficul t to retrieve if stacked against each other. Property and evidence staff have difficulty retrieving bicycles for release if the item is deep within the stack. Not only is the bicycle subject to minor damage, staff are prone to injury when manipulating thes e sometimes- awkward storage schemes.

A solution to this problem is the construction of a metallic bicycle rack where these items can be hung in such a way that access is less difficult than other storage methods. Not only are the bicycles easier to access , but the rack also provides additional space by utilizing the ample room supplied from the ceiling. Bicycles are hung on sliding hooks, making their movement and manipulation more streamlined and less damaging than the usual method of stacking them against each other.

The following alternatives are available to the City Council:

1. Accept a $13,471 award from the Bureau of Justice Assistance f or the 2022 Edward Byrne Memorial Justice Assistance Grant;

2. Approve a Supplemental Budget Request of $ 13,471 in the Law Enforcement Grant Fund (Fund 287);

3. Authorize the City Manager or designee to execute all grant related documents and ratify documents previously executed to complete the grant application;

4. Do not approve acceptance of grant funds;

5. Provide staff with other direction.
