STAFF RECOMMENDATION
It is recommended that the City Council authorize the acceptance of $11,838 from the U.S. Department of Justice (DOJ), Bureau of Justice Assistance (BJA) 2019 Edward Byrne Memorial Justice Assistance Grant (JAG) for the Police Department to purchase two electric bikes, and fund expenditures for the Department’s transition to the National Incident-Based Reporting System (NIBRS); authorize the City Manager or designee to execute all grant related documents and ratify prior documents executed; and approve a Supplemental Budget Request of $11 ,838 in the Law Enforcement Grant Fund (Fund 287).
BACKGROUND AND OVERVIEW
The Edward Byrne Memorial Justice Assistance Grant (JAG) is the primary source of federal criminal justice funding for local jurisdictions. JAG grants can be used to fund purchases of law enforcement equipment and supplies, enhancements to law enforcement programs, or to research and evaluate data collected during investigations (including forensic data). As JAG Administrator, the City of Oxnard submitted a grant application on behalf of participating agencies in the County.
Staff obtained the City Manager’s authorization to join with the City of Oxnard, as Grant Administrator, and other jurisdictions in submit ting a joint application. In September of 2019, the City of Oxnard received an award notification from the Bureau of Justice Assistance. In the interim, the City of Oxnard revised its Interlocal Agreement, which documents responsibilities of the Administrator and participating agencies. On September 23, 2022, staff received the fully executed Interlocal Agreement. Staff n ow seeks the City Council’s approval to accept funding to purchase electric bikes for the Department’s Bicycle Patrol Unit, expend

2 the required 3% set aside for NIBRS related purchases, authorization of the City Manager or designee to execute all grant related documents and ratify previously executed documents; and approval of a Supplemental Budget Request . JAG funding will provide the resources to undertake the projects outlined below.
FINDINGS AND ALTERNATIVES
Two electric bikes (eBikes) are requested by the Department’s Bicycle Patrol Team , which needs to replace two of its four primary bicycles as they are near the end of their useful life. The eBikes will allow Officers to safely enter pedestrian areas and remote locations inaccessible by vehicle. The ability to enter isolated areas will be beneficial for search and rescue operations and when reaching out to vulnerable populations.
Additionally, eBikes lend themselves well to community -oriented policing by providing a platform for Officers to engage citizens in dialogue while addressing crime and safety concerns. The estimated cost for two eBikes totals $11 ,500, which includes the eBike, battery, charger, and ancillary equipment. Any additional costs will be absorbed by the Department.
A requirement of the JAG program is that agencies set-aside 3% of grant funds for training and implementation of the National Incident -Based Reporting System (NIBRS). These funds can be released for other purposes once the agency is NIBRS-certified. Currently, the FBI has not certified the State of California, which would certify agencies within the State. Therefore, $355 is set-aside to provide for NIBRS related expenditures.
The grant expenditure deadline has been extended due to the processing delay.
The Department believes that the project proposed in this s taff report best meets the
needs of the Agency.
The following alternatives are available to the City Council:
