FIRST QUARTER ACTIVITIES

STAFF RECOMMENDATION
I
t is recommended that the City Council receive and file the Community Projects Grant performance reports for the activities during the first quarter of FY 2022-23 (Attachments A through G, pages 4-10).

BACKGROUND AND OVERVIEW
O
n May 9, 2011, the City Council approved executing a Memorandum of Understanding (MOU) between the City and Waste Management related to the expansion of the Simi Valley Landfill and Recycling Center. The executed MOU provides annual funding of $150,000 for community projects and programs at the discretion of the City Council. For FY 20 22-23, the City Council awarded a combined total of $150,000 to seven non-profit organizations on June 27, 2022. The awards have an expenditure period that began on Ju ly 1, 2022, and conclude on June 30, 2023. Recipients are required to submit q uarterly performance reports (reports) identifying progress on the approved scopes of work and maintain the records for ten years. Additionally, pursuant to City Council direction on November 20, 2017, any unexpended funds at the conclusion of the expenditure period shall be returned to the City for allocation during the next award cycle.

FINDINGS AND ALTERNATIVES
Staff has reviewed the reports covering activities completed from July 2022 to September 2022 from the seven grant recipients (Attachments A through G, pages 4-10). All organizations’ reports have been found to be responsive in detailing the accomplishments of their respective scopes of work to date. Some projects delayed their starts until funds were received in August 2022 and others are waiting for pricing to adjust for vehicles before entering into a purchase agreement.

Brief Explanation of Project Status
We have contacted two local car dealers regarding price, availability, and timing to get a 15 passenger van. They both indicated that it might be better to wait for a while, as they are anticipating that prices will start going down and inventory will start going up. We are currently awaiting for responses from both of them.

Brief Explanation of Project Status
The grant of $11,200 from the City of Simi Valley was awarded to serve approx. four percent of CAREGIVERS' total enrollment. Each senior enrolled in our programs costs approximately $800 each year and, once they are enrolled, they are enrolled for the remainder of their lives. The 28 Simi Valley residents that we currently support cost CAREGIVERS $22,400 each year. We are requesting funds to care for one half of these individuals, 14 seniors will cost approximately $11,200. Since the grant was awarded, CAREGIVERS has enrolled four new Simi Valley seniors, bringing the total number of Simi Valley seniors served this fiscal year to 32 seniors. One of those seniors died, bringing our current active total to 31 at a total cost of $25,600. This quarter's allowance is $6,400.

Brief Explanation of Project Status
In partnership with the City of Simi Valley, the Supportive Services Program at La Rahada, Casa de Paz, and Peppertree continues to thrive. This quarter, the program served a total of 53 households including individuals and families. Since July 2022, Case Managers in conjunction with the supportive services staff hosted 11 events. 7 events were skill-building workshops focused on technology, wellness, and voting. The Vision Board workshop was a highlight of this term, providing residents with the knowledge to creatively plan a pathway toward their goals through artistic channels. The remaining 4 events were community enrichment centered such as residence councils and coffee socials.

Advancement toward the Supportive Programs goals is off to a positive start. Since the beginning of the grant cycle, 100% of all residents in the 3 Simi Valley housing sites have retained permanent housing and 90% achieved greater self- determination (measured by paying rent by the deadline). At Casa de Paz and La Rahada, 90% of residents demonstrated an increase in life skills and income, with Peppertree following closely at 75%. We look forward to detailing more about the impact of this grant in the next quarter.
