INTERCEPTORS FROM FOLSOM LAKE FORD THROUGH THE STATE

OF CALIFORNIA DEPARTMENT OF GENERAL SER VICES

COOPERATIVE AGREEMENT, AUTHORIZE THE CITY MANAGER TO

EXECUTE RELATED PURCHASING DOCUMENTS , AND AUTHORIZE

AN INTERFUND TRANSFER TO THE VEHI CLE FUND TO COVER

OVERAGE COSTS

STAFF RECOMMENDATION
I
t is recommended that the City Council authorize the Police Department to purchase seven Ford Police Utility Interceptors from Folsom Lake Ford through the State of California Department of General Services Cooperative Purchasing Agreement, Contract Number 1-22-23-14C (Exhibit B, page 12) , at a total cost not -to-exceed $373,504.43, authorize an inter -fund transfer to the vehicle fund, and authorize the City Manager to execute related purchasing documents.

BACKGROUND AND OVERVIEW
O
n June 13, 2022 , t he City Council approved the FY 2022 -23 Budget, which allocated $400 ,000 for the replacement of Police Department vehicles. The Department has identified seven vehicles for acquisition; five replacement vehicles will be assigned to the Patrol Bureau and two vehicles will be assigned to the Special Enforcement Bureau. Since the Department historically obtains the lowest price for its enforcement vehicles through cooperative agreements, those avenues were explored in this instance.

F
olsom Lake Ford has a Cooperative Agreement with the State of California and provided a quote (Exhibit A, page 9) for the vehicles. Th e cost per black and white unit is $53,725.49 (times five vehicles), and the cost per unmarked unit is $52,438.49 (times two vehicles), for a total cost of $ 373,504.43. Furthermore, the dealer offers a $500 per vehicle discount for payments made within 20 days of acceptance. Historically, the Department takes advantage of dealer discounts, which further reduces overall cost.

When applying dealer discounts, the total cost will be $370,004.43. The Police Department General Fund operating budget has the funding to cover any costs over the original budget amount of $400,000 . Staff is requesting authori zation for an inter-fund AGENDA ITEM NO.

Consent (4)
2 transfer to cover overages of funding without the dealer discount in the event the City is unable to process payment within 20 days.

S
ection 2-9.201(f) of the City’s Municipal Code allows the use of cooperative agreements when the sponsoring agency has conducted a competitive bid process. The Cooperative Agreement with the State of California has met this requirement.

I
t should be noted that the Police Package Ford Utility Interceptor is a unique vehicle configuration. Prior attempts to invite bids through the City’s customary bidding process have been unsuccessful as no bids were received for Police Utility Interceptors.

FINDINGS AND ALTERNATIVES
T
he following alternatives are available to the City Council:

1. A
uthorize the Police Department to purchase seven Ford Police Utility Interceptors from Folsom Lake Ford through the State of California Department of General Services Cooperative Agreement at a price not-to-exceed $373,504.43, authorize an interfund transfer to the vehicle account , and authorize the City Manager to execute related purchasing documents;

2. D
o not authorize the Police Department to purchase Ford Police Utility Interceptors;

3. P
rovide staff with alternate direction.

S
taff recommends Alternative No. 1.

SUGGESTED CITY COUNCIL MOTION
I mov
e to authorize the P olice Department to purchase seven Ford Police Utility Interceptors from Folsom Lake Ford, through the State of California Department of General Services Cooperative Agreement at a price not -to-exceed $ 373,504.43, authorize an interfund transfer to the vehicle account, and authorize the City Manager to execute related purchasing documents.

SUMMARY
T
he FY 2022-23 Budget allocates $400,000 for the Police Department to replace fleet vehicles. Folsom Lake Ford has provided a quote through the State of California Department of General Services Cooperative Agreement for $373,504.43. Furthermore, staff intends to take advantage of the $500 per vehicle discount if paid within 20 days of acceptance. Therefore, staff recommends that the Cit y Council authorize the Police Department to purchase s even Ford Police Utility Interceptors from F olsom Lake Ford through the State of California Department of General Services Cooperative Agreement at a price not-to-exceed $373,504.43, including funding authorization in the event the City 3 is unable to process the payment within 20 days to obtain the dealer discount, and authorize the City Manager to execute related purchasing documents. ____________________________________
