CITY OF SIMI VALLEY

MEMORANDUM

December 12, 2022
TO: City Council

FROM: Department of Environmental Services

SUBJECT: APPOINTMENTS TO THE COMMUNITY DEVELOPMENT BLOCK

GRANT ADVISORY COMMITTEE

STAFF RECOMMENDATION

It is recommended that the City Council approve, and the Mayor appoint, two nominees to the Community Development Block Grant Advisory (CDBG) Committee. One nominee will serve a full term commencing on January 1, 2023, and concluding on December 31, 2025. The other nominee will fulfill a vacant position serving the remainder of an existing term commencing on January 1, 2023, and expiring on December 31, 2024.

BACKGROUND AND OVERVIEW

Annually, the five -member CDBG Advisory Committee (Committee) provides the City Council with funding recommendations for CDBG applications. The Committee is comprised of one representative from the Chamber of Commerce, one representative from the Council On A ging, two representatives from the Neighborhood Councils, and one Planning Commissioner who chairs the Committee (pursuant to City Council direction). The City Council-adopted terms of service stipulate that each appointee serves up to three years on the Committee regardless of their term of service on their nominating body. The term is based on the calendar year (January 1 through December 31). A list of the 20 22 Committee Members is attached (Attachment A, page 4).

The Committee meets three times each calendar year: for an orientation; a public hearing to evaluate, rate and rank applications and recommend funding allocations to the City Council; and for a debriefing.

FINDINGS AND ALTERNATIVES

To replace Neighborhood Council representative Pamela Campeau, whose term expires this year, the Neighborhood Council Joint Chairs nominated Andy Hanna. Mr. Hanna will serve a full term on the Committee commencing on January 1, 2023, and expiring on December 31, 2025.

To fill a Neighborhood Council representative term vacated by Roop Maan earlier this year, the Neighborhood Council Joint Chairs nominated Brian Kane to complete the remainder of this existing term commencing on January 1, 2023, and expiring on December 31, 2024.
