CITY OF SIMI VALLEY

MEMORANDUM

January 9, 2023

TO: City Council

FROM: Department of Environmental Services

SUBJECT: SELECTION OF CITY COUNCIL MEMBERS TO INTERVIEW AND

NOMINATE PROSPECTIVE NEIGHBORHOOD COUNCIL EXECUTIVE

BOARD MEMBERS

STAFF RECOMMENDATION

It is recommended that the City Council select two subcommittees, each comprised of two City Council members, to interview and nominate prospective Neighborhood Council Executive Board members.

BACKGROUND AND OVERVIEW

Neighborhood Council Executive Board members are appointed to staggered two- year terms, with approximately one third of the seats expiring every eight months.

The next term of appointments is scheduled to commence on March 1, 2023. A general recruitment effort to fill 16 positions was initiated on October 3, 2022, and concluded on October 31, 2022. A total of 36 applications were received for this recruitment.

Only those applicants who attend a mandatory orientation and participate in the interview process will be eligible for appointment to the Executive Boards. Two orientation opportunities will be available: Wednesday, January 11, or Thursday, January 19, 2023.

Executive Board member appointments are tentatively scheduled for the City Council meeting on February 27, 2023.

FINDINGS AND ALTERNATIVES

In order to present names for nomination, the City Council will need to select two subcommittees, each comprised of two City Council members, to interview and nominate prospective Neighborhood Council Executive Board members. In May 2022, Council Member Litster and Council Member Luevanos interviewed and nominated prospective Executive Board members for Neighborhood Councils #1 and #3 for the term that began on July 1, 2022, and will end on June 30, 2024. In May 2022, Mayor Pro Tem Judge and Council Member Cavanaugh interviewed and nominated prospective Executive Board members for Neighborhood Councils #2 and #4 for the term that began on July 1, 2022, and will end on June 30, 2024.
