DEPARTMENT OF HOMELAND SECURITY’S HOMELA ND SECURITY
GRANT PROGRAM TO PURCHASE SUPPLIES AND EQUIPMENT FOR
THE DISASTER SERVICE WORKER TEAM AND APPROVAL OF A
SUPPLEMENTAL BUDGET REQUEST FOR FUND 287
STAFF RECOMMENDATION
It is recommended that the Cit y Council accept a $ 10,000 grant award fr om the 2021 Homeland Security Grant Program (HSGP), approve the use of the grant to purchase supplies and equipment for the City’s Disaster Service Worker (DSW) Team, and approve a Supplemental Budget Request for Fund 287 to create a budget for the grant award.
BACKGROUND AND OVERVIEW
The City has been awarded a Homeland Security Grant from the Department of Homeland Security totaling $10,000 to purchase equipment for the City’s Disaster Service Worker Team . The HSGP grant is initially allocated to the California Governor’s Office of Emergency Services (State OES). State OES then distributes the funds to counties according to a population formula. The Ventura County Office of Emergency Services (VCOES) receives and administers the allocation, sub-granting awards to worthy projects through the multi-agency Approving Body.
Staff has previously utilized HSGP grants to increase the City’s capacity to prepare for, respond to, and recover from disasters. The grants are full reimbursement awards that do not require a City match.
The City Council adopted a resolution on March 21, 2022, naming the City Manager and Assistant City Manager as the authorized agents to execute agreements, assurances and reimbursement claims for State Office of Emergency Services sub- grants. The County grant administrator has been provided with the names of current titleholders, as required.
Staff utilized a long -term strategic approach to pursue this grant award. The main goal with this grant is to increase the City’s disaster response capacity through its DSW Program. If approved, staff will acquire supplies and equipment used by the DSW Team to deploy and operate the City’s Disaster Logistics Trailer.

2 FINDINGS AND ALTERNATIVES
The City has been awarded $10,000 from the DHS Homeland Security Grant Program (HSGP) to purchase supplies and equipment for the City’s Disaster Service Worker (DSW) Team to deploy and operate the City’s Disaster Logistics Trailer.
The Disaster Logistics Trailer was acquired in 2014 through a DHS grant. The main purpose of the logistics trailer is to distribute critical commodities like water, medications, and food to residents during emergencies and disasters. The DSW Team maintains and operates the trailer. The City has used the HSGP grant previously to acquire equipment for the trailer. Previous grant funded acquisitions included: a Gator utility vehicle; communications equipment; scene lighting equipment , and hand tools. This grant will purchase communications equipment, hand tools, supplies and personal protective equipment for responders.
To proceed, the City Council must accept the grant award, approve the proposed purchases, and approve a Supplemental Budget Request for Fund 287 to establish a budget for the grant projects.
The following alternatives are available to the City Council:
1. Accept the $10,000 grant award from the Department of Homeland Security;
2. Approve the use of the funds, as described;
3. Approve a Supplemental Budget Request for Fund 287 to create a budget for the grant projects;
4. Do not approve acceptance of the Department of Homeland Security Grant;
5. Provide staff with other direction.
Staff recommends Alternative Nos. 1, 2, and 3.
SUGGESTED CITY COUNCIL MOTION
I move that the City Council accept the $10,000 grant award from the Department of Homeland Security (sub-granted through Ventura County OES) , approve the use of the grant to purchase supplies and equipment for the City’s Disaster Service Worker (DSW) Team, and approve a Supplemental Budget Request in the amount of $10,000 in the Law Enforcement Grant Fund (Fund 287) to create a budget for the grant projects.
3 SUMMARY
The City was awarded $10,000 from the Homeland Security Grant Program (sub-granted through Ventura County OES) to purchase equipment for the City’s Disaster Service Worker Team.
Staff recommends that the City Council a ccept the $10,000 grant award from the Department of Homeland Security, approve the use of the funds to purchase equipment and supplies for the DSW Team, and approve a Supplemental Budget Request for Fund 287 to create a budget for the grant projects.

Dear Ms. Connors:
The California Governor's Office of Emergency Services (Cal OES) has approved t he County of Ventura's FY 2021 Homeland Security
Grant Program application in the amount of $903,983. Your organization has been awarded $10,000 to
complete the project referenced above.
Please have your grant administrator review all federal and state guidance to ensure compliance with federal and state regulations. Projects requiring an Environmental Historical Preservation (EHP) or are under a National Priority requiring review and approval, must receive prior approval before expending grant funds. An EHP is required for projects such as aviation (including UA V's), watercraft, allowability request logs, noncompetitive procurement and projects requiring Environmental Planning and Historic Preservation. Failure to adhere to this requirement will result in the deobligation of grant funds.
Any changes to National Priority projects after the initial FEMA approval, will require an additional review and approval process and does not extend the performance period. All projects must be completed, and reimbursement packages received no later than December 29, 2023. Program extension requests due to the COVID-19 pandemic or supply chain issues, will not be approved, so please plan accordingly.
This is a reimbursement grant; therefore, funds must first be expended and will be reimbursed after the reimbursement package is received containing all supporting documentation in hardcopy and electronic format.
Please use the reimbursement checklist to ensure accuracy a nd avoid any delays.
