CITY OF SIMI VALLEY

MEMORANDUM
April 10, 2023
TO: City Council
FROM: Office of the City Manager
SUBJECT: AUTHORIZATION TO ACCEPT $1,000,000 FROM THE DEPARTMENT

OF HOUSING AND URB AN DEVELOPMENT FOR A PATIO COVER AT

THE SIMI VALLEY SENIOR CENTER, AUTHORIZE THE CITY MANAGER

OR DESIGNEE TO EXECUTE ALL GRANT RELATED DOCUMENTS,

AND APPROVE A SUPPLEMENTAL BUDGET REQUEST

STAFF RECOMMENDATION
It is recommended that the City Council authorize the acceptance of $1,000,000 from the Department of Housing and Urban Development (HUD) for a patio cover at the Simi Valley Senior Center; authorize the City Manager or designee to execute all grant related documents; and approve a Supplemental Budget Request of $1,000,000 in the Building Improvement Fund (655).

BACKGROUND AND OVERVIEW
In April 2022, the City submitted a request to the Office of Congresswoman Julia Brownley for Department of Housing and Urban Development – Economic Development Initiative (EDI) funding to construct a patio cover at the Senior Center.

As part of the Consolidated Appropriations Act, 2023 , $2.98 billion was made available for the E DI for the purpose of making Community Project Funding/Congressionally-directed grants. On December 23, 2022, the City received confirmation that grant funding in the amount of $1,000,000 had been approved for the Senior Center project. Therefore, staff is recommending that the City Council authorize acceptance of $1,000,000 from the Department of Housing and Urban Development for a patio cover at the Senior Center, authorize the City Manager or designee to execute all grant related documents, and approve a supplemental budget request.

FINDINGS AND ALTERNATIVES
The Simi Valley Senior Center is a 22,000 square foot facility that serves over 145,000 seniors annually. The facility offers learning programs, fitness and social activities, health services, meal programs, excursions to regional destinations, computer classes, book clubs, support groups, social services, art classes, and more, to Simi Valley seniors ages 50 and over. The facility includes a 3,480 square foot atrium style courtyard patio with

seating for seniors to enjoy the outdoors. In addition to the space being available to Senior Center patrons during the week, the space is also available to renters of the adjacent Multi -Purpose Room on evenings and weekends. However, extreme temperatures can render the courtyard patio space unusable due to lack of shade. The previous patio cover was removed in June of 2011 due to age related issues.

The addition of a patio cover would provide approximately 3,500 square feet of near year- round usable space to the Senior Center . It would also attract renters who desire an outdoor venue without having to endure the heat.

The following alternatives are available to the City Council:

1. Accept $1,000,000 from the Department of Housing and Urban Development for a Patio Cover at the Senior Center, authorize the City Manager or Designee to execute all grant related documents, and approve a supplemental budget request;

2. Do not authorize acceptance of the Department of Hou sing and Urban Development grant;

3. Provide staff with alternative direction.

Staff recommends Alternative No. 1.

SUGGESTED CITY COUNCIL MOTION

I move to accept $1,000,000 from the Department of Housing and Urban Development for a Patio Cover at the Senior Center, authorize the City Manager or Designee to execute all grant related documents, and approve a supplemental budget request.

SUMMARY

The City was awarded a $1,000,000 grant from the Department of Housing and Urban Development to construct a patio cover at the Simi Valley Senior Center. Staff recommends that the City Council accept the $1,000,000 grant award, authorize the City Manager or Designee to execute all grant related documents, and approve a supplemental budget request.
