STAFF RECOMMENDATION

It is recommended that the City Council accept $33,750 in grant funds from the Firehouse Subs Public Safety Foundation for the purchase 25 Automated External Defibrillators (“AEDs”), cases, and accessories; ratify the City Manager’s approval and execution of all grant related documents, ratify documents previously executed to complete the grant application; and approve a Supplemental Budget Request of $33,750 in the Law Enforcement Grant Fund (Fund 287).

BACKGROUND AND OVERVIEW

The Firehouse Subs Public Safety Foundation’s (FSPSF) mission is to impact the lifesaving capabilities, and the lives of local heroes and their communities by providing lifesaving equipment and prevention education tools to first responders, non-profits, and public safety organizations. All grant requests must fall within the Foundation’s funding guidelines. Staff obtained the City Manager’s authorization to submit an application for the 2023 FSPSF grant funds (awarded on April 10, 2023) and now seeks the City Council’ s authorization to ratify acceptance of the grant funding for the purchase of 25 AEDs, cases, and accessories. Staff submitted to FSPSF the standardized application and detailed cost estimates, the City Council’s motion would also ratify these documents.

FINDINGS AND ALTERNATIVES

The City continues to seek out grant opportunities within all Departments. The Police Department strives to search out grant funding from multiple sources in an effort to supplement our purchasing resources without supplanting our budgeted items. With the opportunity to apply for 2023 FSPSF funding, the City Manager previously authorized the

2 Department to submit an application. Staff will acquire 25 AEDs, cases, and accessories for the Police Department with this grant award.

The Simi Valley Police Departm ent’s main purpose for having AEDs readily available is they provide Officers with the ability to deploy and use these devices prior to Fire/ EMS arrival. Officers often arrive to the scene first on the majority of calls that we are dispatched with Fire/EMS, these devices ar e crucial for human survival when time is of the essence.

Costs for AEDs have gone up significantly over the past few years and supplies for our current, outdated AEDs are becoming difficult to secure . Additionally, these new AED’s are designed for not only adults, but pediatrics as well, which is something that our current AEDs do not offer. The grant funds allow the department the opportunity to update their equipment and move away from the older AEDs which have become problematic due to the lack of replacement parts and batteries.

These AED units are an invaluable tool for Law Enforcement Officers to help the citizens of Simi Valley. Ventura County is leading the nation in cardiac survival and is world known for the achievements.
