RECOMMENDATION
I
t is recommended that the City Council adopt R esolution No. 2023- 27 ratifying the jurisdictional joint appointment of the Resident Commissioner for a two-year term to the Area Housing Authority of the County of Ventura Board of Commissioners (AHA Board).
BACKGROUND AND OVERVIEW
The
Area Housing Authority of the County of Ventura (AHA) represents seven jurisdictions in Ventura County, including the City of Simi Valley. Each jurisdiction appoints two Commissioners, and all of the jurisdictions jointly appoint one Resident C ommissioner. The Resident Commissioner must be a resident of a dwelling subsidized by the AHA and be jointly appointed by all seven participating jurisdictions.
FINDINGS AND ALTERNATIVES
T
he AHA solicited nominations from its eligible residents to serve as the Resident Commissioner for a two-year term commencing on June 1, 2023, and concluding on May 31, 2025. In accordance with the State and HUD requirements, the AHA posted notices to all residents of public housing and/or AHA-owned units on January 26, 2023, detailing the opportunity throughout the 30- day nomination period and received seven nominations, of which only one nominee submitted an application. On April 26, 2023, the AHA Board approved the recommendation of Ms. Angela Bradley as the Resident Commissioner and directed staff to seek jurisdictional ratification. Ms. Bradley is a public housing resident in an unincorporated area of Ventura County.
AHAreapptCCmtg6-5-23(klk)
If ratified as the Resident Commissioner, Ms. Bradley will serve a two-year term on the AHA Board effective June 1, 2023, through May 31, 2025 (Exhibit 1, page 4). Ms. Bradley is currently serving as the Resident Commissioner and has been in the position continuously since June 2019; this will be her third term.
The following alternatives are available to the City Council:
1. Adopt Resolution No. 2023-27 ratifying the jurisdictional joint appointment of Ms.
Angela Bradley for the two-year term concluding on May 31, 2025, as the Resident Commissioner to the Area Housing Authority of the County of Ventura Board of Commissioners;
2. Provide other direction to staff.
Staff recommends Alternative No. 1.

I move that the City Council adopt Resolution No. 2023- 27 ratifying the jurisdictional joint appointment of Ms. Angela Bradley for the two -year term concluding May 31, 2025, as the Resident Commissioner to the AHA Board.

RE: REQUEST TO RATIFY APPOINTMENT OF RESIDENT COMMISSIONER TO THE AREA HOUSING AUTHORITY OF THE COUNTY OF VENTURA’S (AHA’s) BOARD OF
COMMISSIONERS
In accordance with State law and the U.S. Housing Act, one member of AHA's Board of Commissioners is appointed to represent housing authority residents as a Resident Commissioner. The Resident Commissioner must be a resident of a Public Housing development or a Section 8 tenant-based voucher participant residing in an AHA unit. The appointment must be ratified by the AHA’s jurisdictions.
Following an open nomination period, review of applications from interested candidates and subsequent interviews, Ms. Angela Bradley, a public housing resident, was selected for a two-year re-appointment, June 1, 2023 through May 31, 2025.
On April 26, 2023, the Board of Commissioners directed that all jurisdictions were to be notified of the selection of Ms. Angela Bradley as Resident Commissioner and to request ratification. The AHA respectfully requests that the City of Simi Valley confirm or deny the appointment and forward a copy of the official documentation as evidence of your decision. Please provide a copy of the City’s official document by June 21, 2023.
Thank you for your attention to this request. Please contact me at (805) 480-9991, extension 625, should you have questions.
