CITY OF SIMI VALLEY
MEMORANDUM
June 12, 2023
TO: City Council
FROM: Department of Public Works
SUBJECT: APPROVAL OF SECOND CONTRACT AMENDMENT FOR CLEANING
OF STORM DRAIN CATCH BASINS WITH AND WITHOUT CONNECTOR
PIPE SCREEN (CPS) UNITS, SPECIFICATION NO. SV 18-22
STAFF RECOMMENDATION
Staff recommends that the City Council a pprove the Second Contract Amendment with Ron’s Maintenance, Inc., extending the term of the contract from July 1, 2023 to June 30, 2025, and increasing the not to exceed amount by $1 10,000, for a total not to exceed amount of $360,000 for cleaning of storm drain catch basins with and without connector pipe screen (CPS) units.
BACKGROUND AND OVERVIEW
On July 16, 2018, the City Manager awarded a three- year contract to Ron’s Maintenance, Inc., for cleaning storm drain catch basins with and without connector pipe screen (CPS) units in the amount of $150,000 . The City’s NPDES permit requires the cleaning of storm drain catch basins on a regular basis to comply with State regulations.
The existing contract provides an option for two (2) additional two -year terms. The First Contract Amendment was entered into on May 17, 2021, extending the term from July 1, 2021, to June 30, 2023, and increasing the not to exceed amount by $100,000 for a total not to exceed amount of $250,000 . The current contract expires on June 30, 2023, with one (1) additional two- year extension option remaining. The proposed Second Contract Amendment is the second two-year extension from July 1, 2023 to June 30, 2025.
FINDINGS AND ALTERNATIVES
Staff recommends that the contract with Ron’s Maintenance, Inc. be amended, extending the term of the contract from July 1, 2023, to June 30, 2025, and increase the not to exceed amount by $110,000 , for a total not to exceed amount of $360,000. This contract is for cleaning of storm drain catch basins with and without connector pipe screen (CPS) units. Due to cost increases related to fuel, materials, and labor since the initial contract was negotiated, this proposed Second Amendment includes a 10% increase ($10,000). As the City is in need of Ron’s Maintenance services, City staff recommends the City enter into the Second Contract Amendment from July 1, 2023, to June 30, 2025, with the requested increase by Ron’s Maintenance in the amount of 10%. The contractor has revised their Pricing Schedule which has been added in the attached amendment.
