ROM: Department of Public Works
S
UBJECT: ADOPTION OF A RESOLUTION PROHIBITING OVERNIGHT PARKING ON BOTH SIDES OF TAPO CANYON ROAD FROM 530 FEET NORTH

OF PRESIDIO DRIVE TO LOST CANYONS DRIVE

STAFF RECOMMENDATION
I
t is recommended that the City Council a dopt Resolution No. 2023- 36 establishing overnight parking prohibitions on both sides of Tapo Canyon Road from 530 feet north of Presidio Drive to Lost Canyons Drive.

BACKGROUND AND OVERVIEW
S
ection 4-9.503(j) of the Simi Valley Municipal Code authorizes the City Engineer to prohibit parking in any “No Parking” or “No Stopping Any Time Zone” as he or she determines and designate s; provided, however, such a zone shall be designated by red curb painted markings or signs. The Simi Valley Police Department has requested overnight parking prohibitions on Tapo Canyon Road from 530 feet north of Presidio Drive to Lost Canyons Drive to address overnight camping concerns on both Tapo Canyon Road, and within Rancho Simi Recreation and Park District land.

FINDINGS AND ALTERNATIVES
On
a regular basis, Simi Valley Police Department officers have observed several individuals attempting to set up vehicles and trailers along the stretch of Tapo Canyon Road between Presidio Drive on the south and Lost Canyons Drive on the north. Officers have also observed individuals attempting to camp near their vehicles on Rancho Simi Recreation and Park District land.

T
his stretch of roadway is very narrow, though there is sufficient unpaved shoulder in certain areas that would allow for off-street parking. Further, this roadway section is unlit, with insufficient illumination to expose any vehicles that may be parked on the shoulder at night. As noted in the attached memo provided by Chief Shorts, this could lead to potential collisions. (See Attachment A, page 4).

T
here are existing “No Parking Any Time” restrictions on the east side of Tapo Canyon Road, north of the Tapo Canyon Trail that will remain in place. This restriction was put in AGENDA ITEM NO.

Consent (7)

place many years ago due to the curvature of the roadway and the diminished sightlines for the motoring public.

The following alternatives are available to the City Council:

1. Adopt Resolution No. 2023-36 establishing overnight parking restrictions on both sides of Tapo Canyon Road from 530 feet north of
Presidio Drive to Lost Canyons Drive.

2. Do not adopt the resolution and provide staff with other direction.

Staff recommends Alternative No. 1.

SUGGESTED BOARD MOTION

I move to adopt Resolution No. 2023- 36 establishing overnight parking restrictions on both sides of Tapo Canyon Road from 530 feet north of Presidio Drive to Lost Canyons Drive.

SUMMARY

In response to a request from the Simi Valley Police Department and the attached memo providing justification for their request, the Public Works Department has reviewed parking conditions on Tapo Canyon Road from 530 feet north of Presidio Drive to the Lost Canyons Drive. It is recommended that overnight parking be restricted on this section of Tapo Canyon Road to eliminate or reduce camping on the roadside and within Rancho Simi Recreation and Park District land, and to reduce the potential for collisions on a narrow, unlit roadway.
