S
UBJECT: APPROVAL OF SUPPLEMENTAL BUDGET REQUEST FOR THE SANITATION DIVISION’S PROJECT MANAGEMENT SYSTEM ,
CP70200040, REQUEST FOR PROPOSAL NO. PW 22-06

STAFF RECOMMENDATION
I
t is recommen ded that the City Council a pprove a S upplemental Budget Request to provide an add itional $ 65,000 in the Sewer Replacement Reserve Fund (702), to complete the Sanitation Division’s Project Management System, CP70200040, Request for Proposal NO. PW 22-06.

BACKGROUND AND OVERVIEW
I
n November 2021, staff issued a Request for Proposals (RFP) for consultant services to develop a standardized project management system and to oversee and assist in the implementation of the new system. The new software system will support project management activities for the Sanitation and Wa terworks Engineering Divisions. Pursuant to this RFP, in January 2022 the City Manager awarded a contract to AMPM Consulting in the amount of $99,750 for these design services. Funding in the amount of $200,000 was available in the FY 2021- 22 Annual Budget for these services.

S
ubsequently, in May 2023, the City Council awarded two contracts to Sciforma Corporation for the purchase of a Project Controls System (PCS) software in the amount of $64,928 and the Implementation Support of the PCS in the amount of $76,250 for a total amount of $141,178. At this time, additional funding is required for the completion of the implementation of the new software. Staff recommends the City Council approve additional funding in the amount of $65,000.

FINDINGS AND ALTERNATIVES
T
he Sanitation and Waterworks Engineering Division is responsible for managing sewer, water, and treatment plant capital projects from concept to completion. In addition to capital projects, they are responsible for land development project revie ws, customer service support, permit issuance, regulatory response, and more. A project controls system supports project management activities such as planning, scoping, budgeting, scheduling, resourcing, communicating, monitoring, controlling, and delivering projects for the Sanitation and Waterworks Engineering Division.

AGENDA ITEM NO.

Consent (3)
SAN2321.SR.DD
Once AMPM Consulting completed the design phase of their contract, an RFP was issued for the project controls system software and support services for the PCS implementation.

On May 15, 2023, the City Council awarded two contracts to Sciforma for the purc hase and implementation of the software, totaling $141,178. While it was the intent of staff to include additional funding in the FY 2022-23 Annual Budget for thes e s ervices, the necessary funding was inadvertently omitted. Therefore, staff is seek ing additional funding to complete the software implementation project.

Additional funding needed to meet the current contractual obligations is $40,928 (expenditures of $99,750 and $141,178 against a budget of $200,000). However, staff is requesting additional funding in the amount of $65,000 to provide for a small project contingency, if it is needed. Therefore, staff recommends the City Council approve a Supplemental Budget Request to provide an additional $65,000 to complete the Waterworks and Sanitation Division’s Project Management System, CP70200040.

The following alternatives are available to the City Council:

1. A
pprove the Supplemental Budget Request to add $ 65,000 to the project , CP70200040;

2. D
o not approve the Supplemental Budget Request and provide other direction to staff.

S
taff recommends Alternative No. 1.

SUGGESTED BOARD MOTION
I
move to approve a S upplemental Budget Request, in the amount of $65,000 in the Sewer Replacement Reserve Fund (702) , for the Waterworks and Sanitation Division’s Project Management System budget, CP70200040.

SUMMARY
O
n January 21, 2022, the City Manager awarded a contract to AMPM Consulting in the amount of $99,750. On May 15, 2023, the City Council awarded a contract to Sciforma Corporation for the purchase of PCS software and Implementation Support for $141,178 for the Project Management System, CP70200040. The project had a budget of $200,000, and the three contracts total $240,928. S taff is seeking additional funding to complete the software implementation project. Staff recommends that the City Council approve a S upplemental B udget Request in the amount of $65,000 in the Sewer Replacement Reserve Fund (702), to complete the project and provide an adequate contingency.

SCOPE OF WORK

CONTRACT FOR PROFESSIONAL SERVICES BETWEEN THE

CITY OF SIMI VALEY AND AMPM CONSULTING , LLC TO

PROVIDE PROFESSIONAL SERVICES TO DEVELOP A

STANDARDIZED PROJECT MANAGEMENT SYSTEM ,
CP70200040, RFP NO. PW 22-01

PHASE 1:

Discovery
The Discovery stage is designed to confirm the high- level needs of the project, finalize contract documents, orient Consultant to Simi Valley’s approaches, orient Simi Valley to Consultant ’s approaches, and prepare the Project Charter. The Project Charter will finalize the scope as well as the goals, objectives, deliverables, and desired results for implementation of the system. It serves as the foundation to the kick-off and the entire project. Parallel with the Discovery efforts, Consultant will work with the Simi Valley Information Services (IS) Division to introduce ourselves, establish any needed access and begin a dialogue on their system requirements.

Processes
Consultant shall be present on-site and “live-with” City staff for the first half of the Processes stage including the kick -off, interviews, and processes drafting. The kick-off to start the work may be held with all or key staff members. After the kick- off, Consultant will begin conducting interviews with Simi Valley staff members.

This will include individual interviews with the Engineering Staff, an interview with the IS Division, and interviews with any other appropriate support teams . In addition, Consultant may need at least one general meeting with the entire department near the beginning of this stage and another near the end to review processes and software options. These are critical steps that will allow Consultant to build relationships with the staff as well as understand the individual and collective needs and aspirations for the system.

Consultant will use the interviews to document existing work processes as well as draft new ones to be part of the system which may only exist informally. Consultant shall investigate to understand what staff members desire the system could do, what leadership desires the system would do, and what best practices may suggest the system should do. In general, the Consultant shall confirm that the primary processes addressed as part of the system to generally follow those outlined by the Project Management Institute (PMI) 10 knowledge areas:

1. Scope Management

2. Schedule Management

3. Cost Management
DocuSign Envelope ID: 78FFB08F-9158-4DBB-97EB-2673DD6D0008 11 RFP NO. PW 22-01
9 W2201.CON.LS

4. Quality Management

5. Risk Management

6. Procurement Management

7. Resource Management

8. Communication Management

9. Stakeholder Management

10. Integration Management
Consultant shall utilize a pool of hours for private site development-related, as well as “to be defined”, processes which may be identified throughout the process definition effort.

Consultant shall prepare text descriptions and flow charts for each identifi ed process along with key software functionalities. Results will be presented to Simi Valley staff members as they are completed via ad-hoc individual or group meetings for feedback and validation using a tool called Lucid Spark. Based on the feedback, Consultant shall produce final versions of process documents , a software functionality matrix (a table of individually identified software functionalities with rankings such as “Critical” vs. “Preferred”), and an opinion of probable purchase, implementation, and support costs – AMPM typically uses an estimated 3-year total cost of ownership. These documents will be summarized within the Preliminary Memo identified in the RFP’s estimated Scope of Work.

The final part of this stage will be refining the documents and strategizing with Simi Valley about the selection of software as well as discussing important considerations for the roll -out and implementation of the system. As part of finalizing this stage, Consultant shall prepare a software RFP/Bid Procurement Document Package.

Deliverables to this stage are anticipated to include:
• Process text descriptions and flowcharts
• Ideas on metrics the system should collect/report to inform key - performance-indicators (KPIs)
• A Construction Administration System Software Functionality Matrix • An Opinion of Probable Purchase and Implementation Costs • A summary Preliminary Memo of processes, requirements, and cost opinions
• PM software RFP/Bid Procurement Package

PHASE 2:

Technology
Using confirmed process and requirements information, Consultant shall begin evaluating and testing various out-of-the-box (OOTB) software options. In addition, Consultant shall work with Simi Valley to identify the staff members who will serve on the core software selection team and help staff to establish and confirm the needed software budget. Project management software can range from standalone elements (contract management, document management, etc.) as well DocuSign Envelope ID: 78FFB08F-9158-4DBB-97EB-2673DD6D0008 12 RFP NO. PW 22-01
10 W2201.CON.LS
as “all-in-one” software which may include functionality that overlaps with out -of- scope internal Simi Valley processes (accounting for example). In the latter case, superfluous software elements can often be removed or hidden. It is anticipated (and recommended) that Simi Valley may prefer a cloud-based software solution which would be accessible from anywhere and comes with built-in IT security and support, but on- premise solutions may also be available if desired and/or acceptable to the Simi Valley Information Services Division.

The Software Functionality Matrix will serve as the basis for gap analysis/evaluation between current operations and both basic and desired software functionalities. There are literally hundreds of project management software options on the market . It is duri ng this stage that an RFP/Bid Procurement Document P ackage can be used to receive proposals from software vendors, if required by City procurement policies. Although, Simi Valley may prefer Consultant to screen software options based on the gap analysis and expertise and present a narrowed list for review and consideration. From there, a presentation of the evaluations can be provided to the core software selection team along with Consultant’s recommended shortlist of 2-3 software options.

Following shortlist approval (or software vendor proposals) , Consultant shall facilitate software demonstrations and/or trial periods (many software platforms offer trials in “sandbox” environments). Consultant shall assist the core software selection team by developing a basic evaluation sheet with simplified ratings (5 highly satisfied – 1 highly unsatisfied) in the following anticipated categories:

• Functionality – Compliance with the requirements and/or desirability of available features
• Intuitiveness – The function comprehension ease for an average employee user
• Fluidity – How well information input flows and how easy it is to move between fields or functions
• Flexibility – How easily the software can be adapted and/or customized
• Reference – How well similar, relatable clients or contexts are using the software
• Mobility – The ease and strength of mobile/field use
• Reporting – The level, amount, and flexibility of reporting available • Integration – The ease or openness to which the tool can integrate with other software
• Scalability – How well the software may scale to future needs • Implementation – The level/degree of set-up effort
• Support – The options, availability, and ratings of customer support • Deployment Options – The number and level of options (e.g., Cloud, SAAS, Site, Mobile, etc.)
• Pricing – One-time and/or subscription fees (an estimated three-year total costs of ownership)
• Value – The level of features for the pricing
DocuSign Envelope ID: 78FFB08F-9158-4DBB-97EB-2673DD6D0008 13 RFP NO. PW 22-01
11 W2201.CON.LS
The evaluation sheet shall be designed to highlight important considerations and guide the software selection. Consultant shall utilize their experience, with the software tool (or tools in case of a combined solution) to assist Simi Valley in selecting a software solution that will work best and final selection will be confirmed more by hands-on experience than hard evaluation numbers.

Deliverables to this stage are anticipated to include:
• PM software selection core team list
• PM software shortlist and background notes
• PM software vendor proposals (if required)
• PM software demonstrations calendar invitations
• PM software live demonstrations and/or trial periods
• PM software final selection facilitation

Implementation
Implementation Services take two forms : technology and people. Each will be part of an iterative Scrum “Sprint” where certain components of the software are designed, configured, tested, and released to Simi Valley staff who will then be coached on the processes as well as the use of the software in accomplishing their work.

Technology Implementation
With the software tool and processes established, Consultant shall prepare software configurations, automations (if viable within the selected software), and reports/dashboards. Configurations comprise the adjustment to settings internal to the software application which change the display, function, calculation, workflow, or process. Automations are customizations to the software which automatically perform certain calculations or tasks.

Reports and dashboards are used to aggregate information across records in the software and present it to the staff and/or leaders such that it is actionable for decisions or work.

Consultant shall perform the software configurations , automations (if viable), and reporting needed to support the Simi Valley processes. Once modules are operational, Consultant shall work closely with Simi Valley staff and IS personnel to conduct testing using as much real project data/information as possible. It is highly likely that operational discoveries will be made during this stage which will result in necessary changes to the processes and/or software configurations. Consultant shall adapt the processes, software, and system through the iterative Scrum methods according to Simi Valley ’s needs. Throughout this stage, Consultant shall use its ongoing Scrum Sprints and workshops to collaborate with staff and make any modifications to processes based on testing and feedback.

Deliverables from this work are anticipated to include:
• Scrum Sprint actions and outputs
• Completed software configurations for system modules
• Completed software automations
DocuSign Envelope ID: 78FFB08F-9158-4DBB-97EB-2673DD6D0008 14 RFP NO. PW 22-01
12 W2201.CON.LS
• Completed testing validations
• Implementation of configurations and automations on Simi Valley’s network (if needed)
• Final user permissions and user interface configurations • Updates to processes documentation
(Note: Integrations are computer programming to transfer information between different software platforms. It is possible some technology integrations may be desired to move data and information between software packages using integration “scripts” and Application Program Interfaces (APIs), i.e., customized computer programming. Integrations often require considerable coordination with IS personnel to configure, secure, test, and install any scripts on the local network. Consultant should, and often does, provide integration services with implementations; however, because of the range of integration complexities, integrations may be an additional negotiated scope and fee once processes are defined and a software is selected.)

People Implementation (Culture Building)
This effort is designed to embed process and software use in the way project management work is performed by Simi Valley staff, and their consulted teams (if needed); i.e., to make it part of the “Work Culture” at Simi Valley . Working through the Scrum Sprints with Simi Valley , the reporting, monitoring, workflow, and control requirements will be determined. Consultant shall design the methods, roles, responsibilities , and workflows for generating and distributing records/re ports, monitoring them, and performing control actions based on the m. The mode, alerting, access, and frequency of records/reports will also be designed and documented. Consultant shall then work with the l eadership team to prepare and present a consolidat ed project and program management dashboard suitable for their decision-making.

Approximately half -way through the implementation sprints, Consultant shall be present on- site once again and work through a Scrum Sprint with City staff in-person. During this site visit, Consultant shall introduce the user support/reference guides. Consultant shall consolidate defined Simi Valley process documentation into a combination of simplified support/reference guides and various templates for Simi Valley staff, and their consulted teams (if needed), to use which will describe the overall system as well as provide them compliant procedural documentation for the execution of their work (i.e., the standard “way” project work is done). One of the most effective, and affordable, tools may be dynamic training, reference and self- help guides is an overlay software known as Inline Manual™. Inline Manual™ is an online guidance software platform for cloud- based software that “guides users and drives them to action within any online experience.” It is a “how -to” guide within the very screens Simi Valley staff will use.

Rather than spend time and resources writing manuals that become quickly DocuSign Envelope ID: 78FFB08F-9158-4DBB-97EB-2673DD6D0008 15 RFP NO. PW 22-01

outdated and are cumbersome to revise, Consultant may propose to put this effort toward developing Inline Manual™ on- screen guides to increase user adoption as well as provide references to procedures, methods, reporting, and monitoring within the system. The best part is procedural changes made to Inline Manual ™ are live and available to users immediately.

Deliverables from this work are anticipated to include:
• Scrum Sprint actions and outputs
• Standard system template documents
• Defined system document storage
• Inline Manual™ system guides
• The Project Management System Go-Live
Coaching & Support
Post Go -Live Coaching & Support efforts are proposed to embed the new processes and software within Simi Valley and create the desired management culture. Consultant shall combine interactions and training approaches to inform users and improve the overall system. To mentor staff and/or consulted teams and use their input to refine the system guides, Consultant shall conduct brief training modules to introduce and review the respective software components. Consultant shall record sessions and then edit the recordings down to short reference videos which can be posted and organized within Inline Manual™.

Even after formal training is complete, Consultant shall be available to work alongside internal teams to explain the procedures, workflows, methods , best practices, and software use within the system at a frequency which best supports the users . Any process adjustments or documentation updates needed will continue to be made as issues arise, new efficiencies are found, lessons are learned, or requests are made by Simi Valley . Any additional scope and fee beyond this period, if needed by Simi Valley , can be determined after initial implementation and support of the system is complete.

Deliverables from this work are anticipated to include:
• Virtual ad-hoc support/training sessions (as needed)
• Video training files and links within Inline Manual™
• Process documentation and Inline Manual™ system guide updates DocuSign Envelope ID: 78FFB08F-9158-4DBB-97EB-2673DD6D0008 16 RFP NO. PW 22-01

Regardless of Severity, the Administrator must submit a Case through the System, which includes all necessary information. For a Severity 1 Case, having been duly entered into the System, the CITY must contact Support by telephone as quickly as possible, during Local business hours.

Notification of Case by Licensee shall include name of User; any applicable reference; contact details (telephone and email) of person reporting the Case; full details of nature of Case, and any steps that may assist SCIFORMA to recreate the Case. The allocated Case ID should be referenced by the CITY in all subsequent communications with SCIFORMA in relation to that Case.

SCIFORMA will gather such information as may need to assess or replicate the reported Case and to confirm the appropriate Case Severity with the CITY. 10 DocuSign Envelope ID: BE487CF4-DF54-4357-B4F8-4CA66E2012F1 46 A2354.CON.JD

SCIFORMA and the CITY shall use reasonable efforts to agree on the assigned Case severity levels. Where such agreement is not possible the escalation process described below shall apply.

Response Targets:

SCIFORMA will use reasonable efforts to comply with the following target times for responding to Cases in 90% of instances (calculated on a quarterly basis).

Severity Response Target Time (*)
1 Within one hour
2 Within four hours
3 Within 24 hours
4 Within 72 hours
(*) All during Local Business Hours.

As part of Support:
• SCIFORMA commits to work continuously with a high priority on any Severity 1 Case until such case is resolved or an agreeable workaround is provided. • SCIFORMA will make every effort to resolve the Case, provided that the CITY is able to provide all elements needed for its reproduction, but without being bound by an obligation to achieve a desired result. Once SCIFORMA is able to reproduce and review the Case, the Case’s resolution time will depend on its nature and complexity. The resolution may include a correction or a workaround solution. Should it prove difficult to quickly resolve a Case, SCIFORMA will inform the CITY so that SCIFORMA and the CITY can work together to determine if a temporary solution is appropriate. Cases that cannot be resolved quickly will be escalated to higher Support expertise levels, for heightened analysis. SCIFORMA reserves the right to cease investigating a Case that cannot be reproduced.

Escalation Process:

In the event the CITY has a complaint regarding the provision of the Support or Severity level assignment, the escalation process within SCIFORMA will sequentially be:

Support Center, Support Team Leader, Support Manager and SVP who will deal with Licensee VP or equivalent.
