S
UBJECT: ADOPTION OF A RESOLUTION AUTHORIZING THE CITY MANAGER

TO EXECUTE APPLICATIONS AND RELATED AGREEMENTS TO THE

CALIFORNIA DEPARTMENT OF RESOURCES RECYCLING AND

RECOVERY FOR THE RUBBERIZED PAVEMENT GRANT PROGRAM

STAFF RECOMMENDATION
I
t is recommended that the City Council adopt the attached R esolution No. 2023 -43 (page 3) authorizing the City Manager to execute applications and related agreements to the California Department of Resources Recycling a nd Recovery for the Rubberized Pavement Grant Program.

BACKGROUND AND OVERVIEW
T
he California Department of Resources Recycling and Recovery (CalRecycle) offers the Rubberized Pavement Grant Program pursuant to Public Resources Code Section 42872, et seq. The purpose of the grant program is to promote markets for rubberized pavement products derived from 100% recycled California- generated waste tires. The program is designed to encourage first-time or limited users of rubberized pavement. Rubberized Asphalt Concrete (RAC) costs more than conventional asphalt, and grant awards are based on the cost differential between rubberized and conventional. The maximum grant award for rubberized asphalt is $250,000. RAC is environmentally friendly because it uses grou nd rubber derived from recycled auto and light truck tires and keeps them out of landfills. RAC has higher strength than conventional asphalt. It provides better skid resistance and is darker, making a better contrast for traffic markings.

Additionally, streets paved with RAC have a lower traffic noise level.

FINDINGS AND ALTERNATIVES
T
he City is eligible to apply for a grant for the upcoming Minor and Major Street Rehabilitation Projects. These projects must use 100% California-generated waste tires, and the combined projects must use a minimum of 35,715 tons of rubberized asphalt.

The City will ensure the upcoming street projects comply with the grant guidelines.
