INTERVIEWS AND NOMINATE A PROSPECTIVE COMMISSIONER TO
SERVE ON THE AREA HOUSING AUTHORITY OF THE COUNTY OF
VENTURA BOARD OF COMMISSIONERS
STAFF RECOMMENDATION
It is recommended that the City Council appoint two City Council Members to conduct interviews and nominate a prospective Commissioner to serve on the Area Housing Authority of the County of Ventura Board of Commissioners.
BACKGROUND AND OVERVIEW
The Ar ea Housing Authority of the County of Ventura (AHA) represents seven jurisdictions in Ventura County, including the City of Simi Valley. Each jurisdiction appoints two Commissioners, and all jurisdictions then jointly appoint one resident Commissioner. T he Commissioners are appointed to four -year terms, and the resident Commissioner serves a two -year term. Their duties include policy - making, protection of public funds, and general oversight responsibilities. Regular AHA Board meetings are held on the fourth Wednesday of each month. One of the City’s two Commissioners term concludes on December 10, 2023. Staff initiated a recruitment to fill the upcoming vacancy and a total of 21 applications were received.
FINDINGS AND ALTERNATIVES
Recruitment was initiated on August 30, 2023, and concluded on September 13, 2023. A press release, cable television advertisement, City Focus newsletter article, and posting on and email notification through the City’s website were used to solicit applic ations for the upcoming Commissioner position . As a result of the recruitment, t wenty-one (21) applications were received. The appointed Commissioner will serve a four -year term commencing on December 11, 2023 and concluding on December 31, 2027. The term is being adjusted due to a prior unscheduled vacancy that shifted the term from the standard four years. Future terms will commence on January 1 through December 31 over the course of four years.

Two City Council Members are needed to conduct interviews of the applicants and make a recommendation to the City Council for appointment. To accommodate an appointment being made at the November 13, 2023 City Council meeting, interviews are to take place by October 31, 2023. Interviews are anticipated to take about five hours.
The following alternatives are available to the City Council:
1. Appoint two City Council Members to conduct interviews and nominate a prospective Commissioner to serve on the Area Housing Authority of the County of Ventura Board of Commissioners;
2. Provide staff with further direction.
Staff recommends Alternative No. 1.
SUGGESTED CITY COUNCIL MOTION
I move to appoint [Council Member] and [Council Member] to interview and nominate applicants to serve on the Area Housing Authority of the County of Ventura Board of Commissioners.
SUMMARY
The City Council appoints two Commissioners on the Area Housing Authority of the County of Ventura Board of Commissioners. A recruitment to fill one upcoming vacancy was held, and the City has received twenty-one (21) applications from a strong applicant pool by the deadline. Staff is recommending that two City Council Members be appointed to conduct the AHA Commissioner interviews and nominate one applicant to fill the upcoming vacancy.
