COMMISSIONER TO THE AREA HOUSING AUTHORI TY OF THE
COUNTY OF VENTURA BOARD OF COMMISSIONERS
RECOMMENDATION
It is recommended that the City Council adopt R esolution No. 2023-46 appointing Tracy Bodis to the Area Housing Authority of the County of Ventura Board of Commissioners to fill an upcoming vacancy with a term commencing on December 11, 2023 and concluding on December 31, 2027.
BACKGROUND AND OVERVIEW
The Area Housing Authority of the County of Ventura (AHA) represents seven jurisdictions in Ventura County, including the City of Simi Valley. Each jurisdiction appoints two Commissioners, and all jurisdictions jointly appoint one resident Commissioner. The City-appointed Commissioners serve four-year terms, and the resident Commissioner serves a two-year term. Their duties include policy-making, protection of public funds, and general oversight responsibilities. Regular AHA Board meetings are held on the fourth Wednesday of each month. One of the City- appointed Commissioner terms concludes on December 10, 2023.
FINDINGS AND ALTERNATIVES
A recruitment was initiated on August 30, 2023, and concluded on September 13, 2023.
A press release, cable television advertisement, City Focus newsletter article, posting information on the City’s website, and email notification were used to solicit applications for the upcoming Commissioner position. As a result of the recruitment, twenty -one (21) applications were r eceived. Subsequent to the submission of applications, eight applicants withdrew or were unable to attend interviews.
At the October 9 , 202 3 City Council Meeting, Mayor Pro Tem Mike Judge and Councilmember Rocky Rhodes were selected by the City Council to serve as the Interview Committee. On October 23, 2023, the Interview Committee conducted 13 interviews and nominated Tracy Bodis for appointment by the City Council for a term

commencing on December 11, 2023 and concluding December 31, 2027. The term i s slightly longer to correct a prior off cycle term resulting from an unscheduled vacancy.
The following alternatives are available to the City Council:
1. Adopt a resolution appointing Tracy Bodis to the Area Housing Authority of the County of Ventura Board of Commissioners to fill an upcoming vacancy with a term ending December 31, 2027;
2. Provide staff with further direction.
The Interview Committee recommends Alternative No. 1.
SUGGESTED CITY COUNCIL MOTION
I move to adopt Resolution No. 2023-46 appointing Tracy Bodis to the AHA Board of Commissioners for a term commencing on December 11, 2023 and concluding on December 31, 2027.
SUMMARY
The City Council appoints two Commissioners on the Area Housing Authority of the County of Ventura Board of Commissioners. One of the City’s two Commissioners term concludes on December 10, 2023. After a recruitment process and interviews of eligible applicants, the I nterview Committee selected by the City Council has nominated Tracy Bodis for appointment to the AHA Board of Commissioners to fill the upcoming vacancy.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SIMI VALLEY FOR THE APPOINTMENT OF TRACY BODIS
AS COMMISSIONER TO THE AREA HOUSING
AUTHORITY OF THE COUNTY OF VENTURA BOARD OF
COMMISSIONERS, TO FILL AN UPCOMING VACANCY
WITH THE TERM CONCLUDING DECEMBER 31, 2027
WHEREAS, the City of Simi Valley, with other local agencies, has created an Area Housi ng Authority through an agreement executed by the City on January 24, 1975; and
WHEREAS, one of the City -appointed Commissioner terms concludes on December 10, 2023; and
WHEREAS, the City Council of the City of Simi Valley desires to appoint a Commissioner to the Area Housing Authority of the County of Ventura Board of Commissioners for a term commencing on December 11, 2023, and concluding on December 31, 2027 to represent the City of Simi Valley on Board of Commissioners.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SIMI VALLEY DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1
. Pursuant to California Health and Safety Code Section 34246, Tracy Bodis is hereby appointed as Commissioner to the Area Housing Authority of the County of Ventura Board of Commissioners, to fill an upcoming vacancy, for a term commencing on December 11, 2023 and concluding December 31, 2027.
SECTION 2. The City Clerk is hereby directed to send a certified copy of this resolution to the Area Housing Authority of the County of Ventura.
SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the Office of the City Clerk.
