TO
: City Council
Board of Directors, Ventura County Waterworks District No. 8 F
ROM: Department of Public Works
S
UBJECT: AWARD OF CONTRACT FOR WELL AND BOOSTER PUMP
MAINTENANCE AND REPAIRS, SPECIFICATION NO. SV 23-30

STAFF RECOMMENDATION
I
t is recommended that the City Council/Board of Directors:

1. A
ward the attached two-year contract with the option to extend two (2) additional two-year terms (page 4) to General Pump Company, Inc., (General Pump) for Well and Boost er Pump Maintenance and Repairs in the not-to-exceed amount of $489,740; and

2. A
uthorize the City /District Manager or designee to negotiate and approve any subsequent contract amendments to incorporate future budgeted funds into the contract amount and to extend the contract by up to two (2) additional two-year terms in accordance with the contract terms.

BACKGROUND AND OVERVIEW
O
n October 5, 2023, the City/District Manager authorized the Department of Public Works to solicit bids for Well and Booster Pump Maintenance and Repairs necessary to support the ongoing maintenance and replacement program to maintain infrastructure and assure reliability . The proposed contract w ill reduce well and pump down time by shortening the time between steps in the evaluation and repair sequence. The previous contract for Well and Booster Pump Maintenance and Repairs expired on June 30, 2023.

FINDINGS AND ALTERNATIVES
O
n October 5, 2023 a Notice Inviting Bids was published in the Ventura County Star, and posted on the City’s website. On October 26, 2023, two bids were received and summarized below:

AGENDA ITEM NO.

Consent (6)
A23122.SR.JD
Vendor Bid Amount
General Pump Company, Inc., Camarillo, CA $489,740
Zim Industries, Inc. dba Bakersfield Well & Pump Co., Bakersfield, CA $1,258,400* * Amount adjusted due to a calculation error.

Staff reviewed the two bids r eceived. General Pump submitted the low bid for Well and Booster Pump Maintenance and Repairs in the amount of $489,740.

General Pump’s bid complies with the specifications, is responsive, and is responsible.

The bid specification was developed based on likely well and booster pump repairs that could be needed during the contract term for the purpose of locking in the contract price and to determine the low bidders. Because the estimated quantities are not an assurance by the City/District, the actual expenditures may vary from the bids during the term of the contract. The City /District has previously contracted with General Pump and has been satisfied with their work. General Pump has performed well within the time schedules they establish, as well as meeting the needs and desires of the City/District.

The FY 2023-24 City General Fund budget authorizes $120 ,000 for well operation, maintenance, and repairs, while the Waterworks Distr ict budget has an approved sum of $135,000 for well maintenance and repairs for a total annual budget amount of $255 ,000. The City/District anticipates spending $244,870 per y ear of the $255 ,000 budgeted amount with General Pump. The proposed funding for the FY 2024-25 Budget will be similar to the current fiscal year funding levels in both the General Fund and the W aterworks District Fund.

The following alternatives are available to the City Council/Board of Directors:

1. A
ward the attached two -year contract to General Pump Company, Inc., for Well and Booster Pump Maintenance and Repairs in the amount of $489,740;

2. A
uthorize the City /District Manager or designee to negotiate and approve any subsequent contract amendments to incorporate future budgeted funds into the contract amount and to extend the contract by up to two additional two-year terms in accordance with the contract terms;

3. D
o not award a contract and provide staff with alternative direction.

S
taff recommends Alternative Nos. 1 and 2.

SUGGESTED CITY COUNCIL/BOARD MOTION
I
move to award a contract to General Pump for Well and Booster Pump Maintenance and Repairs in the amount of $ 489,740, and authorize the City /District Manager to approve subsequent contract amendments incorporating future budgeted funds and extending the contract up to two (2) additional two-year terms. 2 A23122.SR.JD
