December 18, 2023
TO: City Council
FROM: Department of Environmental Services
SUBJECT: APPOINTMENT TO THE COMMUNITY DEVELOPMENT BLOCK GRANT

ADVISORY COMMITTEE

STAFF RECOMMENDATION
It is recommended that the City Council approve, and the Mayor appoint, one nominee to the Community Development Block Grant Advisory (CDBG) Committee. The nominee will serve a term commencing on January 1, 2024, and expiring on December 31, 2026.

BACKGROUND AND OVERVIEW
Annually, the five -member CDBG Advisory Committee (Committee) provides the City Council with funding recommendations for CDBG applications. The Committee is compris ed of one representative from the Chamber of Commerce, one representative from the Council On Aging, two representatives from the Neighborhood Councils, and one Planning Commissioner who chairs the Committee (pursuant to City Council direction). The City Council-adopted terms of service stipulate that each appointee serves up to three years on the Committee regardless of their term of service on their nominating body. The term is based on the calendar year (January 1 through December 31). A list of the 2 023 Committee Members is attached (Attachment A, page 4).

The Committee meets three times each calendar year: for an orientation; a public hearing to evaluate, rate and rank applications and recommend funding allocations to the City Council; and for a debriefing.

At the end of 2023, the term of the Simi Valley Chamber of Commerce member will expire.

To fill the upcoming vacancy, the Simi Valley Chamber of Comm erce has nominated Anthony Angelini. Mr. Angelini will serve a full term on the Committee commencing on January 1, 2024, and expiring on December 31, 2026.
