S
UBJECT: SELECTION OF RECIPIENTS TO RECEIVE 2024 SPECIAL EVENT

SUPPORT PROGRAM GRANTS AND AUTHORIZE THE CITY MANAGER

TO EXECUTE GRANT CONTRACTS WITH RECIPIENTS

RECOMMENDATION
I
t is recommended that the City Council adopt the recommendation of the Special Event Support Review Committee regarding 2024 Special Event Support Program Grants and authorize the City Manager to execute grant contracts with the recipients.

BACKGROUND AND OVERVIEW
I
n January 2014, the City Council adopted a policy for City Support of Special Events (Attachment A, page 5) and an associated grant program, budgeting $25,000 per y ear for the program. On November 3, 2023, the City announced the application period for the Special Event Support Program grant funds for events taking place in 2024. The City received seventeen applications requesting $93,425 in grants by the November 30 deadline.

I
n accordance with the policy for City Support of Special Events, the City Council appointed a Special Event Support Review Committee on November 6, 2023. The Committee is comprised of one member from each of the City’s four Neighborhood Councils and one member from the Council On Aging. The Committee held a public meeting to review all applications and recommended that grants be awarded for fourteen of the seventeen special events. It is recommended that the City Council adopt the recommendation of the Committee for funding in 2024 and authorize the City Manager to execute contracts for grants with those recipients.

FINDINGS AND ALTERNATIVES
Pursuant to City Council -adopted policy, applicants for City Support of Special Events must meet several criteria. First, applicants must obtain a Special Event Permit from the City for their events. Applicants must also be non-profit organizations recognized by the Internal Revenue Service (IRS). All applicants provided federal E mployer Identification Numbers (EINs) that staff verified as IRS-recognized non-profit organizations.

AGENDA ITEM NO.

9A

All applicants must also have a Board of Directors, have meetings by those Boards of Directors open to the public (at the time of application), and agree to provide a report back to the City describing how the funds were used and the outcomes of anything described in the recipient’s application for funding. Staff has verified all 2024 applicants have a Board of Directors, have meetings open to the public, and have agreed to provide a report to the City as described.

T
he Special Event Support Review Committee met on December 13, 2023, to review the seventeen applications received by the City and make funding recommendations to the City Council. Pursuant to the City’s policy, the Committee was directed to incorporate the following preferences into its recommendations:
• P
reference to fund events where event proceeds are used locally within Simi Valley
• Preference to fund events with greater community/public benefits over events with lesser community/public benefits
A

Th
e City Council has the authority to modify any of the Special Event Support Review Committee’s recommendations, and all applications are provided as Attachment C, page

11. Th
e City’s adopted FY 2023-24 Annual Budget contains $25,000 in funding for the 2024 Special Event Support Program Grant Program. Pursuant to past City Council direction, grants will be paid out upon execution of a contract with a grantee, regardless of whether the event takes place in FY 2023-24 or FY 2024-25. Authorizing the City Manager to execute the grant contracts will speed up the grant payment process, as approval of each contract would otherwise require action by the City Council at a subsequent meeting.

Th
e following alternatives are available to the City Council:

1. Adop

2. Modi

3 3. Do not award grants for the 2024 Special Event Support Grants and provide staff with other direction.

8. Committee Review of Applications and Approval of Funding Recommendations for the City Council

Staff explained that the Committee Members must hold their discussion in the public setting and with a vote that evening, the applicants would be aware of the Committee recommendations.

Before the Committee was to discuss the applications, staff asked Committee Members to disclose if they had any conflict of interest or even the appearance of 8 Special Event Support Review Committee December 13, 2023, 6:30 p.m.

City Hall Community Room
a conflict of interest with any of the applicants. Committee Member Plant stated she is on the Simi Valley Cultural Arts Center Foundation Board and Vice Chair Smith stated she volunteers at the Simi Valley Historical Society. Both Committee members stated that they would abstain from voting on the perspective applications submitted by the organizations that they had affiliations with. S taff subsequently requested that the Commi ttee take two separate votes should a funding recommendation be allocated to the two organizations.

The Committee Members then discussed the applications. The discussion focused first on which applications had representatives present, which would benef it the community most, and which already received sponsorship from other agencies or charged an admission fee to attend . Deliberation regarding the benefits to the community from event proceeds, the number of those who would receive a benefit or who would be in attendance, and the benefit or impact to the community, even if the event was smaller was considered.

The discussion then shifted to possible suggestions for funding to award to each applicant. Following the discussion, Committee Member Mosso made an initial motion for certain amounts, but there was no second. Further discussion ensued and new amounts were allocated and agreed upon. Two votes were taken to avoid any possible conflict of interest. Vice Chair Smith moved, and Committee Member Sutton seconded the following allocation below , with Committee Member Plant abstaining (as the vote included the Simi Valley Cultural A rts Center). Then, Committee Me mber Plant m ade a motion and Committee Member Sutton seconded, with Vice Chair Smith abstaining (as the vote included the Simi Valley Historical Society) . T he Committee then made the following funding recommendations to the City Council by a unanimous vote:

Body Brain Train does a "punchathon fundraiser" at CKO Kickboxing.

Each participant that reserves a heavy bag is required to raise at least $100 (there are 40 heavy bags). Then we run a 90-Minute Kickboxing Class on the day of the event.

We use the CKO Kickboxing Gym which is in the Target center on Sycamore and Codhran, a few doors down from our Body Brain Train facility. We are able to close off the side parking lot where we were able to have food trucks, a bounce house for kids and local vendors.

Through the fundraising of participants and through sponsorship we were able to raise 30k for our non-profit last year. lt kept us up and running through the end of 2023.

12. Provide a description on how your organization will utilize the grant funds, if awarded, for the event:

Last year our expenses consisted of marketing (facebook ads, website updates, fliers, lawn signs, etc.), the security gates that went up in the parking lot, banners for our sponsors, bounce house for the kids, some prizes for our silent auction and tee-shirts/hoodies/prizes for our participants depending on how much they fundraised.

We were awarded 4k, and we spent a little over that. We are asking again for the same amount.

13. Describe how your organization's event will benefit the Simi Valley community at large (include community needs being served):

Note: Preferences will be given to fund events where event proceeds are used locally within SimiValley and to fund events with greater community/public benefits over events with lesser community/public benefits.

We are a 501c3 non-profit that brings fitness and wellness into the senior and Parkinson's Community. We run split-level classes out of our facility in Simi Valley that includes Box N Balance Classes, Wooden-Sword Based fitness classes, strength training, Fit-Drumming, Tai Chi and Qigong, and a mix of other classes. We also run Parkinson's Support Groups and Senior Activities that are open and free to the Simi Valley Community.

Our program runs on grants and donations. Grants usually do not cover our utilities or lease of our facility, We also have van maintenance (and gas) as we do visit places and run free senior classes (which are 90 percent in Simi Valley). This fundraising money will cover that for 6-8 months of the year.

Event Materials: Purchase necessary materials like model rockets, materials to launch, and supplies to create safety barriers.

Event Catering: Use a portion of the budget to provide healthy snacks and a nutritious lunch for attendees.

By strategically allocating the $5,000 grant across these areas, we can create a well-rounded and engaging event that leaves a positive impression on participants.

13. Describe how your organization's event will benefit the Simi Valley community at large (include community needs being served):

Note: Preferences will be given to fund events where event proceeds are used locally within SimiValley and to fund events with greater community/public benefits over events with lesser community/public benefits.

For the Need Foundation's event in Simi Valley will benefit the community in multiple ways.

By sourcing supplies from local businesses, we contribute to SimiValley's economic growth. The event encourages community participation, fostering a sense of unity and shared responsibility among residents. lt also raises awareness about educational initiatives and provides valuable resources for parents. Hosting an event that supports the community enhances For the Need Foundation's public image and builds support.

We respectfully request consideration for grant funding support for lhe 2024 Simi Valley Street Fair on May 4,2024 and October 26,2624. The City and the Chamber have a very strong relationship, which is evident in the planning of this event, as we work with various City departments on street closures and staging of the City Expo. The Chamber assumes almost all costs for the many facility fees which include: K-Rails (for the street closure), traffic cones and signs, City traffic plan requirements, police services, event signage, staging, event promotion, clean-up, etc. in addition, the Chamber spends a significant amount of time, money and resources on promoting the event and creating new ways to expand and enhance the experience for all involved.

Dia de los Muertos celebration is hosted annually by the Simi Valley Historical Society. Families, individuals and community groups are invited to display ofrenda (altars) in the Wood Ranch Barn to remember loved ones that have passed on. The event also features continuous entertainment on the outdoor stage, expanded craft area for all ages, craft vendors, food vendors and face painters. The historic buildings (Strathearn House/Adobe, Haighffalley Colony House, Simi Library, St. Rose of Lima Church, Wood Ranch Barn) are open to the public during the event with informal docent tours. The Simi Store offers a wide selection of souvenirs, vintage and antique items and reasonably priced Dia de los Muertos merchandise for the public.

Parking and traffic control is overseen by the Simi Valley Police Department Explorer Scouts. A shuttle bus and outdoor stage are rented by the Historical Society from the Park District.

12. Provide a description on how your organization will utilize the grant funds, if awarded, for the event:

Grant funds will be used to offset costs for entertainment, shuttle bus, craft supplies, advertising and printing, Explorer Scouts and community volunteers ( Royal High, American Legion, Park District) food and drinks.

SPECIAL NOTE: Dia de los Muertos is a major fundraiser for the Historical Society. Without the $1,000 grant we received in 2023, the event would have lost money due to the extreme weather conditions (Santa Ana winds) we experienced at the event. We lost power soon after the event began. Entertainers carried on without amplification on the stage and barn. We did not charge admission due to the power outage and high winds. Despite the weather conditions, over 900 visitors came to the event, 45 volunteers worked at the event and none of the entertainers, craft vendors or food vendors cancelled or left the event because they felt it is an important cultural event for our community. Everyone adapted and overcame the challenges of the day.

13. Describe how your organization's event will benefit the Simi Valley community at large (include communaty needs being served):

Note: Preferences will be given to fund events where event proceeds are used locally within SimiValley and to fund events with greater community/public benefits over events with lesser community/public benefits.

Dia de los Muertos offers a unique opportunity for the community to participate in a venerable tradition of remembering their ancestors. The Recistencia Mexicayotl Chatchiuhlicue Aztec dance troupe from CSU, Channel lslands presents an hour long program of dance and cermony on the stage and barn to educate the public on the meaning of the celebration.

The event also provides valuable volunteer time to high school students and Explorer Scouts. Additionally, Valley View Middle School art classes create their own altars by making ceramic sugar skulls, original artwork and other displays celebrating the lives of their family members.

The proceeds of the Dia de los Muertos celebration are used by the Historical Society to fund educational programs such as SchoolTours and outreach programs to schools. SchoolTours is an annual program in the Spring semester that invites all Third graders form Simi Valley School to participate in a field trip to Strathearn Park where they participate in hands-on Chumash program and learn about local history during tours of the buildings. The School Tours program is offered AT NO COST to students and teachers.

The SVUMC Music Ministry presents a free to the entire community Christmas Benefit Concert with volunteer choir and handbells, professional orchestra and narration. A freewill offering is collected and all proceeds benefit a local, SimiValley charity.

12. Provide a description on how your organization will utilize the grant funds, if awarded, for the event:

These funds would be used to purchase music, procure the live orchestra, which is the costliest item, and to secure a professional audio technician.

13. Describe how your organization's event will benefit the Simi Valley community at large (include community needs being served):

Note: Preferences will be given to fund events where event proceeds are used locally within SimiValley and to fund events with greater community/public benefits over events with lesser community/public benefits.

It takes a year to raise funds for this annual event and all funds come from our small congregation - not only with events, but also by building a line item into our budget with seed money. Especially as costs rise, meeting our fundraising goals is becoming more difficult. We would like to continue with our past pattern - which is that 100o/o of concert proceeds goes to a local Simi Valley charity. No funds donated at the event itself go to costs. A grant would give us a great head start to planning the event and some relief from constant fundraising.

Last Christm as (2022), our concert costs in full were about $7,000. We expect this year's to be comparable.

This single event usually boasts a full house, with standing-room-only.
