UBJECT: APPROVAL OF A COVID-19 COMMUNITY RECOVERY GRANT
CONTRACT BETWEEN THE CITY OF SIMI VALLEY AND RANCHO SIMI
RECREATION AND PARK DISTRICT
STAFF RECOMMENDATION
I
t is recommended the City Council approve the COVID -19 Community Recovery Grant contract (page 5) between the City of Simi Valley and Rancho Simi Recreation and Park District for a not to exceed amount o f $1,000,000 and authorize the City Manager to execute the contract.
BACKGROUND AND OVERVIEW
T
he American Rescue Plan Act (ARPA) allocated $15,325,294 to the City of Simi Valley. Subsequently, on May 9, 2022, the City Council approved the distribution of the ARPA funds to various projects as identified in the Project List in compliance with the ARPA “Final Rule .” The ARPA Final Rule allows cities to claim ARPA funds to offset revenue losses; which funds are then transferred to the City’s General Fund and used for various purposes. The City has claimed the full allocation ($15.3 million) in ARPA funds as revenue loss.
A
RPA funds claimed for revenue loss, and subsequently transferred to the General Fund, are expended as General Fund monies and not ARPA funds. Once ARPA funds are deemed as loss revenue, public agencies c an utilize funds for general services such as health and public services and agencies have the most discretion for the use of funds. Given the nature and purpose of the various classifications in the approved Project List, staff determined that distribution of these funds could be achieved through the creation of a COVID -19 Community Recovery Grant Program as funding designations greatly assist both the non-profits and agencies that serve Simi Valley residents and businesses who continue to recover from the impacts of COVID-19.
S
taff is recommending that the City Council approve the COVID -19 Community Recovery Grant contract with Rancho Simi Recreation and Park District.
AGENDA ITEM NO.

2 FINDINGS AND ALTERNATIVES
On May 9, 2022, the City Council approved a list of projects to allocate the ARPA funds.
The project list also identified potential recipients of the funds based on organizations that have been impacted by COVID -19 or provide services to those that have been and continue to be affected by COVID -19. Now utilizing General Fund monies , staff has created a simplified COVID -19 Community Recovery Grant Program contract that will better serve the Project List recipients. The contracts and reporting requirements for this program mirror the City’s existing Community Project Grant program. Similar to the Community Projects Grant program, s taff will return annually to the City Council with a staff report of the recipient’s progress to re-evaluate the distribution of the funds and the needs at the time.
One of the many non- profits identified in the approved Project List is Rancho Simi Recreation and Park District (RSRPD) . RSRPD’s mission is to provide safe parks, promote a healthy lifestyle through recreational activities and amenities, and preserve open space, trails, and community history. The District provides a wide array of services and resources, including 50+ parks, over 5,600 acres of open space allowing for hiking , biking, horseback riding, and wildlife preservation, an equestrian center, two golf courses, a swimming pool, and much more. In addition to the many facilities available for publ ic enjoyment and reservation, the Park District also offers hundreds of diverse recreation programs and large community events such as concerts, seasonal fairs, and outdoor movies.
Throughout the COVID -19 pandemic, the Rancho Simi Recreation and Park Dist rict remained steadfast in providing outdoor opportunities. The community pool, parks, trails, and golf courses stayed open, implementing rigorous safety measures such as virus - inactivating water treatment methods that inactivated viruses like COVID-19.
Simi Valley’s only public pool , located in a Qualified Census Tract , attracts swimmers from within the community as well as neighboring areas, fostering a newfound passion for swimming. The community pool continues to offer a secure space and provides solace to families while contributing to community rebuilding, physical and mental health restoration, and exercise, especially swimming . Additionally, the facility serves as a resource for the local high school aquatics programming. As we continue to learn more about the long- term impacts of COVID -19, research suggests swimming can increase cognitive function, mental health, and helps to develop positive social networks, all of which are vital in the pandemic recovery process.
Due to the many benefits an d value that the public pool provides to the community, an allocation of funding of $1 million for the rehabilitation of the Rancho Simi Community Park’s pool was included in the Project List and subsequently approved by City Council as the pool was constr ucted in 1977 and is 47 years old. RSRPD is undergoing a comprehensive two-phase rehabilitation project at the Rancho Simi Community Park pool complex located at 1765 Royal Avenue. Phase I of the project , currently underway, 3 includes replacement of the e ntire pool deck including drains, diving stands, diving boards, chairlift, and amenities. Phase II of the project includes the renovation of the pool building including the replacement of the pumping system and related infrastructure, renovation of the locker rooms, showers, and offices, as well as the possible installation of an additional aquatics amenity (i.e. splash pad, shade structure, etc.) . Phase II of the project, anticipated to be completed in two years, is in the planning and design stage.
RSRPD has secured investment partnerships with the State of California, the City, and the Simi Valley Unified School District to cover the cost of the rehabilitation project.
In October 2023, the RSRPD Board of Directors (Board of Directors) advertised “Notice Inviting Bids” and awarded Condor, Inc. to construct the pool deck replacement project.
RSRPD has submitted a copy of Condor’s bid proposal and is requesting funding from the City’s COVID-19 Community Recovery Grant Program for the pool deck replacement project (Attachment A) . As f unding for RSRPD’s pool rehabilitation project is shared among several partnering agencies, the City’s grant funds will cover a portion of the cost associated with the pool deck replacement project. A budget summary, is as follows:
1. Rancho Simi Community Park: Located at 1765 Royal Avenue, Simi Valley CA 93065
Pool Deck Replacement Project:
Demolition: $85,000
Construction $1,297,000
Final Coordination: $15,000
Concrete Pad: $100,000
Total Cost: $1,497,000
Total Funding Allocation: $1,000,000
As construction for the pool deck replacement project has commenced and a completion date for the project is slated for February 16, 2024, the City will provide a one- time payment to the RSRPD once a contract has been executed. RSRPD will be required to provide a Performance report upon completion of the project , documenting all expenditures related to the pool deck replacement.
The following alternatives are available to the City Council:
1. Approve the COVID-19 Community Recovery Grant contract between the City of Simi Valley and Rancho Simi Recreation and Park District for a not -to- exceed amount of $1,000,000;
2. Modify and approve the COVID -19 Community Recovery Grant contract between the City of Simi Valley and Rancho Simi Recreation and Park District; 4 3. Pr

SUGGESTED CITY COUNCIL MOTION
I m
ove to approve the COVID-19 Community Recovery Grant contract between the City of Simi Valley Rancho Simi Recreation and Park District for a not -to-exceed amount of $1,000,000 and authorize the City Manager to execute the contract.
SUMMARY
Th
e City of Simi Valley has received $15,325,294 from the American Rescue Plan Act (ARPA). On May 9, 2022, in accordance with the ARPA "Final Rule," the City claimed the ARPA funds to offset revenue losses and moved the funds to the City's General Fund for use on a variety of projects. Subsequently, the City Council approved the distribution of these funds to various projects indicated in the ARPA Project List. The City has since claimed the whole allotment of ARPA monies ($15.3 million) as income loss. Given the nature and purpose of the various classifications in the approved Project List, staff determined that distribution of these funds could be achieved through the creation of a COVID-19 Community Recovery Grant Program.
RSRP
D’s request for funding through the City’s grant program addresses a variety of critical needs either resulting from or exacerbated by COVID -19. Staff recommends the City Council approve the COVID -19 Community Recovery Grant contract between the City of Simi Valley and Rancho Simi Recreation and Park Dis trict for a not -to-exceed amount of $1,000,000 and authorize the City Manager to execute the contract. ______

COVID-19 Community Recovery Grant Program
Rancho Simi Community Park Pool Renovation Project
Navigating the COVID Crisis
Throughout the COVID-19 pandemic, the Rancho Simi Recreation and Park District remained committed to providing our patrons with opportunities to enjoy the benefits of being outdoors by keeping our community pool, parks, trails, and golf courses open when only a few recreational activities were initially allowable.
Although access to the only public pool in our community was restricted for a short time during the initial mandated lockdown period, it was important to the Board and to the Staff that the District re-open the pool as soon as the mandate was lifted. Guidelines were implemented that allowed patrons to resume using the pool in a safe manner that prevented them from coming into direct contact with others.
The pool provided a safe environment, with water treatment methods that inactivate viruses like COVID-1 9, supervised by certified lifeguards skilled in first aid.
On The Road to Recovery
From the height of the COVID pandemic and continuing through today, public pools play an important role in the nation’s road to recovery. They are safe and secure environments that offer one of the best forms of exercise – swimming – a fun, healthy, and social activity for people of all ages, including those with injuries, impairments, long term health conditions, and particularly those who struggle to exercise on land.
Simi Valley ’s only public pool became a hub for many swimmers who traveled from outside of town because their hometown pools remained closed during COVID.
Aer re-opening the pool, we were pleasantly surprised to find that many new parcipants beg an to ulize Rancho Simi Community Park Pool and experienced a newfound passion for swimming that connued even aer other local fitness centers and acvies reopened.
And for families that inially delayed swimming lessons for their toddlers due to COVID, group swim lessons emerged as a beacon of hope. As restricons began to li and the world cauously stepped into a new normal, lessons offered a pathway to healing. They are not just about learning to swim; they are about rebuilding community, restoring physical and mental health, and rekindling the joy of childhood.
Benefits of Swimming
COVID-19 impacted the health and wellbeing of thousands of residents in our community, many of whom are still recovering from the long-term effects of COVID. There is clear evidence that swimming and being active in the water has a positive impact on a range of COVID-related physical health conditions and can improve the overall health of people of all ages, including:
• The supportive nature of water reduces swelling and alleviates muscle and joint pain • Swimming is a low impact, whole-body workout, promoting flexibility and strength • Controlled, rhythmical breathing while swimming supports healthy lung function • Progressive activity conditions the heart and improves blood circulation • Water resistance builds strength, balance, and coordination 14 ATTACHMENT A
Swimming not only provides multiple physical health benefits, but it also provides multiple mental health and social benefits as well. Recent research suggests that swimming regularly increases mental health and cognitive function, and helps to develop positive social networks, all of which are vital in the COVID recovery process.
Positive Impact on COVID Recovery
It has been the Districts goal throughout the pandemic to provide our patrons with opportunities to pursue physical and mental health through use of the Rancho Simi Community Park Pool, among other amenities.
We will continue to support those efforts by providing a safe, functional , welcoming, and freshly renovated public pool complex that they and their children will continue to enjoy for generations to come. As we undergo a comprehensive two-phase rehabilitation project of the Park District’s pool complex, we respectfully request an allocation of funding for the Rancho Simi Community Park, Pool Deck Replacement Project. Further details of the project scope are included below.
On behalf of the patrons who will reap the physical and mental health benefits from utilizing the Rancho Simi Community Park Pool to assist in their recovery from the ill-effects of COVID, the Board and Staff extend their sincere appreciation for your generous support in providing funding to renovate the Rancho Simi Community Park Pool Complex.
