CITY OF SIMI VALLEY

MEMORANDUM

March 4, 2024

TO: City Council

FROM: Police Department

SUBJECT: INFORMATION REGARDING THE SIMI VALLEY POLICE
DEPARTMENT’S TRANSITION TO THE NATIONAL INCIDENT -BASED

REPORTING SYSTEM (NIBRS)

BACKGROUND AND OVERVIEW

The Simi Valley Police Department has historically relied on the Uniform Crime Reporting (UCR) Program, a data collection method utilized by US law enforcement since 1932.

However, in December 2022, the Department transitioned to the National Incident-Based Reporting System (NIBRS) to improve data quality in line with the updated crime data reporting requirement of the Federal Bureau of Investigation (FBI).

This transition was intended to enhance data collection by providing more comprehensive information compared to UCR. One significant improvement is that while UCR focuses solely on the most severe crimes, NIBRS offers a comprehensive breakdown of all reported offenses within a single incident. This departure from the previou s reporting method will initially show increased crime rates as NIBRS includes all offenses, not just the most severe ones.

Another notable change is NIBRS's ability to distinguish between completed and attempted crimes, a feature largely lacking in UCR (with some exceptions). As a result, crimes previously omitted from FBI reports due to being attempted are now included regardless of their completion status.

The shift to NIBRS brings several advantages, including:

 Detailed Incident Reporting : NIBRS coll ects comprehensive information about each reported crime incident, including offense details, involved individuals, property affected, and responding agencies.
 Departure from Hierarchy Rule: Unlike UCR, NIBRS does not employ the hierarchy rule, scoring all offenses in a single incident. This can be a factor in the appearance of an increase in crime.
 Expanded Crime Categories : NIBRS categorizes offenses into more specific categories and subcategories, offering a more detailed understanding of crime types.
 Richer Data Elements: NIBRS captures various data elements for each reported incident, providing a more nuanced view of crime circumstances.

2  Victim and Offender Information : NIBRS includes detailed information about victims and offenders, aiding in underst anding crime patterns and victimization trends.
 Geographic Specifics : NIBRS provides precise geographic information about crime locations, facilitating targeted resource allocation.  Enhanced Data Quality: By collecting detailed information, NIBRS aims to improve the accuracy and reliability of crime statistics.
 Standardized Reporting: NIBRS establishes a standardized format for reporting crime data, ensuring consistency across jurisdictions.

It's important to note that obtaining accurate crime percentage changes using NIBRS data reporting will not be feasible until 2025.

FINDINGS AND ALTERNATIVES

NIBRS reporting can sometimes give the appearance of a crime trend increase due to several factors:

 Improved Data Collection: NIBRS collects more detailed information about crime incidents compared to the older Uniform Crime Reporting (UCR) system. This enhanced data collection may lead to an apparent increase in reported crimes simply because more incidents are being documented.
 Expanded Crime Categories: NIBRS categorizes offenses into more specific and detailed categories compared to UCR. As a result, certain behaviors that may not have been captured or classified as crimes under UCR might now be reported and categorized as such under NIBRS. This expanded classification system can contribute to the appearance of an increase in certain types of crimes.  Increased Reporting Compliance : As law enforcement agencies transition to NIBRS reporting, there may be improvements in reporting compliance and accuracy. Age ncies might become more diligent in documenting and reporting crimes, resulting in a higher number of reported incidents.  Enhanced Data Analysis : NIBRS allows for more sophisticated data analysis techniques, which can uncover trends and patterns that were previously overlooked. As analysts delve deeper into the data, they may identify trends or clusters of incidents that were not apparent before, giving the impression of an increase in certain types of crime.
 Public Perception and Media Coverage : The transi tion to NIBRS reporting might coincide with increased public awareness or media coverage of certain types of crimes. Even if the actual incidence of crime remains constant or decreases, heightened attention to specific offenses can create the perception of an increase in crime.
 Contextual Factors : Changes in social, economic, or demographic factors can influence crime rates independently of reporting methods. For example, fluctuations in unemployment rates, population growth, or shifts in law enforcement strategies can affect the prevalence of certain crimes and contribute to the appearance of trends.

3 It's important to interpret apparent increases in crime trends within the context of these factors and to consider the potential biases introduced by changes in reporting methodologies. Additionally, caution should be exercised in drawing conclusions about crime trends solely based on reported data, as they may not always accurately reflect underlying changes in criminal behavior.

SUMMARY

The Simi Valley Police Department transitioned from the Uniform Crime Reporting (UCR) Program to the National Incident-Based Reporting System (NIBRS) in December 2022 to enhance data quality and align with the FBI's updated crime reporting standards. NIBRS offers more detail ed information about crime incidents, including distinctions between completed and attempted crimes, and provides a comprehensive breakdown of all reported offenses within an incident.

Key advantages of NIBRS include detailed incident reporting, expanded crime categories, richer data elements, and standardized reporting. However, the shift to NIBRS may initially appear to show an increase in crime rates due to improved data collection, expanded crime categories, increased reporting compliance, enhanced dat a analysis techniques, and heightened public awareness or media coverage.

It's important to interpret apparent increases in crime trends within the context of various factors, such as changes in social, economic, or demographic factors, and to consider potential biases introduced by changes in reporting methodologies. Additionally, caution should be exercised in drawing conclusions about crime trends solely based on reported data.
