ECT: AUTHORIZE THE SIMI VALLEY POLICE DEPARTMENT TO PURCHASE
ONE PRISONER TRANSPORT VEHICLE FROM BRAUN NO RTHWEST
INC. THROUGH THE HGACBUY COOPERATIVE AGREEMENT ,
AUTHORIZE THE CITY MANAGER TO EXECUTE RELATED
PURCHASING DOCUMENTS , AND AUTHORIZE A SUPPLEMENTAL
BUDGET REQUEST IN FUND 287 FOR A COST INCREASE
STAFF RECOMMENDATION
It is recommended that the City Council authorize the Simi Valley P olice Department (SVPD) to purchase one (1) 2024 Ford E350 prisoner transport vehicle from Braun Northwest Inc. through the HGACBuy Cooperative Purchasing Agr eement, Contract Number AM10-2 3 (Attachment B, page 8), at a total cost not-t o-exceed $147,437, authorize the City Manager to execute related pur chasing documents, and authorize a $27,437 supplemental budget r equest in the Forfeited Assets Fund (Fund 280) for a cost increase.
BACKGROUND AND OVERVIEW
On June 5, 2023, the City Council approved the FY 2023-24 Budget, which allocated $120,000 for the purchase of a new Police Prisoner Transport vehicle . The main function of this vehicle is to transport prisoners to and from our detention facility.
However, in urgent situations, it can also serve as an additional support vehicle .
Due to the specialize d nature of this type of transport and the limited number of manufacturers who provide them, the best -practice resource for this vehicle is through government vehicle cooperatives. Since the Department historically obtains the lowe st price for its vehicles through cooperative agreemen ts, those avenues were explored in this instance. Staff recommends the City Council authorize staff to acquire a prisoner transport vehicle to facilitate the processing of arrestees.
FINDINGS AND ALTERNATIVES
Due to legal mandates imposed on the Sheriff's Departments in California, time spent booking prisoners into county jail will increase significantly. To accommodate the additional time needed for this process, SVPD will be modifying the prisoner transportation procedures and transitioning from immediately transporting each prisoner AGENDA ITEM NO.
Consent (2)
2 upon completion of intake to transporting multiple prisoners at one time. This will alleviate the need for lengthy multiple trips throughout the day to one or two transports daily.
A
s the vehicle will be primarily used as a prisoner transport unit , it will be maintained consistently to ensure safe transport. A vehicle of this nature could also be used as a vital resource to the community at a time of dire need.
B
raun Northwest Inc. specializes in the manufacture of specialty public service vehicles and offers these vehicles at a discounted price through the H ouston-Galveston Area Council (HGAC) Buy Cooperative Agreement and provided a quote (Attachment A, page 6) for the vehicle. The cost of the service-ready vehicle is $147,437. Due to the impact of inflationary increases in both the automotive industry and manufacturing industry, the quoted amount is higher than the initial budget request of $120,000.00, by $27,437. Staff is requesting authorization to increase the Forfeited Asset Funds budgeted to purchase this vehicle.
I
t should be noted that a Police Package Prisoner Transport is a unique vehicle configuration. Prior attempts to invite bids through the City’s customary bidding process have been unsuccessful as no bids were received. Section 2- 9.201 (f) of the City’s Municipal Code allows the use of a cooperative agreement when the sponsoring agency has conducted a competitive bid process. The Cooperative Agreement with HGACB uy has met this requirement and the City is an eligible entity to participate in this cooperative program.
T
he SVPD Prisoner Transport Van will normally be used in situations where more than 2 arrestees or juvenile offenders need to be transported to a local detention facility.
R
outine Uses:
• T
he ability to transport male and female arrestees at the same time as required by law;
• The ability to separate adult prisoners from juvenile subjects during transport as required by law;
• The ability to put an assaultive/violent arrestee in an isolation area to assure the safety of other arrestees;
• The ability to transport arrestees who have physical issues, which make it difficult for them to comfortably fit in the back of a regular patrol vehicle; • The arrestee/offender transport and booking process can cause several Police Officers to be out of the area at the same time, which impacts police services. The Prisoner Transport Van gives the Watch Commander the flexibility to hold arrestees in the SVPD Temporary Holding Facility (THF) and schedule prisoner transport(s) at a time which has the least impact on police services. Watch Commanders can maximize their personnel resources by making strategic decisions based on calls for service and personnel resources. 3 Secondary Prisoner Transport Van Uses:
• T
he Prisoner Transport Van will be used in situations where multiple suspects need to be arrested and transported at the same time such as, multi -offender Organized Retail Theft Crews, search warrants where multiple offenders are arrested ( in Simi Valley and in other municipalities ), an d during unlawful demonstrations/riots;
• The vehicle is Code -3 equipped (lights/siren) and can be utilized to evacuate people from an active threat scenario within the community.
Tr
ansporting and Booking Adult Arrestees and Juvenile Offenders W
hen SVPD Officers arrest adult suspects and/or juvenile subjects they are normally transported to the Ventura County Pre- Trial Detention Facility (VCPTDF) and/or the Ventura County Juvenile Facility VCJF). Both of these facilities are located in west Ventura County. It takes approximately 45 minutes to drive to VCPTDF and 40 minutes to the VCJF if there are no traffic delays.
I
n some rare cases, “male adult arrestees,” may be booked at the Ventura County Sheriff’s Department – East County Jail Facility. In order for a male arrestee to qualify to be booked at this facility they cannot be violent, taking medications, have chronic health issues, or experience any psychological issues. It should be noted, the East County jail facility does not have medical staff. Generally speaking, the majority of the Simi Valley Police Department arrestees do not qualify to be lodged at this facility.
W
hen Police Officers transport subjects to detention facilities, the Officers have to book them into the facilities. This process involves entering the subject’s personal information, arrest information, and completing state mandated probable cause documents at the facility. In addition, the correctional and medical personnel must complete a medical screening clearance. This booking process can take approximately 45 minutes to an hour per arrestee in the best case scenario. The process can often be longer if the booking unit is busy or there are other unforeseen problems in the booking process. Every state, county, and municipal law enforcement agency within Ventura County books their arrestees at VCPTDF or VCJF.
I
n some cases, VCPTDF and VCJF corrections or medical staff may require the Police Officers to get a medical clearance for booking at Ventura County Medical Center (VCMC). Driving to VCMC to get a medical clearance further delays the booking process. Ultimately, it is not uncommon for Police Officers to be out of the area for extended periods of time impacting police services in the city.
I
n the bes t case scenario, SVPD Officers will be unavailable for in- city response for approximately 3 hours. This is drive time to a detention facility, booking and processing, and time back to the city.
4 Upon approval, staff will move forward with processing a pur chase order to finalize the purchasing agreement.
Th
e following alternatives are available to the City Council:
1. Aut
