SUBJECT: APPROVAL OF A SUPPLEMENTAL BUDGET REQUEST IN FUND 250
FOR SIMI VALLEY FRIENDS OF THE LIBRARY DONATIONS
STAFF RECOMMENDATION
It is recommended that the City Council and Board of Trustees approve a supplemental budget request of $15,884.31 in the Library Fund (Fund 250) to increase the FY 2023-24 Budget for Simi Valley Friends of the Library donations.
BACKGROUND AND OVERVIEW
The Simi Valley Friends of the Library (Friends) is a 501(c)(3) non -profit organization that was formed in 1983 to provide support to the Simi Va lley Public Library (Library). On April 8, 2019, the City Council and Board of Trustees approved a Memorandum of Agreement between the City and the Friends to accept donations quarterly for the Library , along with a supplemental budget request to adjust the budget to include these revenues as well as the planned expenditures . Based on the Friends’ generous contributions that have ranged between $30,000 and $50,000 annually, staff conservatively budgeted to receive $ 47,000 for FY 2023 -24. The Library received significantly more than was budgeted through the operation of the Friends used bookstore, located inside the Library, along with other fundraising activities.
The purpose of the supplemental budget request is to establish budget authority in Fund 250, which will allow for an increase in revenue and expenses of $15,884.31, the amount received over the FY 2023-24 budget. As a result of the Friends’ efforts, the Library has been able to enhance the facility and fund even more impactful Library programs.
FINDINGS AND ALTERNATIVES
Since the approval of the Memorandum of Understanding between the City and the Friends to accept donat ions for the Library , the Library has benefited from its generous donations every year, providing for collection and programming enhancements, facility improvements, material purchases, and more. Donations from the Friends have ranged from $30,000 to $50,000 annually since 2019. As the Friends of the Library donations

exceeded the established budget for FY 2023-24, staff is requesting that the City Council authorize a budget supplemental of $15,884.31 in Fund 250.
The following alternatives are available to the Simi Valley Library Board of Trustees:
1. Approve a Supplemental Budget request of $15,884.31 in Fund 250, for Simi Valley Friends of the Library donations.
2. Do not approve the Supplemental Budget request of $15,884.31 and provide staff with alternate direction.
Staff recommends Alternative No. 1.
SUGGESTED CITY COUNCIL MOTION
I move to approve a Supplemental Budget request of $15,884.31 in Fund 250 to increase the FY 2023-24 Budget for Simi Valley Friends of the Library donations.
SUMMARY
The Simi Valley Friends of the Library provides a significant amount of support to the Library and its programs with funds raised through the used bookstore they operate out of the Library and various other fundraising activities. The Friends work in partnership with the Library to enhance programs, make facility improvements, and provide additional resources. As the Friends of the Library donations exceeded the established budget for FY 2023-24, staff is requesting that the City Council authorize a budget supplemental of $15,884.31 in the Library Fund (250).
