RECOMMENDATION
It is recommended that the City Council reject all bids received, and authorize staff to revise the bid specifications and re- bid for the construction of the FY 2024- 25 Annual Major Streets Rehabilitation Program: Yosemite Avenue (Katherine Street to 118 Freeway), CP60000018, Specification No. SV 24- 12, pursuant to the City’s Purchasing Ordinance Section 2- 9.205 Informal and Formal Bidding Procedures: Section (h) (2) Rejection of Bids.
BACKGROUND AND OVERVIEW
Staff recommends that the City Council reject all bids, allow staff to revise bid specifications, and re- bid for the construction of the FY 2024- 25 Annual Major Streets Rehabilitation Program: Yosemite Avenue (Katherine Street to 118 Freeway), CP60000018, Specification No. SV 24-12.
On July 15, 2024, the Public Works Department solicited construction bids for the project that includes the rehabilitation of Yosemite Avenue. Improvements consist of rubberized asphalt overlay, slurry seal, concrete repair of curb, gutter, sidewalk, tree root pruning, traffic signing and striping, installation of video detection systems, and all appurtenant work in conjunction with street improvements. On August 1, 2024, the bid opening date, four bids were received. Staff reviewed the bids and found three bids to be responsive.
FINDINGS AND ALTERNATIVES
A Notice Inviting Bids (Notice) was published in the Ventura County Star and was also submitted to various publications and plan rooms. A Notice was also sent to the contractors on the City’s contractors’ list, including local contractors, and was posted on the City’s website.

On August 1, 2024, the bid opening date, four bids were received, and the results are shown in the table below:

Minor Irregularities Found: Calculation error in the Bid Schedule or incorrect value stated in permit line item.
Determined to be unresponsive due to blank unit price in Bid Schedule.
Staff reviewed the bids and found three bids to be responsive. Upon review of the project area and limits, staff has determined the scope of work needs to be revised.
Consequently, staff recommends rejecting the bids, revising the bid specifications, and re-bidding the contract in spring 2025.
The following alternatives are available to the City Council:
1. Reject all bids received, and authorize staff to revise bid specification and re- bid for the construction of FY 2024- 25 Annual Major Streets Rehabilitation Program:
Yosemite Avenue (Katherine Street to 118 Freeway), CP60000018, Specification No. SV 24- 12, pursuant to the City’s Purchasing Ordinance Section 2- 9.205 Informal and Formal Bidding Procedures: Section (h)(2) Rejection of Bids;
2. Award to the apparent lowest responsible bidder, Toro Enterprises;
3. Provide other direction to staff.
Staff recommends Alternative No. 1.

SUMMARY
On July 15, 2024, the Public Works Department solicited bids for the construction of the FY 2024-25 Annual Major Streets Rehabilitation Program: Yosemite Avenue (Katherine Street to 118 Freeway), CP60000018, Specification No. SV 24-12. A notice inviting bids was published in local newspapers, submitted to various publications and plan rooms, emailed to contractors on the City’s contractor’s list, and posted on the City’s website.
Four bids were received on August 1, 2024. Staff reviewed the bids and found three bids to be responsive. Upon review of the project area, staff has determined the scope of work needs to be revised. Therefore, staff recommends rejecting the bids, revising the bid specifications, and re-bidding the contract in spring 2025.
