BACKGROUND AND OVERVIEW
At recent City Council meetings, the Council inquired about the status of left turn signal phasing at the intersection of Alamo Street and Tapo Street. As part of the housing development project on the northeast corner of the intersection, left turn signals were recommended for installation. Staff has initiated the preparation of a bid package expects to bid the project in late December 2024 or early January 2025.

In the meantime, City Council expenditure authority is required to move forward with the project. Staff is recommending the creation of a new capital improvement project and allocating funds from the Traffic Impact Fee Fund for construction. In addition, staff is recommending the City Council authorize the City Manager to negotiate and execute a contract for the Alamo Street/Tapo Street left turn signal project.

FINDINGS AND ALTERNATIVES

At the November 9, 2020, City Council Meeting, when the application for the Tapo Alamo mixed-use development on the north east corner of the intersection was under consideration, the City Council discussed the installation of left -turn signal phasing to improve operations at the intersection in anticipation of the additional traffic generated by the development. The developer of the mixed-use complex agreed and was conditioned, to contribute $50,000 toward traffic signal improvements at the intersection in addition to the normally-assessed traffic impact fees. The need for left -turn signals has also been discussed at recent meetings.

Staff is preparing design plans and a bid package to install left-turn signal phasing at the intersection. The project is estimated to cost $175,000 and it will be funded by the developer's contribution and from the Traffic Impact Fee Fund. There is sufficient funding in the Traffic Impact Fee Fund to complete the project. Staff anticipates that a construction contract may be ready to award in late December 2024 or early January 2025.

The following alternatives are available to the City Council:

1. Approve the creation of a capital improvement project to install east -west left turn signal phasing at the intersection of Alamo Street and Tapo Street; and,

2. Approve a Supplemental Budget Request in the amount of $175,000 from the Traffic Impact Fee Fund (Fund 263) to fund the Alamo Street/Tapo Street Left Turn Signals project, and approve an interfund transfer for the same amount from Fund 263 to Fund 600 (Streets and Roads); and,

3. Authorize the City Manager to negotiate and execute a contract for the Alamo Street/Tapo Street Left Turn Signals project;,

4. Provide other direction to staff.

Staff recommends Alternatives Nos. 1 through 3.

SUGGESTED CITY COUNCIL MOTION

I move to approve the creation of a capital improvement project to install east -west left turn signal phasing at the intersection of Alamo Street and Tapo Street; approve a Supplemental Budget Request in the amount of $175,000 from the Traffic Impact Fee Fund (Fund 263) to fund the Alamo Street/Tapo Street Left Turn Signals project, approve an inter fund transfer for the same amount from Fund 263 to Fund 600 (Streets and Roads); and authorize the City Manager to negotiate and execute a contract for the Alamo Street/Tapo Street Left Turn Signals project.
