DIRECT STAFF TO TRANSFER $300,000 FROM THE COMPLETED
WEST LOS ANGELES WIDENING PROJECT (CP950345)
STAFF RECOMMENDATION
It
is recommended that the City Council:
1. Cons
ider the creation of a capital improvement project to widen the south side of Township Avenue between Scott Drive and Arlington Avenue; and,
2. If
the Township Avenue Widening (Township) project is created, direct staff to transfer $300,000 from the completed West Los Angeles Widening project (CP950345) to fund the new Township project.
BACKGROUND AND OVERVIEW
At recent City Council meetings, the City Council inquired about widening an unimproved section of Township Av enue between Scott Driv e and A rlington Avenue (Loc ation Map, Attachment A, page 3). Staff prepared a conceptual plan for the proposed widening project with an estimated cost of the project is $300,000, which if approved, could be funded by transferring funds fr om the completed West Los Angeles Widening project.
FINDINGS AND ALTERNATIVES
The City Council recently inquired about the feasibility of constructing street improvements along the s outh side of Township Avenue between Scott Drive and Arlington Avenue (opposite the Santa Susana baseball fields). This unimproved section of Township A venue is approximately 300 linear feet. S taff prepared a conceptual plan that included widening the south side of the street and constructing curb, gutter, and sidewalk (Conceptual Plan, Attachment B, page 4). The preliminary cost estimate is $300,000. Staff estimates that this capital improvement project will create nine ( 9) new on-s treet parking spaces.
The Township project is not currently listed in the City’s Five Year Capital Improvement Program, therefore the project is not funded. However, if the City Council directs staff to create a new capital impr ovement project for the Township project, staff has identified available funding from the completed West Los Angeles Widening project.

The following alternatives are available to the City Council:
1. Consider the creation of a capital improvement project to widen the south side of Township Avenue between Scott Drive and Arlington Avenue;
2. If the Township project is created, direct staff to transfer $300,000 from the completed West Los Angeles Widening project (CP950345) to fund the new Township project;
3. Provide other direction to staff.
Staff recommends Alternatives Nos. 1 and 2.
SUGGESTED CITY COUNCIL MOTION
I move to approve the creation of a capital improvement project to widen the south side of Township Avenue between Scott Drive and Arlington Ave, and direct staff to transfer $300,000 from the completed West Los Angeles Widening project (CP950345) to fund the new Township project.
