CITY OF SIMI VALLEY
MEMORANDUM
December 2, 2024
TO: City Council
FROM: Office of the City Manager
SUBJECT: CONSIDERATION OF FINANCIAL SUPPORT FOR A FAMILY JUSTICE
CENTER LOCATED IN SIMI VALLEY
STAFF RECOMMENDATION
Staff recommends that the City Council consider financial support for a Family Justice Center in Simi Valley to serve the communities of Simi Valley, Moorpark, and Thousand Oaks.
BACKGROUND AND OVERVIEW
On April 18, 2023, City staff met with the offices of Supervisor Janice Parvin and District Attorney Erik Nasarenko and began discussing the possibility of siting a future Family Justice Center (FJC) in East ern Ventura County. Since then, conversations have continued with the cities of Simi Valley and Thousand Oaks regarding the possibility of serving the East County population. The District Attorney’s Office has been seeking a location in both communities. T he County of Ventura (County) has requested the host community make a financial contribution of up to $2 million to purchase the building where services will be located . This follows the model of the Carmen Ramirez Family Justice Center in Oxnard. The City Council previously provided a letter of support for the siting of a Family Justice Center in East Ventura during its June 12, 2023, meeting (Exhibit 1, page 4).
FINDINGS AND ALTERNATIVES
The current City Manager and previous City Manager, Brian Gabler, have communicated with District Attorney Nasarenko , County CEO Sevet Johnson , and District Attorney’s Office staff regarding a possible East County FJC for over a year (Exhibit 2). In previous County correspondence (Exhibit 2, page 5) and recent communication from District Attorney Nasarenko (Exhibit 3, page 17), municipal cost sharing in the acquisition of the facility will be a key factor in the District Attorney’s location recommendation during the December 17, 2024, Board of Super visor’s meeting. When considering a possible location, the County has specific requirements for the facility, as noted below:
• For Sale properties only will be considered (no lease or new build options) • Close to a hospital
• Easy freeway access
• Approximately 8,000 to 10,000 square feet
• Green outdoor space
• Cost of approximately $4 million to $5 million
• County will contribute up to $5 million, including facility build-out
AGENDA ITEM NO.
9B
2 The City of Oxnard contributed 50% of the purchase price for the Carmen Ramirez Family Justice Center following its request to locate an FJC in its community. The City utilized American Rescue Plan Act (ARPA) funds for its contribution. Following Oxnard’s financial contribution, this is the financial model for future FJCs in Ventura County. In addition, County staff has indicated that if the East County FJC is located in Simi Valley, the District Attorney’s Office will request that a Simi Valley Police Detective be assigned to the facility to work with victims and conduct investigations.
T
he County hosted a Family Justice Center Strategic Planning Session at California Lutheran University from September 4 through September 5, 2024, to bring together stakeholders and survivors and discuss the elements to be included in an East County FJC. Council Member Litster, the Police Chief, and the City Manager attended this event to learn more about the best practices for Family Justice Centers . During the session, Supervisor Jeff Gorell announced that the City of Thousand Oaks plans to contribute $2 million to ensure it is the home of the East County FJC.
A
s a result of revenue loss during COVID-19, the City has approximately $1 million in the General Fund that began as COVID-19 Community Recovery Grant funds for revenue replacement. The City Manager has identified that these funds could be diverted from other priorities that the City is directly responsible for, such as public safety, infrastructure, and staffing, to bring County services in the form of the East County FJC to vulnerable residents in Simi Valley who have challenges accessing these services i n the West County. If Simi Valley is not the recommended location for the FJC, the City will not be required to contribute funds to the facility.
F
amily Justice Center services are currently provided in the West County cities of Ventura and Oxnard. Simi Valley resident s, and all County residents, currently contribute financially to FJC services with their tax dollars. Between March 2019 and August 2024, 1,206 Simi Valley residents accessed services at the Ventura Family Justice Center, representing nearly 48% of the East County individuals served (Exhibit 4, page 25). These individuals are victims of domestic violence, sexual assault, human trafficking, or abuse and often seek support such as restraining orders, housing placement assistance, or resources to help them regain independence.
A
trip from the easternmost edge of Simi Valley to Ventura for these services can be upwards of 95 miles round trip, which alone can be a hardship for those with limited access to transportation, a challenging work schedule , or limited access to childcare .
However, for those who are also taking strides towards independence following abuse, the psychological hurdles to accessing services can be even steeper.
G
aining access to County services in the East County has been historically challenging as most services are disproportionately located in the West County, creating an access barrier for Simi Valley, Moorpark, and Thousand Oaks residents . District Attorney Nasarenko will present his recommendation for the location of the East County FJC during the December 17, 2024, Board of Supervisors meeting . His recommendation will consider factors such as usage statistics from each community and the municipality's financial commitment level . Therefore, he has requested that the City Councils of Simi Valley and Thousand Oaks discuss their willingness to make a financial commitment to 3 be the host community. The City of Thousand Oaks City Council is scheduled to discuss its possible financial contribution during its December 3 meeting. Staff recommends that the City Council consider if it would like to commit funding to bring the East County FJC to Simi Valley.
T
he following alternatives are available to the City Council:
1. C
ommit to provide funding for an East County Family Justice Center in the amount of $1 million;
2. D
o not commit to provide funding for an East County Family Justice Center;
3. C
ommit to provide funding for an East County Family Justice Center in another amount;
4. P
rovide staff with alternative direction.

The Honorable Matt LaVere, Chair
Board of Supervisors and Members of the Board
County of Ventura
800 South Victoria Avenue
Ventura, CA 93009
Dear Chair LaVere and Members of the Board of Supervisors; On behalf of the Simi Valley City Council we strongly support the siting of a future Family Justice Center in East Ventura County to serve the residents of Simi Valley, Moorpark and Thousand Oaks.
Historically, access to County services has been limited for East County residents as the majority of services are disproportionately located in the West County. As a result, it is challenging for east county residents to access many critical services that are located in the Ventura area. Approximately 600 families from Simi Valley, Moorpark, Thousand Oaks, and their adjacent unincorporated areas currently use the services provided by the Ventura Family Justice Center each year, This statistic does not reflect those families who do not use the services due to their inability to reach the facility. For example, it can be a roundtrip of 95 miles from the easternmost side of Simi Valley to the location in the City of Ventura, which poses a significant barrier. lndividuals who are taking the courageous steps on the journey toward independence and utilizing the services that the Family Justice Center provides, including restraining orders and housing assistance, should not be met with such a significant barrier of distance, Therefore, the Simi Valley City Council strongly urges the Board of Supervisors to consider the siting of the next Family Justice Center in the County to be on the east side of Ventura County to provide an easily accessible location to East County residents who may be otheruuise deterred from seeking the services of the Family Justice Center due to its lack of accessibility to nearly 300,000 county residents. Further, the City of Simi Valley would fully support locating the East County Family Justice Center in our community.
Sincerely,

Dear Brian,
I hope my letter finds you well. I wanted to extend my gratitude for the conversation we recently had regarding the establishment of a Family Justice Center in the East County. Your interest in understanding the dynamics and parameters involved wlth establishing a new Family Justice Center are greatly appreciated.
As additional information, more than seven-hundred-eighty Simi Valley residents were served at the Family Justice Center and comprised over half of the individuals served from East County between 2O2O and 2022.
This statistic underscores the critical need for such a center in the East County.
ln our conversation, I mentioned the County's prevailing model for the placement of Family Justice Centers, where cities contribute 40% of the one-time acquisition cost of the facility. As the County works to finalize a location for a Famlly Justice Center in the East County we are interested in learning the City of Siml Valley's position on supporting the establishment of a Family Justice Center in the City and the assoclated one-time fi na ncial commitment.
I look forward to hearing from you regarding the Clty's perspective on this opportunity. Please feel 'free to reach out if further discussion or information is needed. Thank you for your time, consideration, and dedication to serving the community.

Dear Dr. Johnson,
Thank you for your letter of November 14,2023 regarding the proposed East County Family Justice Center, I appreciate the clarification on the expected contribution of the "host" city where the Center will be located.
The City of Simi Valley remains steadfastly committed to ensuring the residents of our community, as well as those of East Ventura County, receive the vital services provided by the County of Ventura on an equal footing as other parts of the County. To that end, SimiValley is pleased that steps are being taken to locate a Family Justice Center in this part of the County.
While SimiValley remains supportive of this action, without any financial information, cost distribution, property acquisition or improvement costs, or information regarding the participation of other cities, the City is unable to make any statement pertaining to a financial commitment at this time.
The City understands the Office of the District Attorney is networking and gathering information among the East County cities and will convene working groups to develop a strategic plan for the East County Family Justice Center. Simi Valley looks fonivard to being part of this process. As the District Attorney's efforts culminate, and property and financial information becomes clearer, all parties will have a better understanding of the financial impacts and the level of financial support that will be anticipated for the Center.
Simi Valley is appreciative of the County bringing these needed services to East Ventura County.
Sincerely,
aaul

Dear Mr. Gabler,
Thank you for your letter regarding the proposed East County Family Justice Center. We appreciate the City of Simi Valley's steadfast commitment to ensuring equal access to vital services for residents in East Ventura County.
We are pleased to inform you that we have identified a suitable location for the East County Family Justice Center in Simi Valley a|2755 Alamo Street, with a sale price of $5,596,000 (property flyer enclosed). We believe this location can serve the needs of East County residents very well.
As we move forward with this important initiative, we are eagerto collaborate with the City of Simi Valley and determine the level of financial support that the city is willing to provide.
Our previous arrangements with other cities for the provisioning of these services in their city have standardized upon a 50/50 share of the acquisition costs of the facility.
Understanding the financial implications and cost distribution is crucial for the successful establishmenf of the Family Justice Center. We believe that with clear property and financial information, all parties involved will have a better understanding of the financial impacts and the level of support for the Center's operation' Once again, we appreciate the City of Simi Valley's support and commitment to bringing these much-needed services to East Ventura County, and we look forward to hearing from you very soon regarding the City's potential to contribute towards making the East County Family Justice Center a reality.
Respectfully,

Dr. Sevet Johnson, County Executive Officer
County of Ventura
800 South Victoria Avenue
Ventura, CA 93009
Dear Dr. Johnson:
Thank you for your letter of April 17, 2024 regarding the East County Family Justice Center. The City is exciting to learn that the County has identified 2755 Alamo Street as a potential location in Simi Valley for the Center.
The County has requested the jurisdiction where the East County Center is located contribute half of the cost to acquire the facility. This contribution would align with the contribution by the City of Oxnard based on their request for the County to stand up a Family Justice Center in their community, the second in the West Ventura County area.
Due to issues such as distance, topography, and transportation, East County residents face challenges assessing County services as most are normally based in West Ventura County. As the City has previously stated, the City of SimiValley is committed to ensuring that residents of our comrnunity, as well as those in all East Ventura County communities, receive the vitalservices provided by the County on an equalfooting as other parts of the County.
The acquisition cost for the County's identified location for the East County Center is $5.6 million, resulting in a requested contribution of $2.8 million from the City. While Simi Valley would welcome the East County Center in our community and is pleased to partner with the County to bring these services to East Ventura County residents, the City will be unable to participate at the requested funding level. The operations of a Family Justice Center is of itself a very collaborative process among public and non-profit organizations.
As the County is seeking a partnership to acquire the facility, the City suggests such a collaborative with other East County cities to fund the acquisition rather than one city bearing the financial burden.

mulgple working groups, collaborative meetings with key stakeholders and a comprehensive strategic planning retreat memorialized in a published report. The VFJC, now located in a county-owned facility at 3170 Loma Vista Road in Ventura, currently serves nearly 3,OOO crime victims and their families annually. The success of the VFJC led to calls forthe establishment of similar centers in the City of Oxnard, the Carmen Ramirez Family Justice Center (CRFJC), and in the East County region. The purpose of this "receive and file" letter is to advise the Board anO puntiCof the progress of the Carmen Ramirez Family Justice Center located at S5S-b45 South A Street in Oxnard and to update you on the East County Family Justice Center (ECFJC) community engagement and selection process.
Stratesic Plan:
This item promotes the County's Strategic Plan Guiding Principles of "Delivering services in a business and constituent friendly, customer service driven, cost- effective manned' and "Planning for and developing programs to meet future needs." Family justice centers will serve the County's residents and will promote the strategic blin goats related to "Healthy, Safe, and Resilient Communities" through pr6viding "equitable and timely access to quality healthcare, mental health and fublic nealtn services" while maintaining "high-performing public safety seryices." The family justice centers will be entirely dedicated to the welfare of the communities theY serve.
Garmen Ramirez Familv Justice Center Update:
Financlal Backsround:
ln 2021, two yearc after the opening of the Ventura FamiV Justice Ce1t9r i1 2019, intake data was analyzed and revealed that between 33olo and 38o/o of the VFJC's ctients were residenis of the City of Oxnard. At the request of the late Ventura County Board of Supervisor Carmen Ramirez, discussions began in 2021 regarding the development of a family justice gentgl in Oxnard to befter serve vidtims ln tne greater Oxnard area. ln the fall of 2021, Assemblymember Jacqui lrwin successfllly sponsored a state funding request of $1 million to help fund an Oxnard Family jusiice Center. A search for a suitable Oxnard facility led by Ventura County General Services Agency (GSA) began shortly thereafter. ln March of 2022, the City of Oxnard formalized its commitment of cost sharing the purchase of a FJC facillty in Oxnard with the adoption of their American Rescue blan Act (ARpA) final spending plan, which included a $2 million appropriation as 19 Board of Supervisors

a match for an equal amount from the County of Ventura. ln 2023, Congresswoman Julia Brownley secured an additional $640,000 in federal community projects funding towards the establishment of an Oxnard Family Justice C-enter. In February of 2023, the District Attorney hosted a two-day strategic planning event at the Oxnard Performing Arts Center to develop a strategic plan for the establishment of an Oxnard Family Justice Center. (Exhibit 1) After nearly two years of searching for a suitable facility, the County p_urchased SbS-S+S Souih A Street in Oxnard in June of 2023 followed by a July 25,2023, Board resolution naming this new facility the Garmen Ramirez Family Justice Center (CRFJC).
Site Desisn and DeveloPment:
Following the County's purchase of the GRFJC building, the Board approved a contractln December of 2023 to hire the architecture firm of Anderson Kulwiec Appteby (AKA) to design the CRFJC. DA staff has worked closely with AKA and oiner partners to creaie a space that will offer victims of sexual assault, child abuse, elder abuse, dependent adult abuse, human trafficking and hate crimes a safe and welcoming place to come for services. The CRFJC will have many of the same features as the VFJC. For example, it will provide private navigation rooms behind a secured entrance to assist clients as they receive services from multiple on-site agencies. The site will contain a restraining order workshop room to provide ciassroom style assistance to those needing help compleling a restraining order petition, as welias office space, detective stations and conference rooms for DA staff and on-site partners, including the Oxnard Police Department Family protection Unit. The CRFJC will also house a forensic examination and interview clinic to allow medical doctors and sexual assault nurse examiners to collect forensic evidence in rape and child molest cases. Unique to the CRFJC will be a secure lobby where viitims will be screened before accessing a waiting room. ln addition, th; CRFJC will have a lactation room and wellness center for staff and their partners to use in PrivacY.
When the County purchased the CRFJC building in 2023, there were five tenants with pre-exiting lbise agreements. Two of the tenants are current partners of the VFJC - C1y tmpact and Mixteco lndigena Community Organizing Project (MICOP). The othertenants, Elim Oxnard Church and Avante HairSalon, continue io rent space in the building, with Avante planning to partner wfth the CRFJC by providing haircut and styling services to family justice center clients. ln December of 2O%l the Board agieeO to buy out the remaining lease term for one of the tenants, which has enabled the CRFJC to quickly remodel and make use of the 20 Board of Supervisors

space whi6 construction begins on the CRFJC's main footprint. DA staff coordinated the painting and installation of new carpet in this training room and furnished the space ior the restraining order workshops. ln addition, DA lnformation Technology (lT) and County lT staff helped to equip this room with Gounty network connectivitY.
On September 24,2024,the CRFJC hosted its first restraining orderworkshop. A total oi nine victims of abuse attended the workshop and were provided guidance and assistance in completing a restraining order petition. The petitions were then electronically filed witlr the c-ourt. The Department of Child Support and lnterface Children and Family Services helped to facilitate this workshop and will continue to partner with us on the other restraining order trainings, which will occur twice a month in both English and SPanish.
W1h conceptualfloor plans completed, DA staff continues to work with Al(A on the design of the exteiior aesthetic of the bui6ing and signage, and we will continudto coordinate with GSA to prepare the building for construction' Contractors have been retained to abaie all of the walls and floois on both floors of the CRFJC main footprint and will also remove all interior studs and non- structural supports. lt is anticipated that this process will be completed before the end of Januiry 2025. Contractors have also been retained to install security features such as card readers and cameras inside and outside of the building.
GSA expects construction to start mid-to-late 2025 and last six to eight months, with a fully opened CRFJC scheduled for early 2026.
East Countv Familv Justice Genter Communitv Enqagement and Selection Process:
Backqround:
On May 15,202g, your Board received a letter from me stating that the. East CountyFamily Jusiice Center development process.required "careful planning' tnought, and deliberation" as well as the input of nationally recognized experts to achi6ve accreditation and to maximize community participation. (Exhibit 2) On May 23,2029, your Board discussed the need to develop qn EqgJ County Family Jusiice Center to serve the residents of Moorpark, Simi Valley, Thousand Oaks and surrounding communities and directed "the County Executive Officer to work with the District-Attorney to perform a due diligence evaluation, including a realistic timeline, for an Easi County Family Justice Center and report back to the 21 Board of Supervisors

Board at a future date once that evaluation is complete." (Exhibit 3) On J.une 27, 2029, youl Board authorized the allocation of a Staff Services Manager ll to the Districi Attomey's Office to serve as an East Gounty Family Justice Qenle1 project Manager. (Exhibit 4) On August 29,2023,1 wrote a letter to Dr. Johnson, copying the Board.of Supervisors, which described a four-phqsed gnggach to tn6 ECF.1C community engagement and selection process. (Exhibit 5) Since that date, the goals set forth inlhe timeline have been accomplished through direct meeiingsiuith law enforcement leaders, city managers, and non-profit organiiations, as well as by participating in and con_v-ening community ,
gaiherings. (Exhibit 6) Forexample, on March 18,2024, over 80 participants attenOeO a community forum, including law enforcement leaders, government agencies, elected offitials and non-profit organizations hosted by the Alliance for H-ope, an international organization that has successfully sited family justice centers throughout the world. This same organization led the strategic retreat in September hosted by California Lutheran University, and they will play an indispensable role inguiding the decision for the family justice center location.
Concunently and on the funding front, our staff applied for and received $24O,OOO in funding from California Office of Emergency Services.through their emerging family luJtice center grant program, andlve have sought community ptoj"6t finding-through U.S. Representative Julia Brownley, specifically a Byrne Justice Assistance giant from the United States Department of Justice. At the same time, we have visited, toured and conducted research on several piospective family justice center properties in the cities of Moorpark, Simi Valley and Thousand Oaks.
Current Status:
Due to our implementation of the four-phase approach, the timeline of community "ngrg"r"nt
and selection of a municipal location ha9 not only been rigorously adfleieO to but also slightly advanced. Namely, with the soon'to-be completion of the ECFJC Strategii Plinning Report along with an ongoing-analysis. of iegionat crime data,
-victim data, demographic and geographicfactors, the.
folndation exists for a recommendation to the Board on the EcFJc site, I anticipate returning to your Board on December 17 of this year to present that recommendation.
ln anticipation of the December 17 presentation and recommendation, the District Attorney', Office will continue to meet with community and municipal leaders to discussthe imperative of a cost-sharing match of municipalfunds with County 22 Board of Supervisors
County of Ventura
October 29,2024
dollars consistent with the agreement made between the City of Oxnard-and the County in the acquisition of fne CRFJC. Specifically, a publicly-stated affirmation of municipal support by a city councilfor acquisition costs consistent with Oxnard's multi-million contribution will be equally as important in making our nnOingr and arriving at the ultimate recommendation. (The Oxnard City Gouncil contri6uteO $2 milli6n of the $4.1 million to purchase the CRFJC, or nearly 50 percent of the acquisition cost.) lt is important to nole that the December report wiil not include a iecommendation of a specific facility but rather the community in rrtrtricn the facility should be located. As was the case with the CRFJC' the County of Ventura s Real Estate Services Division, in cooperation with local rrni.'ip"f leadership and the District Attorney's Office, will identity and v,et potentiat facilities and retum to your Board with a firm proposalthat confo1s to Frin.ipr"r identified by the County, the DA's office and the strategic planning bror"'tt. Namely, an eight- to twelve-thousand square foot building near it"nrport"tion and medical providers with open space for youth recreational activities that can purchased, not leased. No vacant lots would be considered, only adaptive re-use.
Lasly, I anticipate returning to your Board in the near future to discuss staffing requirements, partnerships, on-going funding opportunities and many other asiects of this'much-needed center. From concept to opening,.the VFJC iequired four years of careful planning, gathering of community input, financial coordination, iite selection and buildouibefore opening. While we are already il;idi.;;ome services at the cRFJc, this center, too, has had a timeline from conception to opening of more than three years. lt is our objective that, by the "nC
oi 212s,"n fCFiC facility will be acquired, staffed and operational in some if noi"ff aspects. However, mubn depends on the facility selected and speed at which remodel and buildout can be accomplished, as well as County funding for victim advocate and other staff positions.
This item has been reviewed by the County Executive Office, Auditor-Controller's Om.", and County Counsel. it you have questions regarding thjs item, please contact Chief Deiuty District Attorney Michael JYtp at 654-2331 or Special Assistant District Attomey Chuck Hughes at 477'1635'
