MEETING SCHEDULE
STAFF RECOMMENDATION
I
t is recommended that the City Council adopt Resolution No. 2024-52 (page 3) scheduling the Calendar Year of 2025 regular City Council meetings on Mondays pursuant to Simi Valley Municipal Code Section 2-1.101.
BACKGROUND AND OVERVIEW
P
ursuant to Simi Valley Municipal Code Section 2-1.101, City Council regular meetings shall be held on Mondays at such time as fixed annually by r esolution or at a time and place properly noticed by State law. It is recommended that the City Council adopt the calendar year 2025 City Council Meeting Schedule as contained in the attached resolution.
T
he attached resolution also establishes a fixed time period before the open session of each regular meeting that is set aside for closed session. Such closed sessions may be held between 5:00 p.m. and 6:30 p.m. before the open session portion of the regular meeting begins. If no notice for closed session appears on the regular meeting agenda, no regular meeting closed session will be held between 5: 00 p.m. and 6:30 p.m. However, closed sessions may be conducted at the end of the regular open session meeting. In all cases, the open session portion of each regular meeting will begin at 6:30 p.m. This scheduling method is used in a few cities in California to eliminate the necessity to post a special meeting notice for each closed session taking place before the regular meeting start time.
FINDINGS AND ALTERNATIVES

he attached Resolution No. 2024-52 will set regular City Council meeting dates for 20 25.
This action will allow the City Council to more efficiently conduct the City’s business, offering the community the opportunity to better plan for these meetings.
T
he City Council may wish to consider modifying the proposed date of the second meeting in March 2025 to allow for full Council participation, from March 24 to either March 17 or March

2 The following alternatives are available to the City Council:
1. Adopt Resolution No. 2024-52 scheduling the regular City Council meetings on Mondays for Calendar Year 2025 pursuant to the Simi Valley Municipal Code Section 2-1.101 with no modifications;
2. Adopt Resolution No. 2024- 52 scheduling the regular City Council meetings on Mondays for Calendar Year 2025 pursuant to the Simi Valley Municipal Code Section 2-1.101 modifying the March 2025 meeting date; or
3. Provide staff with further direction.
Staff recommends either Alternative No. 1 or No. 2.
SUGGESTED CITY COUNCIL MOTION
I move to adopt R esolution No. 2024-52 scheduling the regular City Council meetings for Calendar Year 2025 without modifications;
OR
I move to adopt Resolution No. 2024- 52 scheduling the regular City Council meetings for Calendar Year 2025 with modifications.
SUMMARY
The Simi Valley Municipal Code Section 2- 1.101 sets regular City Council meetings on Mondays at times fixed annually by r esolution or at a time and place as properly noticed by State law. By adopting the attached R esolution No. 2024-52 setting regular City Council meetings for 2024, the City Council will be able to more efficiently conduct the City’s business, offering the community the opportunity to better plan for those meetings.

RESOLUTION NO. 2024-52
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SIMI VALLEY ESTABLISHING THE CITY COUNCIL
MEETING SCHEDULE FOR THE CALENDAR YEAR
OF 2025
WHEREAS, the City Council shall set an annual City Council meeting calendar to establish dates and times assisting City Council and staff with advance planning and scheduling of City business; and
WHEREAS, pursuant to Section 2-1.101 of the Simi Valley Municipal Code, the following calendar is established, notwithstanding the scheduling of additional meetings as required upon proper notice under the Brown Act; and
WHEREAS, the City Council pursuant to this Resolution sets aside a time period for closed session before the open session portion of each regular meeting.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SIMI VALLEY DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1 . The City Council hereby establishes 6 :30 p.m. as the regular meeting time for each regular meeting. Only closed sessions may be held between 5:00 p.m. and 6:30 p.m. No closed session of the regular meeting will be held during that time period unless the posted agenda of the regular meeting indicates that such closed session will take place at a particular time in that time period. In the absence of such notification on the agenda, the open session portion of the regular meeting shall commence at 6:30 p.m.
SECTION 2. The City Council establishes the following meeting schedule for the Calendar Year of 2025:

SECTION 3. With proper notice during the year, meetings may be cancelled, rescheduled, or added as necessary pursuant to California law.
SECTION 4. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the Office of the City Clerk.
