S
UBJECT: REQUEST FOR DIRECTION REGARDING THE ESTABLISHMENT OF A

RESIDENTIAL PREFERENTIAL PERMIT PARKING PROGRAM

STAFF RECOMMENDATION
I
t is recommended that the City Council provide direction to staff regarding the establishment of a residential preferential permit parking program.

BACKGROUND AND OVERVIEW
D
uring consideration of the mixed-use development at the northeast corner of Alamo Street and Tapo Street (Tapo Alamo), the City Council requested information regarding establishing preferential permit parking on the streets surrounding the development.

P
referential permit parking programs generally restrict on-street parking along residential streets to local residents and their guests. Typically, preferential parking zones are established along residential streets where parking is impacted by overflow parking created from adjacent businesses, neighborhood schools, or parks. Preferential parking enables the resident a better opportunity to find on- street parking for themselves, their family members, or their guests if current parking conditions are adversely impacted by non-resident vehicles.

S
taff research shows that a preferential parking program can be established by ordinance with individual parking zones established by resolution. Once a preferential permit parking program is established, residents can follow a procedure to establish a parking zone on their street . Several cities have preferential parking programs including Los Angeles, Glendale, Santa Monica, Beverly Hills, West Hollywood, and Calabasas. Preferential parking program ordinances for Santa Monica, Calabasas, and West Hollywood are attached for information.

FINDINGS AND ALTERNATIVES
A
preferential parking program is typically established by an ordinance that includes the criteria for establishing a preferential parking program and other rules and regulations .

Individual parking zones may then be established by resolution . The criteria include the requirement for a petition from the residents along the street who are requesting preferential parking. The petition would need to i nclude the a pproval from a certain percentage of the homes requesting to establish preferential parking, generally between AGENDA ITEM NO.

9C
ADMINSR.2405.MG- Preferential Parking Program
60% an
d 66%. Detailed rules and regulations, cost of permits, rules for guest or visitor permits, parking violation fee schedule, etc. could also be established by resolution.

Upon
receipt of a qualifying petition, City staff would conduct parking studies to determine if on -street parking is adversely impacted by non- resident vehicles. For example, the residents on School Street behind the Simi Valley Cultural Arts Center (CAC) could petition for a parking zone due to the impact of overflow parking created by events held at the CAC. Likewise, r esidents on Township Avenue, could petition for a parking zone based on the impact created by the Santa Susana Baseball Complex. If the lo cation satisfies the criteria to establish a preferential parking zone, the proposed parking zone is presented to the City Council for consideration. For example, if the City Council approves the establishment of a preferential parking zone, the City will install parking signs along the street. Staff also prepares to sell permits and maintain appropriate records of the names of permit holders, addresses, etc. Parking enforcement would be the responsibility of the Police Department.

If
a preferential parking program is established, it is anticipated that staff from the Police, Public Works, and Administrative Services Departments would be involved in program administration and enforcement. Depending on the demand for parking permits, and the City Council’s expectation of enforcement, the City would likely need to enhance staffing.

The Police Department has indicated that current staffing levels would not allow for proactive parking enforcement, including regular, route patrol of parking zones . Parking enforcement is performed by Police Services Officers on a complaint basis only.

Additional staffing would also be required to assist with permit processing, payments, and other administrative services not handled by the Police Department.

St
aff contacted various jurisdictions to gather information regarding preferential parking permit programs. Staff requested the following information:
• How
many employees support the program?
• How many permits are issued per year?
• What is the cost of a permit and,
• For what duration are they issued?
• How much does it cost to run the program?
• Is the program revenue-neutral?
Four
jurisdictions responded, including the Cities of Arcadia, Glendale, Santa Monica, and Ventura. A summary of the information gathered can be found in the chart on the next page:

It is difficult to predict the demand for preferential parking throughout the City, so the need for enhanced resources and associated cost cannot be estimated at this time. However, staff is un aware of any complaints from residential neighborhoods about non- resident parkers along their streets.

The following alternatives are available to the City Council:

1. Provide direction to staff regarding the establishment of a residential preferential permit parking program;

2. Receive and file this report; or,

3. Provide other direction to staff.

Staff has no recommendation.

SUGGESTED CITY COUNCIL MOTION

Option 1

I move to direct staff to establish a preferential parking program for the City.

Option 2

I move to receive and file this report.

3 ADMINSR.2405.MG- Preferential Parking Program

SUMMARY

The City Council requested information regarding preferential permit parking on the streets surrounding the Tapo Alamo mixed-use development. Preferential parking is a program that restricts on- street parking along residential streets to residents and their guests. A preferential parking program is typically established by an ordinance that includes the criteria for establishing a preferential parking program and other rules and regulations. Individual parking zones may then be established by resolution. The criteria includes a requirement for a petition from residents along the street representing a certain percentage of the homes, generally b etween 60% and 66%, requesting to establish preferential parking. Detailed rules and regulations, cost of permits, rules for guest or visitor permits, parking violation fee schedule, etc. could be established by resolution.

Staff requests City Council direction regarding the establishment of a preferential parking program.
