SUPPORT PROGRAM GRANTS AND AUTHORIZE THE CITY MANAGER

TO EXECUTE GRANT CONTRACTS WITH RECIPIENTS

RECOMMENDATION
I
t is recommended that the City Council:

1. Adop
t the recommendation of the Special Event Support Review Committee to award 2025 Special Event Support Program grants; and

2. Aut
horize the City Manager to execute grant contracts with the recipients.

BACKGROUND AND OVERVIEW
I
n January 2014, the City Council adopted P olicy A- 31, City Support of Special Events (Attachment A, page 5) and an associated grant program outlining procedures, eligibility, and budget. For calendar year 2025, $25,000 in grant funds are available to help promote the development of new, and the expansion of existing cultural, educational, and entertainment events taking place within Simi Valley, benefitting Simi Valley, and bringing people to Simi Valley. On November 1, 2024, the City announced the application period for grant funds available through the Special Event Support Program for events taking place in 202 5. By the November 30 deadline, the City received twelve applications requesting $83,425 in funding.

I
n accordance with the policy for City Support of Special Events, the City Council appointed a Special Event Support Review Committee on November 4 , 20 24. The committee is comprised of one member from each of the City’s four Neighborhood Councils and one member from the Council On Aging. The Committee held a public meeting to review all applications and recommended that grants be awarded for all of the special event applications received. It is recommended the City Council adopt the recommendation of the committee for funding in 2025 and authorize the City Manager to execute contracts for grants with those recipients.

AGENDA ITEM NO.

9A

FINDINGS AND ALTERNATIVES

Pursuant to City Council-adopted policy, applicants for the City Support of Special Events program must meet several criteria. Applicants must obtain a Special Event Permit from the City for their events; be a non-profit organization recognized by the Internal Revenue Service (IRS); and agree to provide a report back to the City describing how the funds were used and the outcomes of anything described in the recipient’s application for funding. Although not included in the policy, past practice has held that applicants must also have a Board of Directors, and have meetings by those Boards of Directors open to the public (at the time of application). Staff has verified that all 2025 applicants are non- profit organizations recognized by the IRS and all have agreed to provide a report to the City as described above. Applicants assert on their application for funding that they have a Board of Directors and have meetings open to the public.

The Special Event Support Review Committee met on December 18, 2024, without the Council On Aging representative, who withdr ew due to a family emergency. The remaining members of the committee received presentations from each non -profit regarding their proposed request for Special Event Funding. Pursuant to the City’s Policy, the committee was directed to incorporate the following preferences into its recommendations:

• Preference to fund events where event proceeds are used locally within Simi Valley;
• Preference to fund events with greater community/public benefits over events with lesser community/public benefits.

After listening to public comments, receiving presentations from the applicants , and reviewing all applications, the committee is recommending funding to applicants as shown in the table below:

The draft minutes for the C ommittee’s meeting are provided as Attachment B, page 7.

The City Council has the authority to modify any of the Special Event Support Review Committee’s recommendations, and all applications are provided as Attachment C, page

10. The City’s adopted FY 2024-25 Annual Budget includes $25,000 in funding for the 2025 Special Event Support Program. Pursuant to past City Council direction, g rants will be paid out upon execution of a contract with a grantee, regardless of whether the event takes place in FY 2024-25 or FY 2025-26. Authorizing the City Manager to execute the grant contracts will expedite the grant payment process, as approval of each contract would otherwise require action by the City Council at a subsequent meeting.

The following alternatives are available to the City Council:

1. Adopt the recommendation of the Special Event Support Review Committee for 2025 Special Event Support Grants and authorize the City Manager to execute grant contracts for those grants with recipients;

2. Modify the list of recipients recommended by the Special Event Support Review Committee to receive 2025 Special Event Support Grants, and authorize the City Manager to execute contracts with recipients;

3. Do not award grants for the 2025 Special Event Support Grants and provide staff with other direction.

Staff recommends Alternative No. 1.

3 SUGGESTED CITY COUNCIL MOTION

I move to adopt the recommendation of the Special Event Support Review Committee to award 2025 Special Event Support Program Grants and authorize the City Manager to execute grant contracts with the recipients.

SUMMARY

Since 2014, the City has allocated funds for the City Support of Special Events Program to assist local non-profit organizations. For 2025 events, t he City received twelve applications requesting a total of $83,425 in City support. The Special Event Support Review Committee reviewed the applications and recommended that all twelve applicants receive funding. It is recommended that the City Council approve the twelve recipients selected by the Special Event Support Review Committee to receive 2025 City Support for Special Event funding and authorize the City Manager to execute grant contracts with the recipients.

Special Event Support Review Committee December 13, 2023, 6:30 p.m.

City Hall Community Room
Committee Members discussed the applications with focus primarily on how to fund each organization equitably. The Committee was unified in their belief that Body Brain Train should receive the funding request they asked for, since they had so many people in the audience in support of their organization. Then, due to the sheer size of the event themselves, the Chamber Street Fair(s), and the two Rotary events (Happy Face Hill and Oktoberfest), along with the Kiwanis ROUND-UP Country Music Festival were next to receive a funding allocation.

However, the Committee was struggling a bit on reaching an agreement for the rest of the distribution of funds. Staff suggested they start with the Chair's proposal, and see if the Committee could come closer in agreement. Following the proposed s
uggestion by Chair Tirpak of rounding dollar amounts and still providing each organization with funding, a motion was provided by
Committee member Bunker, with a second by Committee member Kritzer for the
Committee Recommendation as follows:

8. Committee Review of Applications and Approval of Funding Recommendations Chair Tirpak thanked everyone for their time and stated that staff would bring the Committee’s recommendations to the City Council, tentatively scheduled for the January 13, 2025 meeting, for their approval.

9. Adjournment
Chair Tirkpak adjourned the meeting at 8:03 p.m.
