CITY OF SIMI VALLEY
MEMORANDUM
February 10, 2025
TO: City Council
FROM: Department of Public Works
SUBJECT: AWARD CONTRACT TO SIEMENS INDUSTRY, INC. FOR THE ACQUISITION OF TWO (2) PORTABLE ELECTRIC VEHICLE
CHARGERS THROUGH SOURCEWELL COOPERATIVE CONTRACT
NO. 042221-SIE, CP75000014, FAIN: CA-2024-133-00
STAFF RECOMMENDATION
1. Award a contract to Siemens Industry, Inc. (Siemens) through Sourcewell Cooperative Contract No. 042221- SIE (page 15) in the amount of $110,680.52, for the period of February 10, 2025 , to July 20, 2025 , for the acquisition of two (2) portable electric vehicle chargers , including the two (2) year analytics subscription; and
2. Authorize the City Manager or her designee to execute contract amendments to incorporate future budgeted funds into the contract amount, provided the Cooperative Contract is in effect.
BACKGROUND AND OVERVIEW
The Federal Transit Administration (FTA) awards grants under S ection 49 U.S.C. 5339 to finance capital bus and bus -related projects that support the continuation and expansion of public transportation services. Simi Valley Transit (SVT) has secured Section 5339(a) funds for the Electric Vehicles and Infrastructure project to acquire two (2) portable electric vehicle chargers, including the two (2) year analytics subscription.
Portable electric vehicle chargers will power the battery electric vans to operate the microtransit services. These mobile charging units are compact and can easily be moved around within the transit facility. In addition, the analytics subscription is a cloud -based software solution that monitor s and stores data and visualizes the charging statistics to generate reports. It also focuses on various key performance indicators and metrics to evaluate the efficiency and usability, such as charging power (kW) delivered, and average time to charge electric vehicles. The acquisition of the chargers and the subscription are intermittent solutions until the permanent electric charging station infrastructure is available.
Subsequently, these portable chargers will serve as a backup charging solution for transit battery electric vehicles in case of a power outage or during maintenance or repair periods when the main charging infrastructure is unavailable.

FINDINGS AND ALTERNATIVES
Staff researched mobile chargers available in the market , and found Heliox an excellent choice due to its reliability, flexibility, high charging capacity, and user-friendly operation.
Heliox is one of Siemens ’ electric vehicle equipment being offered in the Sourcewell cooperative contract.
Staff recommends utilizing a cooperative purchasing agreement through Sourcewell to acquire the two (2) portable electric vehicle chargers , including the related analytics subscription. Sourcewell contracts are competitively bid contracts that are compliant with state and federal procurement regulations, ensuring that local agencies adhere to legal requirements and maintain transparency in their purchasing processes. SVT can acquire the two (2) 60kw Heliox portable electric vehicle chargers , including the two (2) year analytics subscription through Sourcewell Contract No. 042221- SIE, which is effective until July 20, 2025.
Additionally, the federal grant under Section 49 U.S.C. 5339 is fully secured, with the grant agreement awarded on May 17, 2024.
Staff recommends that the City Council award the attached contract to Siemens in the amount of $110,680.52 for the period of February 10, 2025, to July 20, 2025, for the acquisition of two (2) portable electric vehicle chargers including the two (2) year analytics subscription.
Sufficient funding is available in the FY 2024-2025 Transit Capital Project (CP75000014).
The following alternatives are available to the City Council:
1. Award a contract to Siemens through Sourcewell Cooperative Contract No. 042221- SIE in the amount of $110,680.52, for the period of February 10, 2025, to July 20, 2025, for the acquisition of two (2) portable electric vehicle chargers , including the two (2) year analytics subscription.
2. Authorized the City Manager or her designee to execute contract amendments to incorporate future budgeted funds into the contract amount, provided the Cooperative Contract is in effect.
3. Do not award a contract at this time and provide staff with further direction.
Staff recommends Alternatives No. 1 and 2.
SUGGESTED CITY COUNCIL MOTION
I move to award a contract to Siemens through Sourcewell Contract No. 042221- SIE in the amount of $110,680.52, for the period of February 10, 2025, to July 20, 2025, for the acquisition of two (2) portable electric vehicle chargers, including the two (2) year analytics subscription , and authorized the City Mana ger or her designee to execute 2 contract amendments to incorporate future budgeted funds into the contract amount, provided the Cooperative Contract is in effect.
SUMMARY
The City received FTA 5339 funds to pay for the Electric Vehicles and Infrastructure project to acquire two (2) portable electric vehicle chargers , including the two (2) year analytics subscription. The electric chargers will power the battery electric vans to operate microtransit services, and the analytics will monitor and visualize charging statistics. SVT determined that Heliox, including the analytics software, is an excellent choice due to its reliability and functionality . It is recommended that the City Council move to approve a contract to Siemens through Sourcewell Cooperative Contract No. 042221- SIE, in the amount of $110,680.52 for the period of February 10, 2025 to July 20, 2025, for the acquisition of two (2) portable electric vehicle chargers including the two (2) year analytics subscription, and authorize the City Manager or her designee to execute contract amendments to incorporate future budgeted funds into the contract amount, provided the Cooperative Contract is in effect.
