February 24, 2025
TO: City Council
FROM: Office of the City Clerk
SUBJECT: CONDUCT OF DISTRICT 1 APPLICANT INTERVIEWS BY THE SIMI
VALLEY CITY COUNCIL, APPOINTMENT OF A CANDIDATE TO FILL A
CITY COUNCIL VACANCY, AND POSSIBLE OTHER ACTIONS
REGARDING THE SELECTION PROCESS INCLUDING THE POSSIBLE
ADOPTION OF A RESOLUTION CALLING FOR A SPECIAL ELECTION
STAFF RECOMMENDATION
It is recommended that:
1. Prior to the first interview, the City Council finalize the selection process to be used;
2. With a selection process in place, the City Council interviews the District 1 applicants for the available position on the City Council as a result of Council Member Cavanaugh’s appointment to Mayor on January 27, 2025; and
3. Select one final candidate for appointment to meet the statutory deadline of March 28, 2025.
BACKGROUND AND OVERVIEW
As a result of the appointment to Mayor of Council Member Dee Dee Cavanaugh at the January 27, 20 25, City Council Meeting, a vacancy on the City Council in District 1 was created. Pursuant to the California Government Code, Section 36512(b), the City Council has 60 days following the commencement of the vacancy to determine how it wishes to fill the vacancy, either via ap pointment or special election. During the January 27 , 2025, City Council meeting, the City Council decided to fill the position by appointment. Per California Government Code, that appointment must take place by March 28, 2025.
AGENDA ITEM NO.
2(1)
2 FINDINGS AND ALTERNATIVES
The City Council created criteria for applicants interested in pursuing appointment to the City Council:
• Must be a City of Simi Valley resident of District 1; • Must have been registered to vote in the November 2024 General Election;
• Verifiable current experience of a minimum of three years (may be non-consecutive) volunteer, unpaid service in a Simi Valley charitable organization, service club, including church and youth groups, sporting organizations or similar community service.
• Applicants must submit an Application Package
As part of the Application Package, applicants were required to submit the following information:
• Nomination Paper signed by no less than 20, and no more than 30, registered voters – Official Filing Form
• Statement of Economic Interests Form 700
• City’s Code of Ethics and Conduct Form
• Cover Letter – Not to exceed five pages (optional)
• Resume – Not to exceed two pages
• Recognition of Sequestration and Non-Use of Technology During the City Council Interviews (*Created by staff following the City Council’s direction during the January 14, 2019 meeting to sequester candidates and not allow them to watch other candidates being interviewed*)
A total of 17 individuals picked up Application Packets and a total of 12 packets were returned by the February 12, 2025, deadline by 5:00 p.m. Of those packets returned, 11 applicants met all criteria set by the City Council.
Applicant Robert Clarizio did not obtain the minimum 20 signatures on the Nomination Paper of registered Simi Valley voters, however , his information is included should the City Council wish to include him in the interview pool. Applicant Michael Kort withdrew his application on February 18, 2025, and applicant Ricardo Rogero withdrew his application on February 19, 2025.
The names of the applicants are included in their Application Packets attached to this report as Exhibit 1. Please note that the Nomination Paper may not be copied and is therefore not attached to this packet, but is available for review in the City Clerk’s Office. 3 Process
P
er the City’s Council’s discussion during the January 27 meeting, the applicants will be sequestered in a room away from the City Council Chamber, and are not to use technology to listen to or watch the meeting and be made aware of the questions and other candidates’ responses prior to their interview. The Council M embers may consider and determine the questions to be asked by bringing a list with them to Monday’s meeting and discussing which questions will be asked of the candidates.
D
uring the 2019 appointment process, a random draw was conducted to determine the interview order. Once their name was drawn, the applicant came forward to the podium for their interview. Each Council Member asked one pre- determined question, and applicants were given a one- minute introduction and five minutes to respond to each question. The Council may wish to consider whether it wants to ask follow -up questions to provide clarity to answers provided by the candidates and how many questions it wants to ask of the candidates. As an example, the following questions were asked of candidates in 2019:
1. H
ow would candidates address budget deficits, spending reductions, and revenue growth concerning CalPERS pension liabilities?
2. Why do you live in Simi Valley?
3. What are your goals and priorities if appointed, and what are the top three issues facing the City? How would you address them?
4. What solutions do you propose for the housing crisis to ensure future generations can afford to live and work in Simi Valley?
These questions are provided as an example only and City Council Members are encouraged to bring a list of questions to address the issues that they consider to be pressing, current topics.
Once applicants have completed their interviews, they may stay in the City Council Chamber and observe the remaining interviews. Prior to the interviews the City Council must agree on a process to select the new Council Member. The City Council Members may wish to discuss the candidates and following discussion, verbally nominate a candidate for the position. In 2019, following the completion of the interviews, City Council Members submitted their top nominee on a slip of paper to the City Clerk, which was read aloud. If an applicant received two nominations, an immediate vote was held, requiring three affirmative votes for appointment (or a 2- 1 vote if only three Council Members are present). After two rounds of voting, Council Member Litster was appointed with a 3-1 vote. There was no nomination between interviews.
An applicant must have three affirmative votes (majority of the City Council) in order to be appointed to the City Council, unless a Council Member is absent, but three Council Members attend (in which case an appointment can be made by a 2(yes)-1(no) vote).
Should the City Council be unable to come to agreement on a candidate, the Policy on Filling City Council Vacancies from the City of Tracy is attached as Attachment A (
page 6.). In this regard, it should be noted that, pursuant to the Simi Valley Municipal Code (SVMC Sec. 2-1 .109(b)), if one or more Council Me mbers abstain although a quorum (3
4 members) is present, an appointment can be effective on a 2 (yes) -1 (no)-1(abstain) vote, or a 2(yes) -0(no)-2(abstain) vote. Therefore, Council Members should consider the effect of any abstention if they wish to abstain on any particular vote. It should be further noted that the City Council retains the discretion at all times to determine which policies or procedures may be used to evaluate and potentially appoint any candidate.
It should be noted that the City of Ventura conducted interviews for a vacancy in District 4 on its City Council on February 20, 2021, due to the election of Council Member Erik Nasarenko to District Attorney. The staff report is included as Attachment B.
If the City Council is unable to come to an agreement on the candidates, it may wish to continue the discussion to a future meeting or adopt Resolution No. 2025-03 to call for a special election.
The following alternatives are available to the City Council:
1. Prior to the first interview, the City Council finalize the selection process to be used;
2. With a selection process in place, the City Council interviews the District 1 applicants for the available position on the City Council as a result of Council Member Cavanaugh’s appointment to Mayor on January 27, 2025; and
3. Select one final candidate for appointment to meet the statutory deadline of March 28, 2025;
4. Adopt resolution No. 2025-03 to call for a special election.
Staff recommends Alternative Nos. 1, 2 and 3.
SUGGESTED CITY COUNCIL MOTION
I move to use the selection process agreed upon, interview the applicants, and appoint ___ to the City Council.
5 SUMMARY
As a result of Council Member Dee Dee Cavanaugh’s appointment to Mayor on January 27, 2025, a vacancy in District 1 was created. Pursuant to the California Government Code, Section 36512(b), the City Council has 60 days following the commencement of the vacancy to determine how it wishes to fill the vacancy, either via appointment or special election. During the January 27 , 2025, City Council meeting, the City Council decided to fill the position by appointment . Per California Government Code, that appointment must take place by March 28, 20 25. It is recommended that the City Council finalize the selection process to be used prior to interviewing the first applicant; interview the applicants for the position available on the City Council as a result of Council Member Cavanaugh’s appointment to Mayor at the January 27, 2025, City Council Meeting and select one final candidate for appointment to meet the statutory deadline of March 28, 2025.

Sample CITY COUNCIL POLICY ON FILLING CITY COUNCIL VACANCIES (from Tracy, California)
I. BACKGROUND
The process for filling City Council vacancies (other than for an elective Mayor) is set forth in Government Code section 36512(b), which provides that:
If a vacancy occurs in an elective office provided for in this chapter, the City Council shall, within 60 days from the commencement of the vacancy, either fill the vacancy by appointment or call a special election to fill the vacancy. The special election shall be held on the next regularly established election date not less than 114 days from the call of the special election. A person appointed or elected to fill a vacancy holds office for the unexpired term of the former incumbent.
State law does not prescribe any procedure for selection of appointees. Therefore, the City Council may choose any selection method it desires.
II. POLICY
The following procedures will be used by the City Council to fill a City Council vacancy if the City Council chooses to fill such a vacancy by appointment rather than by special election:
A. Schedule
At the earliest possible time after a vacancy occurs, the City Council shall adopt a time schedule:
1. Setting a time and date by which any qualified person interested in being appointed shall submit an application;
2. Setting a time and date by which questions for the applicants may be submitted by the public; and
3. Setting a date or dates on which applicants will be interviewed by the City Council at a public meeting.
B. Applications
The application of a person interested in being appointed to the City Council shall state background, qualifications and why he or she wishes to be appointed. In addition to completing an application any person applying for the vacancy shall be required to file with the City Clerk the following additional documents:
1. A Nomination Form containing valid signatures of at least 20 registered voters of the City of Tracy. The fact that a voter has signed nomination papers for more than one applicant shall not invalidate the signature; and
2. A completed Statement of Economic Interests (Form 700) provided by the Fair Political Practices Commission.
ATTACHMENT A
6 C. Disclosure of Applications
Following the deadline set by the City Council for the submittal of applications, copies of all applications and the names of the applicants shall be filed in the City Clerk’s office and made public. No information shall be disclosed prior to the close of the application deadline.
D. Questions from the Public
Questions for or concerning applicants may be submitted in writing by the public to the City Clerk. Following the deadline set by the City Council for the submittal of questions, all such questions shall be forwarded to City Council Members, who may use them in the applicant interviews.
E. Questions for Applicants
The City Council may choose to present questions in advance of the interviews to the applicants and may choose to require applicants to answer such questions at the interviews and/or provide written responses to such questions prior to the interviews. Questions may be suggested by the public, individual City Council Members or may be drafted by an ad hoc committee of the City Council appointed by the Mayor for that purpose.
F. City Council Interviews
Applicant interviews shall be conducted in a public meeting, which may be televised and recorded. The first round of interviews, under the Voting Procedure set forth below, shall be limited to ten minutes per applicant. During the first round of interviews under the Voting Procedures set forth below, all applicants will be asked to respond to the same or standard questions approved by a majority Council vote [and any other questions individual City Council members may ask of a particular applicant]. The order of interviews will be based on a random drawing. At the time and date set for applicant interviews, each applicant shall be interviewed separately and shall be given the opportunity to make a brief statement concerning his or her qualifications and to answer question(s) approved by the City Council. Thereafter, [for each round after the first round of interviews,] in addition to the same or standard questions approved by a majority of the City Council and asked of each remaining applicant, each City Council Member may question each remaining applicant on any subject he or she feels is relevant to that applicant’s qualifications to sit on the City Council. Each subsequent round of interviews shall be limited to fifteen minutes per applicant [provided, however, that based on the time available and the number of candidates, the City Council, by majority vote, may extend the time limit on interviews.]
G. Voting Procedure
The person to fill the City Council vacancy shall be selected from all applicants by the following process of elimination:
1. If one or two applicants exist:
a. each City Council Member shall vote for one applicant; and b. the applicant who receives a majority vote shall be appointed to fill the vacancy.
7 2. If three or more applicants exist:
a. each City Council Member shall vote for two applicants; and b. all applicants receiving the least number of votes (including no votes) shall be eliminated; and
c. subsequent votes shall be taken with each City Council Member voting for two applicants until one or two applicants remain; and
d. each City Council Member shall then vote for one applicant and the applicant who receives a majority vote shall be appointed to fill the vacancy. [i. In the event of a tie between two or more applicants with the highest number of votes, Council may ask those applicants to respond to additional questions. Council may also choose to resolve a tie between two or more applicants with the highest number of votes by any method approved by a majority vote.]
3. If no applicant receives a majority vote, the City Council may adopt such other procedures to fill the vacancy as it deems appropriate.
4. Notwithstanding the voting procedure described above, at any time during the appointment process, the City Council in its discretion may abandon the process and call a special election to fill the vacancy.
5. If no applicant receives a majority vote within 60 days of the commencement of the vacancy, the City Council shall call a special election to fill the vacancy.
H. Appointment by the City Council
The appointment to fill the vacancy shall be made by resolution of the City Council.

As a deputy, I worked with specialized units and had direct communications with community organizations. During my law enforcement career, I served as a board member of the Ventura County Deputy Sheriffs Association, Peace Officers Association of Ventura County, International Footprinter's Association and advisor for Project Safe Ride in Thousand Oaks.
After retirement and two more unsuccessful Council attempts, I investigated other ways to serve. I joined Ventura City Corps as a site supervisor. Under my supervision, young members harvested thousand of pounds of fruit for Food Share and did community clean up. Today I'm part of the Ventura Flag Committee. This includes posting flags on the Promenade during holidays as well as working with other parts of the community to assist.

A Council member must be dedicated to serve, with a strong love for our city. I have shown my desires by being a City Council candidate four times, including running for office as an 18 year old in 1971.
Today, a Council person must be able to work as part of a team, resolving unique new situations that occur. These include working with small businesses, police/fire protection, public works concerns , homelessness and other quality of life issues . Owning a business in Ventura with my wife for 25 years has given me a greater understanding of small business needs.
Rest assured if chosen, I will strive for the remainder of this term, to serve Ventura and seek positive solutions to our needs .

I have lived and worked in Ventura since 2004 and I am qualified in many ways to perform the duties of the District 4 City Council Seat. We bought our house in District 4 in 2015 after renting in the Ventura Keys for 8 years. I worked for the Ventura City golf courses and was employed directly with the city through the Parks and Recreation Department to instruct the city golf lessons. I plan on coaching my 5-year-old daughter's TBall team in Ventura Coastal Little League if the season goes this year, fingers crossed. From budgeting 2 public golf courses to a local Ventura business, I am capable and willing to work for this amazing city!
2. Describe your experience working in a group, receiving information, and arriving at consensus in decision making.
During my time at Buenaventura/Olivas Links (it was Olivas Park at the time) I was part of the management team that championed the complete remodel of both golf courses.
Witnessing the decision makers of our local government work with the private sector which manages the operations of the golf courses was inspiring. The team comprised of the private and public sectors worked closely together to complete two of the best golf courses not just in Ventura County but the whole state of California.
3. Describe why you wish to serve on City Council and what you believe you can contribute to the City of Ventura.
I wish to serve on the City Council to be a part of the city I love. I want to keep up the good work of Erik Nasarenko on this council and look forward to working with my fellow Council Members to serve this great city. Through hard work, tenacity, and love of the job I can promise maximum effort and great results.

1. Describe what education, experience, training, license or professional designation, and public service qualifies you to serve on City Council. (RESUME MUST BE ATTACHED ) Being raised and living in East Ventura, I am uniquely qualified to fill the vacated seat CC seat. My wife and I both were schooled, K thru 12 in East Ventura as were (are) our children.
I have been a Major Accounts Manager in the title insurance industry for over 27 years. I · routinely work on multi-million dollar projects where I collaborate with high level investors, brokers, attorneys , developers and lenders.
I manager our small family real estate portfolio of 13 units. I have also personally built four custom homes and entitled a 43 unit subdivision . Since the age of 24, I have "rehabbed" over 40 homes that were sold (most of them in Ventura) .
I carry a class E US Soccer Coaching credential where I have coached high level club soccer at all age groups and currently am varsity assistant coach at Ventura High School.
I have chaired many Board of Directors over the years including most recently, the 2020 Ventura Chamber of Commerce.
2. Describe your experience working in a group , receiving information, and arriving at consensus in decision making .
My unique ability is to geniunely link the situation at hand to resources that will make the project successful. I work backwards when approaching a project and always ask first "what is our final goal?"
I appreciate counter points and encourage a "devils advocate" approach to decision making.
Consensus is powerful but group think is dangerous .
3. Describe why you wish to serve on City Council and what you believe you can contribute to the City of Ventura .
First and foremost, I feel that this position should be filled by special election in November 2021. The selection and appointment by council now is not an election and would have both short and long term consequences.
That being said, should I be appointed, the following would be my priorities and contributions :
1. This vacated position should be filled by a qualified person that pledges not to run for the seat in 2022. I make this pledge.
2. Work closely with city staff and fellow council members on the budget and difficult years immediately in front of us.
3. Pandemic recovery for the community both private and public.
4. Long term economic vitality by encouraging top line revenue growth through private enterprise .
5. Long term solution for water sustainability, including water quality for East Ventura .
6. Support for police and fire and the overall safety of the community .
7. Develop a plan for the completion of Ventura Community Park.
8. Promote diversified housing and commercial development.

1. Describe what education, experience, training, license or professional designation, and public service qualifies you to serve on City Council. (RESUME MUST BE ATTACHED ) I have a Bachelor of Arts in Biology and Spanish and a Masters in Civil Engineering , focused on Environmental Engineering . I spent a semester abroad in Spain during college--1 am no longer fluent in Spanish, but can read some and communicate disjointedly. My specialty in graduate school was drinking water, giving me a solid background in drinkng water systems . I have also obtained my professional engineer licensure (PE).
My career path crosses many different ventures in many different states, broadening my experience and perspective . I have run two of my own businesses (organic farm and triathlon coaching business), giving me an in-depth understanding of running a small business . And later, I joined the engineering world. As an engineer , I have worked in development , water treatment , wastewater treatment and restoration . My current focus with my work is in environmental fate and transport of contaminants and cleanup of contaminated sites.
I was a military spouse for twelve years and have served in support groups, most signifcantly in the Famly Readiness Group--an officer spousal group focused on the support and well-being of enlisted families , especially during military deployments .
I organized an environmental clean up in San Diego, participated in other clean ups and have volunteered my coaching time for youth sports--mostly in swimming, biking and running , but also recently for one session in the United States Youth Volleyball league.
2. Describe your experience working in a group, receiving information, and arriving at consensus in decision making.
Operating a business, coaching and serving on committees has provided different and unique opportunities to lead, collaborate and solve. But my current position with the Navy requires a constant, mindful approach of communication and cooperation to succeed . As the Remedial Technical Manager for the Environmental Restoration Program , Naval Facilities Engineering Systems Command Southwest (SW), my daily undertakings require the receipt and digestion of a barage of information, both Navy initiated as well as State Regulatory created, and compile and disseminate that information to appropriate SW teams . I provide direction and support to engineers and scientists on the technical evaluation of cleanup projects ; in the application of laws, regulations and policies; and in the development of budgets, contracts and execution plans.
I am the Per- and polyfluoroalkyl substances (PFAS) subject matter expert for SW. This role requires all of the above tasks but in the face of an emerging contam inant. Because PFAS are currently unregulated, I frequently coordinate with the State in receiving and understanding information , reaching an agreement with the State and carrying that forward in the Navy's decision and risk management. Effective communication, collaboration and comprom ise are skills that I not only use daily, but continually try to improve .
3. Describe why you wish to serve on City Council and what you believe you can contribute to the City of Ventura.
I want to bring broad perspective, understanding and experience to the table. I want to hear the issues and be a part of the collaboration. I hope to provide assistance for the internal and external pressures Ventura faces.
I love the City of Ventura and thank my lucky stars that I have the means to live here and raise a daughter here (she is a 7th grader at DATA). Preserving the City's unique history, ambience and authenticity is very important. I would strive to find ways and means to preserve what we love about this lovely location; to afford opportunities for diverse communities; to promote only smart growth that benefits multiple facets of the economic scale; to assist in hearing and formulating big ideas; to take those ideas and execute incrementally or collectively. Having an opportunity to serve the City in such a meaningful and direct way would be an honor. ·

1. Describe what education, experience, training, license or professional designation, and public service qualifies you to serve on City Council. {RESUME MUST BE ATTACHED ) I believe my community engagement and public service is what qualifies to fill the open Council Member seat and distinguishes me from other applicants. I have been honored to lead various organizations both big and small. I have proven leadership qualities which have enabled me to move these organizations forward.
Additionally, my participation in the first cohort of Leadership Ventura and the first cohort of the Ventura County Leadership Academy taught me so much about our local community and the communities surrounding us. It led to lifelong friendships, introduced me to influential community members and opened my eyes to the needs and possible collaboration between public and private entities both within and outside the City.
2. Describe your experience working in a group, receiving information, and arriving at consensus in decision making.
When you review my resume, you'll see I have been a member of or chaired many different organizations in the community. As such I have worked with many different stakeholders with varying opinions. It is important to listen and truly care about their point of view and take their comments under serious consideration. I believe I demonstrated this while Chairman of the Parks and Recreation Commission as we developed the plan for Community Park. In working with my fellow Commissioners and listening to the needs and concerns of the community , we were able to develop a plan which largely took away the concerns of most of the neighbors; in Stonehedge in particular . Based upon these concerns we added additional parking, the berm around the park along Telephone Rd and Kimball Rd and shielded lighting .
Another challenging decision the Commission faced involved the shooting range which was above City Hall.
Many residence of the Westside had grown tired of listening to the gun shots. And while most of those who spoke wanted it shutdown, we had to balance the needs of our police department with the desires of some in the community. At the time we recommended renewing the management contract while limiting hours of operation and adding additional buffering . Not a perfect solution, but the best we could recommend at the time .
3. Describe why you wish to serve on City Council and what you believe you can contribute to the City of Ventura.
I believe my community involvement and leadership of key organizations has prepared me to serve as a council member. I am an assimilator. Meaning, in making a decision, I gather information from a variety of sources and from that recommend new solutions. Thus, I believe my ability to listen to the ideas of the diverse views of our community and build consensus for viable solutions will move our city forward .
But more than anything, I see servicing on the city council as furthering my family's commitment to our community and to creating a future another 5 generations of Lyons can enjoy. My Great Grandfather and namesakes was the City's first building inspector. My Grandfather, Harry Lyon, was known for his commitment to the community through his engagement in many community organizations and non-profits. So much so that he was honored with the dedication of a city park in his name and the flagpole at the YMCA. And same with my father Ed Lyon who has the teacher of the year honor for the VC Superintendent of Schools dedicated in his name.
I want to see Ventura continue to be a beautiful city with a wonderful quality of life we all can enjoy.

1. Describe what education, experience, training, license or professional designation, and public service qualifies you to serve on City Council. (RESUME MUST BE ATTACHED ) I currently serve as a Commisioner on the Parks and Recreation Commision for the city. I served on the Oxnard Police Department for 27 years and retired in May of 2020. I currently work part time as an Executive Protection Agent. I am a graduate of the Ventura County Leadership Academy, and I have been active on several boards as a board member and President. ·
I am a 45 year East Ventura resident. My children, parents and in-laws are also East Ventura residents
2. Describe your experience working in a group, receiving information, and arriving at consensus in decision making.
I have been a member of several boards and committees for the last 30 years. Below are several examples:
Oxnard Peace Officer's Association ---Board Member
Oxnard Peace Officer's Association Retiree Medical Trust---Board Member and Chairman (16 Years) City of Ventura Parks and Recreation Commission---Commissioner Oxnard Peace Officer's Memorial Scholarship---Board Member and President (20 Years) Peace Officer's Association of Ventura County---Board Member and two terms as President (13 Years) All of those experiences have prepared me to work with a group in a formal setting, come to a consensus , and make difficult decisions . I have had several leadership roles on those boards and have extensive experience leading board members in planning events , and running day to day operations . My time as chairman of the OPOA Retiree Medical Trust gave me experience in fiduciary decisions involving investments and being fiscally responsible for managing expenses .
3. Describe why you wish to serve on City Council and what you believe you can contribute to the City of Ventura .
I have lived here most of my life and truly care about the city. I want this to be a safe, clean and prosperous city that people can be proud to live in.
I want District 4 to control their own destiny . Taking into consideration the council's vote to appoint someone for the vacant position, I believe that the best person to be appointed is someone who promises not to run in 2022. This gives the residents of District 4 the opportunity to truly elect their representative without tipping the scale in favor of an appointed incumbent over everyone else. I hereby pledge that I will not run for this city council seat in 2022 I want to be a good steward of the open position, and help the council make decisions that benefit the city. I believe that in the short term, the council will have important decisions to make that will impact the city for years to come, and we will need a full council to make those decisions .

1. Describe what education, experience, training, license or professional designation, and publlc service qualifies you to serve on City Council. (RESUME MUST BE ATTACHED) My greatest strength Is entuslasm and Ideas. Leadership experience whether It was In corporate, community, (Ventura Little League President 5 years, Buena High School JV Soccer Coach 2 years) Is an asset for my District Constituents to be able to address their concerns about our growing community. Having a Real Estate license has schooled me about the different neighborhoods and some of the Issues that Influence those markets.
One of which is the cost of living here and lack of businesses that can support that. As a parent of 3 grown children I am well aware of our schools both public and private. Believe It or not 5 years as President of the Ventura Coastal Little League gave me knowledge of our cities parks and also their issues as well. I am well rounded on Ventura and it has been my home for 20 years.
2. Describe your experience working in a group, receiving information, and arriving at consensus in decision making.
Having a career in Marketing and Product Development has given me the insight that no one person has all the answers, not even me. In my experience I worked with various departments. As a Marketing Director in the music industry I had to listen and come up with a direction with the input of: Radio, Video Promotion Departments, Publicity, Sales, Marketing, Merchandising, Companies Budget and of course, the Artist and their Management. Sometimes many egos were involved but there was a common goal and in the end, if you don't know how to work things out, your goals will never be accomplished, so you have to listen, address concerns, find solutions then execute as a team.
3. Describe why you wish to serve on City Council and what you believe you can contribute to the City of Ventura.
As I previously stated, I can and will bring ideas. Hopefully some will be beneficial, but I will always be thinking of how to make Ventura stronger and more effecient. I believe that Ventura will change dramatically in the near future. Attracting what businesses are left having survived Covid is a new frontier. Thinking outside of the box will be required because business as usual will not work. Ventura has to be aggressive in attracting business and has to be a lot more creative than just giving tax breaks because every surrounding city will be offering that and more. We have to develop the right environment for businesses and families to consider Ventura as their home. I know my marketing knowledge will be an asset and we cari develop a vision that will separate us from all the other cities.

Being part of many committees and boards from High School, College; and Chairing many Boards over the years, so many different deci~ions come up for reviewing, gathering information and carrying on discussions with many different views and options. Not an_ expert on everything iyou rely on others to submit info.
You hear and way the views and vote and then accept the outcome which could be different than mine. And you move forward. When DVO was developed the City Manager Rick
Cole said "Clarey, you were the best person to bring property owners, businesses and residence together to support each other." The International Meeting was to take place in Ojai early last year, the virus canceled that and again canceled the Norway meeting. So have learned to use Zoom and have meetings with ones across the world instead of at a '!'leeting room.
/
3. Describe why you wish to serve on City Council and what you believe you can contribute to the City of Ventura.
DISTRICT 4 needs someone capable of stepping inJ"ight away. To be fair to the people in the district that want an election. I would choose not to run in 2022 so that a most fair election can take place and the people select who they want. Due to 57 years involvement in the community I believe I can hear issues and help make wise votes in the on going meetings. I have been on the side bringing issues like the DVO to get funds from Council and receiving $100,000 in support to see it developed. Also came to City Council to see Ventura become an International Book City, which there is a hand full across the world. That was August 2007, uniting the other bookstores , it was approved. Sadly the Visitor Center never got behind to promote as one of the highlights of the city that would attract book loves and benefit the city with more tourist. So.like the past looking - ~~~s Ventura can better p~ckage itself and promote the gem of a city it is. ----

1. Describe what education, experience, training, license or professional designation, and public service qualifies you to serve on City Council. (RESUME MUST BE ATTACHED) In my 15+ years of public service experience in Ventura, I have worked alongside stakeholders, constituents, and community organizations to ensure residents have a voice in our community. I have been a board member and also worked with community organizations that include Turning Point Foundation, Ventura Education Partnerships, El Concilio Family Services, United Way Diversity Committee, Police Activities League, and have been president of the Ventura Women's Political Council. My passion for community advocacy led me to acquire a Master's in Public Administration to be an effective leader in solving public problems. As District Director for CA State Assembly I meet with constituents on a daily basis to listen, discuss, and analyze key issues related to housing, business and development, our current pandemic recovery, and more. As a fluent Spanish speaker, I led our Covid-19 teleconference calls expanding our outreach to even more constituents. I have first-hand experience in learning to be respectful, polite, and represent all voices regardless of likes or dislikes.
2. Describe your experience working in a group, receiving information, and arriving at consensus in decision making.
In addition to serving as the assemblymember's chief administrator, directing and managing daily and long-term operations for two district offices, I have organized round table discussions and large-audience events to address youth mental health, upskilling and retraining programs, veteran housing, environmental, and social justice issues. Specifically I brought together manufacturing businesses and higher education leaders to highlight the needs of our future workforce in Ventura County. I was instrumental in working with local city officials and stakeholders to ensure the Veterans Home of California-Ventura would be completed. I also worked with the city, chamber, and local businesses on the first Green Jobs Summit in Ventura. Most recently, I organized a conversation about race with key community leaders to address social injustices. It is my objective to connect people to resources, find consensus and collaborate on important issues affecting our community.
3. Describe why you wish to serve on City Council and what you believe you can contribute to the City of Ventura.
My desire to serve not only comes from the love and passion I have for Ventura City, but also because I'm the only applicant with a solid understanding of how county, state, and federal governments impact cities.
Having worked for two different legislators, covering two different counties, I know what it's like to serve diverse constituencies and to be a consensus builder.
My public service record of delivering results for Ventura will help move our city forward. I am ready to hit the ground running alongside my colleagues to meet our goals and priorities, particularly as they relate to housing and economic development.
I am ready to serve.

1. Describe what education, experience, training, license or professional designation, and public service qualifies you to serve on City Council. (RESUME MUST BE ATTACHED ) 1) Working to pay my way through my degree at Cal Poly reinforced in me that what you do for work is in service to what you intend to achieve in life. There are valuable tasks to take on as layers on our primary responsibilities that require stamina and diligence; but they ultimately can magnify our impact far beyond our most intimate circles of influence. Today, I have maintained that layering of responsibilities to include civic duty and good stewardship.
2) My professional journey at Du Pu is spans a 30 year arc from Senior Designer to President and partner allowed me to serve in nearly every role in the company. While that gave me the ability to step in and serve in nearly any capacity, it more importantly gave me the wisdom to coach and allow others to better serve the organization-- and in turn, to better serve themselves . There is a big difference between being a boss and being a leader.
3) Our private ventures have both fed my appetite for entrepreneurship and given me perspective beyond that with I could acquire in a service consultancy alone. The additional experience of risk adoption, new specializations , capital acquisition and driving an uncompromising vision are what it takes to build something from nothing. 4) Serving our city through support for local business for the last 5 years, I have had the pleasure of being on the Ventura Chamber of Commerce Board and active on several committees and task forces. Motivated only by the desire to contribute to the welfare of our shared community, it has been a pleasure to associate with and learn from a myriad of local leaders; from other Ventura business leaders across our economy, within Chamber leadership , and alongside members of the City Council and City Staff. I am better for the experience and have had the opportunity to contribute in tangible ways to our city and fellow Venturans.
2. Describe your experience working in a group, receiving information, and arriving at consensus in decision making.
I would segment my answer into three territories- the first two from with my business life and the other in public/nonprofit service.
Internal Leadership Business: I believe great leaders find, aggregate, and rely on the strengths of great people . In that, I believe we do not need to carry all knowledge but simply need to retain access to the knowledge needed to act proficiently by applying sound judgment. I like to be briefed and taught. .. it is what we do with the right information that matters; more than simply having it.
External Client Business: We are all in 'sales' and sales requires equitable transactions and alignment building. Only about one quarter of us actually like being told what to do and another one quarter refuse to be. We have to be empathetic and respectful yet avoid pacification and indecisiveness. My formula for driving consensus would be: Authentic Listening, PLUS Possibility Thinking, MINUS Ego, EQUALS= Fruitful Collaboration . Often, the your best ideas need to end being their best ideas.
Boards & Civic Business: Many boards and/or volunteer-based organizations fragment their mission and effectiveness by allowing 'cause creep'. Even the most gifted among us bring more to every table than solely what the mission alone would require. Focus is often a challenge and keeping collective eyes, brains and hearts centered on one shared objective is tricky. So, finding the areas of greatest contribution from individuals that align with the mission of the organization is paramount to not only mutual success, but providing each person an avenue for a satisfying contribution . The hardest part is that while many have a say, not everyone has a vote. I would imagine, therein lies the challenge of effective and equitable public process. I know enough to know IT'S HARD.
3. Describe why you wish to serve on City Council and what you believe you can contribute to the City of Ventura.
First of all, with this application , I would only seek to fill the role of an appointed Council Member until the next scheduled District 4 election in 2022 . It would be inappropriate for an appointee to leverage the advantage of artificial incumbency when our districting model is and was driven by the principal of fair representation . A level playing field should be presented to my home district when that cycle comes around and not have the tables skewed toward someone who was not rightfully elected . I am making this declaration in full faith and it will be a public promise . My qualifications not withstanding, it is my expectation , and arguably the expectation of my 12,000 or so voting D4 neighbors, that whomever is chosen for this duty be willing to make this same promise . Any intentions otherwise would be seen as in direct conflict with fair representation. I exhort the standing 6 Council Members to be good stewards of that very assurance that paved the road to their own election. The 2022 election is the time for candidates to run who have longer-term objectives .
Never having had political asp;rations, I simply see this opportunity as possibly a natural progression of service for me in our City. I am still in a fast-paced stage of my career and carry the primary responsibility for my partnership's latest private venture ; so, as with my duties to date within other local organizations , I make efficient use of my time in balancing my private , professional and civic realms. This balance is, I believe, a valuable quality to have in a Council Member. A blend of private sector business experience, public service, and a need to operate with pragmatism and expediency is a good recipe for sensible governing .
I believe I can contribute an innovative , problem-solving lens to this Council ; it's a role I have served within my firm and for Fortune 500 and 100 companies for nearly 3 decades. I would not be the finance wizard , the legal hawk , nor a curator of deep municipal policy knowledge . I would , however, offer a creative , empathetic , diplomatic and optimistic mind that would compliment and perhaps stir others on the dais to avoid entrenched ideologies that can stymie our progress to being a more prosperous City. I respectfully challenge assumptions , status-quo thought patterns , and make a habit of only criticizing that for which I can offer possible solutions .
Lastly, through economic and public process lenses , I will say our City has a problem with its brand. Its reputations across its citizenry and in the development community are not often consistent with being competitive , approachable or equitable. We have work to do to find our own version of balance in economic development , preservation and in regaining public trust.
Ventura must recognize that regardless of its vision of a successful future, our city exists within a competitive construct that either poises it to win or be left to decline.

1. Describe what education, experience, training, license or professional designation, and public service qualifies you to serve on City Council. (RESUME MUST BE ATTACHED ) I have a bachelors degree in Business management, a Project management certification and over 14 years of experience in business. During my career at Bank of America (Home Loans Servicing division) and Pennymac Home Loans, I have dealt with legal, compliance, and government regulators. While managing the flood disclosure division at Bank of America I dealt with and managed large budgets and projects involving upwards of $20 million. During my time there I made several adjustments to our process that saved the company tens of thousands of dollars. I have also been involved with multiple community organizations throughout Ventura County and have managed partnerships between Bank of America and Habitat for Humanity. I also proudly served on the volunteer team and built a house in Oxnard with the organization in 2013. I previously served as Chairman for the Neighborhood Council for the city of Simi Valley in 2014 which required running meetings and listening to and evaluating business/community proposals and public comments.
2. Describe your experience working in a group, receiving information, and arriving at consensus in decision making.
During my time at Bank of America I was fortunate enough to develop several departments.
As such I had to work closely with Legal and compliance, our technology partner, and executive management from various corresponding divisions. I would present and receive information from the various people and groups. Working together we would argue the pros and cons of different strategies weighing all the facts and information available to come to a singular business strategy.
3. Describe why you wish to serve on City Council and what you believe you can contribute to the City of Ventura.
I was raised in Ventura and spent my childhood living in various neighborhoods throughout the city. I was raised by a disabled single mother and we often had a lot of financial hardships within my family . I can think back to so many times that this wonderful community made me feel safe and cared for as a young child, ranging from local programs that allowed me to go Christmas shopping for my mom and brother, to the many days spent at the local Boys and Girls club after school. In addition to the programs that helped me cope with difficult times, I was also able to escape by spending days at the beach with friends, hiking in the mountains and bike riding all around town. Now that I am an adult with a family of my own, I could think of no other place that I wanted my own children to grow up. Ventura has the unique benefit of not only natural beauty, but also has a community like no other that cares about preserving everything that makes this city special. My wife and I were fortunate enough to purchase our first home here in Ventura just this last year . As a father to three wonderful children , one of them being a child with special needs, I want to give back to my city by serving the community that served me so many times as a child, and do what I can to ensure Ventura remains a special place for future generations .

Under the direction of Bonaventure Wakam, KI Business
Acquisitions & Sales facilitates ownership transition for small and medium-sized companies. KI, acting as an intermediary, helps sellers capitalize on their most valuable asset by converting their business equity into cash. At the same time, business buyers realize their dreams of becoming independent business owners.
KHAM INC focuses on closely held, private businesses with revenues between $1 million and $30 million.
KI broker services are designed to complement the expertise of attorneys, CPAs, bankers, and other professionals. KI supports sellers with determining the value of their businesses, establishing an asking price, identifying prospective buyers, and assisting negotiations and closing arrangements. Sellers, meanwhile, are able to concentrate on the management of their businesses during the sales process.
Successful deals include manufacturing, machining,
electronics, aerospace, technology, health care, hardware & software, retail, service, transportation and distribution.
For buyers, KI serves as a single source for thousands of businesses listed for sale. KI brokers target specific opportunities to match a buyer's experience, skills, desires, and expectations. By streamlining the entire sales process and expediting the transaction timeframe, value is added to the buy-side of the business equation.
KI regularly works with clients from all regions of the United States, Canada, and Mexico in addition to other
international and overseas customers.
Since 1998, KHAM INC has been navigating businesses through business valuation, sales, merger & acquisitions, and
recapitalization.

Acquiring a large company is a lengthy process and KI was able to help us the whole way and found us other resources when we needed them.
