STAFF RECOMMENDATION
It
is recommended that the City Council:
1. Accept a donation from the Simi Valley Police Foundation (S VPF);
2. Authorize the City Manager to sign the attached SVPF Funding Request document (page 4), for an amount not to exceed $50,000 for the purchase of two po lice canines, two police canine bas ic handler training courses, including related trav el expenses, and two police canine kennels; and
3. Approve a supplemental budget r equest for $50,000 to the General Fund (Fund 100).
BACKGROUND AND OVERVIEW
Pr
operly equipped and well -maintained police canine units play an instrumental role in ensuring public safety and enhancing law enforcement capabilities in the community. The Simi Valley Police Department (SVPD) has four dual -purpose police canine positions assigned to the Patrol Bureau. However, due to a recent promotion and an extended injury, SVPD is currently experiencing two canine handler and canine vacancies. To mitigate and manage this deficit, SVPD recently offered a canine handler selection process and subsequently chose two highly qualified officers.
The
anticipated cost to purchas e two police canines, two police canine basic handler training courses and related travel expenses, and two police canine kennels is approximately $48,000. On February 12, 2025, the SVPD made an allocation request to the SVPF to cover the total cost of this purchase. The SVPF graciously a pproved a donation not to exceed $50,000.

FINDINGS AND ALTERNATIVES
A f
ully staffed, fully functioning police canine unit is a proven, indispensable tool for law enforcement that provides greater safety to officers and the community. The need for SVPD to maintain a fully staffed police canine unit is imperative to providing the City with the highest level of public safety.
The f
ollowing alternatives are available to the City Council:
1. Ac
cept a donation from the SVPF in an amount not to exceed $50,000 for the purchase of two police canines, two police canine basic handler training courses , including related travel expenses, and two police canine kennels , authorize the City Manager to sign the SVPF Funding Request document, and approve a supplemental budget request for $50,000 to Fund 100;
2. Do not
accept a donation from the SVPF for the purchase of two police canines, two police canine basic handler training courses, and two police canine kennels;
3. Provide staff with further direction.
Staff recommends the City Council approve alternative No. 1.
SUGGESTED CITY COUNCIL MOTION
I move that the City Council accept a donation from the Simi Valley Police Foundation in an amount not to exceed $50,000; authorize the City Manager to sign the SVPF Funding Request document for the purchase of two police canines, two police canine basic handler training courses , including related travel expenses, and two police canine kennels; and approve a supplemental budget request for $50,000 to Fund 100.

However, due to unforeseen circumstances , the Department needs two police canines, two police canine basic handler training courses, and two police canine kennels.
