SUBJECT: APPOINTMENT OF COUNCIL MEMBER JOSEPH AYALA TO SERVE ON
THE SIMI VALLEY LIBRARY BOARD OF TRUSTEES AND ADOPTION
OF A RESOLUTION
STAFF RECOMMENDATION
It is recommended that the Simi Valley Library Board of Trustees (Board) adopt Resolution No. 2025-05 (page 3), appointing Council Member Joseph Ayala to serve on the Board.
BACKGROUND AND OVERVIEW
On April 9, 2012, the Simi Valley Library Board of Trustees (Board) adopted Resolution PL-01, which set the initial terms of office of the Board. Each Trustee holds office for three years as provided in Ordinance No. 1182, Section 2, and pursuant to California Education Code Section 18911. Additionally, Resolution No. PL- 02, Section 2, specifies that the Mayor, Mayor Pro Tem, and City Council Members shall act as the Board President, President Pro Tem, and Board Members , respectively. Trustees are appointed upon completion of their three- year term or upon assuming an office vacated by a Council Member or Mayor.
FINDINGS AND ALTERNATIVES
On January 21, 2025, Mayor/Board President Thomas passed away, leaving his seat on the Library Board vacant. His term was set to expire on June 30, 2025. In accordance with California Education Code Section 18913 and Ordinance No. 1182, Trustee Ayala will serve the remaining portion of this existing three- year term. Staff recommends that the Board adopt the attached resolution appoint ing Trustee Ayala to complete the unexpired portion of the existing three-year term on the Board.
The following alternatives are available to the Board of Trustees:
1. Adopt the attached Resolution No. 2025- 05 appointing Council Member Ayala to serve on the Simi Valley Library Board of Trustees for a term ending on June 30, 2025;
2. Do not adopt the resolution and provide staff with further direction.
Staff recommends Alternative No. 1.

n April 9, 2012, the Simi Valley Library Board of Trustees adopted Resolution PL- 01, which set the initial terms of office for the Simi Valley Library Board of Trustees. Each trustee shall hold office for three years. On January 21, 2025, Mayor/Board Pr esident Thomas passed away, leaving his seat on the Board vacant. His term was set to expire on June 30, 2025. Therefore, it is recommended that the Simi Valley Library Board of Trustees adopt the attached resolution (page 3) appointing Council Member Joseph Ayala to serve on the Simi Valley Library Board of Trustees to complete the unexpired portion of the existing three-year term on the Board, which will conclude on June 30, 2025. ___

EREAS, on March 26, 2012, the Mayor, with the consent of the City Council, appointed himself and the members of the City Council as the Simi Valley Library Board of Trustees for the first time; and
WH
EREAS, with the passing of Mayor/Board President Fred Thomas , a vacancy exists on the Simi Valley Library Board of Trustees; and WH
EREAS, the California Education Code §18913 provides that vacancies shall be filled by appointment for the unexpired term in the same manner as the original appointments are made.
NOW
, THEREFORE, THE CITY COUNCIL OF THE CITY OF SIMI VALLEY DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Council Member Joseph Ayala is hereby appointed to the Simi Valley Library Board of Trustees to complete an unexpired term ending June 30, 2025.
SECTION 2. This resolution will take effect immediately upon adoption.
SECTION 3 . The Board Secretary shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the Office of the Board Secretary.
