CITY OF SIMI VALLEY
MEMORANDUM
March 31, 2025
TO: City Council
FROM: Department of Public Works
SUBJECT: AWARD CONTRACT FOR CONSTRUCTION OF THE CITYWIDE PAVEMENT DELINEATION PROJECT , CP60000052, SPECIFICATION NO. SV 25-18
STAFF RECOMMENDATION
It is recommended that the City Council award a contract to Sterndahl Enterprises, LLC (page 4) in the amount of $13 4,181.15 for the construction of the Citywide Pavement Delineation Project, CP60000052, Specification No. SV 25-18.
BACKGROUND AND OVERVIEW
In January 2022, the City was allocated $281,000 in Federal Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) program funds from the Ventura County Transportation Commission for one-time local streets and road rehabilitation. The City had until September 2024 to identify a project (or projects) and allocate funding. The funding was subsequently pulled back in June 2023 as part of the Budget Reconciliation Act, whereby all unobligated Federal funding for coronavirus relief was rescinded.
The State of California subsequently created a fund swap for Federal money, thereby obligating the funds and allowing the City to access the funding. City Staff requested allocation for funds in April 2024 and advertised the project to apply new paint to existing, faded pavement delineation (striping) on major streets in the City, including:
• Kuehner Drive between Highway 118 and Katherine Road
• Sequoia Avenue between Royal Avenue and the Woodlands • Royal Avenue between Madera Road and Sycamore Drive
• Simi Town Center Way between First Street and Erringer Road.
FINDINGS AND ALTERNATIVES
A Notice Inviting Bids was published in the Ventura County Star and submitted to various publications and plan rooms. A Notice was also mailed to the contractors on the City’s contractors’ list, including local contractors, and posted on the City’s website. Four bids were received on the bid opening date of January 28, 2025, and the results are shown in the table below:

Staff reviewed the bid submitted by Sterndahl Enterprises, LLC (Sterndahl) and determined that it was responsive and cost -competitive. Sterndahl has demonstrated consistent and quality work performance for pavement delineation services in the City on several previous projects. Funding is available through grant funding from the CRRSAA program.
Staff recommends that the City Council award a contract to Sterndahl Enterprises, LLC in the amount of $134,181.15 for the construction of the Citywide Pavement Delineation Project, CP60000052, Specification No. SV 25-18.
The following alternatives are available to the City Council:
1. Award a contract to Sterndahl Enterprises, LLC (page X) in the amount of $134,181.15 for the construction of the Citywide Pavement Delineation Project, CP60000052, Specification No. SV 25-18;
