BACKGROUND AND OVERVIEW
On M
ay 22, 2024, the City/District Manager authorized the Public Works Director to solicit bids for the purchase of miscellaneous waterworks f ittings, SV 24 -27, necessary to maintain adequate inventory to meet routine needs and typical emergency repairs of the collection/water distribution system. On December 19, 2024, the City/District Manager authorized the Public Works Director to resolicit bids for SV 24-27R with an updated bid schedule to keep bids within budget.

Staff reviewed the bids and found that the low bid from Famcon was responsive and met the specification requirements. The City previously contracted with Famcon and staff deems them a responsible bidder.
The FY 2024- 25 budget authorizes $180,000 (Waterworks Fund 761) and $70,000 (Sanitation Fund 700) to purchase miscellaneous waterworks fittings for a total annual budget of $250,000. Although the bid amount was $69,533.93, staff recommends awarding the contract at the budgeted amount of $250,000 per year. This adjustment reflects the fact that the bid was based on a quantity of 1 each for various items. In practice, the City may require varying quantities of some items and less of others, depending on demand and operational needs. The higher award amount ensures flexibility to meet these potential variations while remaining within the approved budget.
Similar funding will be requested in the FY 2025-26 Public Works operating budget for a total two-year budget of $500,000. Funding for year two of the contract is contingent upon the City Council/Board of Directors adoption of the FY 2025-26 budget.
The following alternatives are available to the City Council/Board of Directors:
1. A ward the attached agreement to Famcon for an amount not to exceed $500,000 for a term of two years for the purchase of miscellaneous waterworks fittings, SV 24-27R; and
2. Authorize the City Manager to execute an agreement with Famcon for the project in a form approved by the City Attorney.
3. Provide other direction to staff.
Staff recommends Alternative No. 1 and 2.
SUGGESTED CITY COUNCIL/BOARD MOTION
I move to a ward Famcon a two -year agreement for the purchase of miscellaneous waterworks fittings, SV 24- 27R, in an amount not exceeding $500,000. I authorize the City Manager to execute the agreement in a form approved by the City Attorney.
SUMMARY
On December 20, 2024, the City/Waterworks District No. 8 solicited bids for the purchase of miscellaneous waterworks fittings , SV 24 -27R. A notice inviting bids was mailed to three vendors and posted on the City’s website. On January 21, 2025, the City received two bids and determined that Famcon was the lowest responsible bidder. Therefore, staff recommends awarding an agreement to Famcon for an amount not to exceed $500,000 for a term of 2 years.
