UBJECT: AWARD CONTRACT FOR THE CONSTRUCTION OF FY 202 4-25
ANNUAL MINOR STREETS REHABILITATION PROGRAM, COMMUNITY
DEVLEOPMENT BLOCK GRANT, CP60000019, SPECIFICATION NO. SV 25-03
STAFF RECOMMENDATION
I
t is recommended that the City Council award a contract (page 4) to Toro Enterprises, Inc. (Toro) in the amount of $1,550,108.69 for the construction of the FY 202 4-25 Annual Minor Streets Rehabilitation Program, Community Development Block Grant (CDBG), CP60000019, Specification No. SV 25-03 (Project).
BACKGROUND AND OVERVIEW
O
n February 5, 2025, the City solicited construction bids for the Project, which included the rehabilitation of 1.49 miles of residential streets. Improvements consist of rubberized asphalt overlay, conventional asphalt overlay, concrete repair of curb, gutter, sidewalk and driveway approaches, tree root pruning, traffic signing and striping, and all appurtenant work in conjunction with street improvements.
FINDINGS AND ALTERNATIVES
A
Notice Inviting Bids (Notice) was published in the Ventura County Star and was also submitted to various publications and plan rooms. The Notice was also sent to the contractors on the City’s contractors’ list, including local contractors, and was posted on the City’s website.
On
March 5, 2025, the bid opening date, three bids were received, and the results are shown in the table below:
Contractor Bid Amount
Toro Enterprises, Inc.
Bloomington, CA $1,550,108.69
General Pavement Management, Inc.
Thousand Oaks, CA $1,850,630.85
Onyx Paving Company, Inc.
Anaheim, CA $1,963,000.00
AGENDA ITEM NO.
Consent (3)
The Engineer’s Estimate for the Project is $1,619,637. Staff reviewed the bids received and determined that the lowest bid, which was submitted by Toro, met the Project’s HUD Section 3 requirements and was therefore deemed responsive and cost competitive.
Based on Toro’s previous work accomplishments, staff believe that Toro possesses the necessary qualifications and experience for the construction of the P roject and is considered to be a responsible bidder.
Additionally, construction materials testing and inspection services will be required during the construction of this Project. The City is in the process of soliciting cost proposals for these services from existing on- call contracts for pavement engineering and material testing services. Staff estimates the cost for these services to be approximately $28,000.
Funds have already been allocated to cover the testing costs.
Based on awarding a construction contract to Toro, the total Project cost is estimated as follows:
Construction Bid Amount (Toro) $1,550,108.69
Soils/Materials Testing (To Be Determined) $28,000.00
Total Project Cost $1,578,108.69
Sufficient funding is available in the FY 2024-25 Streets and Roads budget, CP60000019.
This project will be funded through CDBG funds of $585,124.00 and a General fund contribution of $992,984.69.
Based on an award date of April 7, 2025, and the commencement of construction in April 2025, the completion of the Project is anticipated by the end of June 2025.
Recognizing that these improvement projects are primarily occurring in residential neighborhoods, traffic control measures to minimize inconvenience will be closely monitored during construction. The contractor will be required to maintain sufficient traffic flow, pedestrian access, and access to private properties.
Staff recommends that the City Council award a construction contract to Toro Enterprises, Inc. in the amount of $1,550,108.69 for the construction of the FY 2024-25 Annual Minor Streets Rehabilitation Program, CDBG, Specification No. SV 25 -03. Location Map, Attachment A (page 9).
The following alternatives are available to the City Council:
1. Award a contract to Toro Enterprises, Inc., in the amount of $1,550,108.69 for the construction of FY 2024-25 Annual Minor Streets Rehabilitation Program, CDBG, CP60000019, Specification No. SV 25-03.
2. Provide other direction to staff.
Staff recommends Alternatives No. 1.
