THE SIMI VALLEY LIBRARY BOARD OF TRUSTEES AND ADOPTION
OF A RESOLUTION
STAFF RECOMMENDATION
I
t is recommended that the Simi Valley Library Board of Trustees (Board) adopt Resolution No. PL-36 (page 3), reappointing Trustees Litster and Ayala to serve on the Board for additional three-year terms through June 30, 2028.
BACKGROUND AND OVERVIEW
O
n April 9, 2012, the Simi Valley Library Board of Trustees (Board) adopted Resolution PL-01, which set the initial terms of office of the Board. Each Trustee holds office for three years as provided for in Ordinance No. 1182, Section 2, and pursuant to California Education Code Section 18911. Additionally, Resolution No. PL-02, Section 2, specifies that the Mayor, Mayor Pro Tem, and City Council Members shall act as the Board President, President Pro Tem, and Board Members, respectively. Trustees are appointed upon completion of their three-year term or upon assuming an office vacated by a Council Member or Mayor.
FINDINGS AND ALTERNATIVES

rustee Litster was last appointed to the Board for the term beginning on July 1, 2022, and ending June 30, 2025. On March 31, 2025, Trustee Ayala assumed the remainder of the term vacated by President Thomas, and that term is also ending on June 30, 2025.
No other Board positions expire this year.
A
s Trustee Litster and Ayala’s terms of service on the Board are due to expire on June 30, 2025, it is recommended that the Board adopt the attached resolution reappoint ing both positions to additional three-year terms beginning July 1, 2025, and ending June 30, 2028.

The following alternatives are available to the Board:
1. Adopt the attached Resolution No. PL-36 reappointing Trustees Lister and Ayala to serve on the Simi Valley Library Board of Trustees for additional terms through June 30, 2028;
2. Provide staff with further direction.
Staff recommends Alternative No. 1.
SUGGESTED CITY COUNCIL MOTION
I move to adopt R esolution No. PL-36 reappointing Trustees Litster and Ayala to serve on the Simi Valley Library Board of Trustees for additional terms beginning July 1, 2025, through June 30, 2028.
SUMMARY
On April 9, 2012, the Simi Valley Library Board of Trustees adopted Resolution PL- 01, which set the initial terms of office for the Simi Valley Library Board of Trustees. Each trustee shall hold office for three years. Trustee Litster was last appointed to the Board for the term beginning on July 1, 2022, and ending June 30, 2025. On March 31, 2025, Trustee Ayala assumed the remainder of the term vacated by President Thomas , and that term is also ending on June 30, 202 5. Therefore, it is recommended that the Simi Valley Library Board of Trustees adopt the attached resolution reappointing Trustee s Litster and Ayala to serve on the Simi Valley Library Board of Trustees for additional terms from July 1, 2025, through June 30, 2028.

A RESOLUTION OF THE SIMI VALLEY LIBRARY BOARD
OF TRUSTEES REAPPOINTING TRUSTEES LITSTER AND
AYALA TO THE SIMI VALLEY LIBRARY BOARD OF
TRUSTEES
WHEREAS, on March 26, 2012, the Mayor, with the consent of the City Council, appointed himself and the members of the City Council as the Simi Valley Library Board of Trustees; and
WHEREAS, Trustees Litster and Ayala were last appointed to the Board for terms that expire on June 30, 2025.
NOW, THEREFORE, THE SIMI VALLEY LIBRARY BOARD OF
TRUSTEES DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Trustees Litster and Ayala are reappointed to the Simi Valley Library Board of Trustees to a three- year term beginning on July 1, 2025, and ending June 30, 2028.
SECTION 2. This resolution will take effect immediately upon adoption.
SECTION 3 . The Board Secretary shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the Office of the Board Secretary.
PASSED and ADOPTED this 9th day of June 2025.
