(ACCO), for structural and roof reinforcement in the amount of $115,256.48 under CP75000001, and server room heating, ventilation, and air conditioning (HVAC) replacement upgrades in the amount of $41,322.40 under CP75000019, totaling $156,578.88, for a total project amount not to exceed $ 609,878.93, utilizing Sourcewell Cooperative Construction Contract No. CA-R7-HVAC-101723-AES;

2. A

3. A
uhorize the City Manager or her designee to execute any forms and contract amendments associated with the completion of CP75000019.

BACKGROUND AND OVERVIEW
O
n September 9, 2024, the City Council awarded ACCO a contract for the acquisition and replacement of an HVAC system at the Transit Maintenance Facility (TMF), utilizing Sourcewell Cooperative Contract No. CA-R7-HVAC-101723-AES, for $453,300.05, from September 9, 2024, to December 5, 2024. On December 12, 2024, the City extended the contract by one year, until December 5, 2025, to complete the HVAC project, with no changes to the contract amount or scope. ACCO subsequently determined that additional structural and roof reinforcement is needed because the new HVAC system is heavier AGENDA ITEM NO.

Consent (5)
t
han the current unit at the TMF garage. The reinforcement will cost an additional $115,256.48, which will be funded by Transportation Development Act ( TDA) funds, under Capital Project Budget, CP75000001.

I
n addition, the existing HVAC unit serving the IT server room needs to be replaced due to performance issues during high- temperature periods. Awarding the contract to the contractor currently performing the work is more cost -effective and time-efficient, as it eliminates the need for a separate bidding process, reduces mobilization costs, and ensures continuity and consistency in project execution. Th is replacement is urgent and should ideally be completed before summer to protect essential IT infrastructure. ACCO has determined that the cost of HVAC unit replacement will be $41,332.40. Simi Valley Transit has secured $40,000 in funding from the Federal Transit Administration under Section 5339, with a $10,000 local match from TDA Article 4, totaling $50,000 to cover the cost of this project . This project was previously approved by the City Council on November 18, 2024, under Capital Project Budget, CP75000019.

FINDINGS AND ALTERNATIVES
T
he project initially required $453,300.05 to upgrade the outdated HVAC system with a more cost-effective unit that still provides equivalent capacity. The project includes the installation of three (3) condensing units and the replacement of the existing system on the garage mezzanine. Subsequently, ACCO identified the building’s need for structural and roof reinforcement . To lower the costs associated with the additional work , it is recommended to remove the condensing units and install direct evaporator units instead, like those being replaced. This change will reduce the required roof reinforcement cost from the initially estimated $350,000 to $115,256.48, while still achieving the project’s objectives.

A
s a result, an interfund transfer of $112,886 from Fund 238 to Fund 750, Capital Project Budget, CP75000001 , will be required to cover the needed work for building reinforcement. The project is on schedule and anticipated to be completed within the extended contract timeframe.

T
he following alternatives are available to the City Council:

1. A
uthorize the City Manager to execute a Subsequent Purchase Order (Attachment A) with ACCO Engineered Systems, Inc. (ACCO), for structural and roof reinforcement in the amount of $115,256.48 under CP75000001, and server room heating, ventilation, and air conditioning (HVAC) replacement upgrade in the amount of $41,322.40 under CP75000019, totaling $156,578.88, for a total project amount not to exceed $ 609,878.93, utilizing Sourcewell Cooperative Construction Contract No. CA-R7-HVAC-101723-AES;

2. A
pprove a Supplemental Budget R equest of $112,886 to Local Transportation Fund (Fund 238), with an interfund transfer to the Transit Capital Project Budget CP75000001, to cover the necessary building reinforcement for the replacement of HVAC system at the TMF;
2 3. Authorize the City Manager or her designee to execute any forms and contract amendments associated with the completion of CP75000019;

4. D
o not authorize the City Manager to execute the Purchase Order or the Supplemental Budget Request and provide staff with other direction.

S
taff recommends Alternative Nos. 1 through 3.

SUGGESTED CITY COUNCIL MOTION
I mov
e to authorize the City Manager to execute a Subsequent Purchase Order with ACCO, for structural and roof reinforcement in the amount of $115,256.48 under CP75000001, and server room HVAC replacement upgrade in the amount of $41,322.40 under CP75000019, totaling $156,578.88, for a total project amount not to exceed $609,878.93, utilizing Sourcewell Cooperative Construction Contract No. CA-R7-HVAC- 101723-AES; approve a Supplemental Budget Request of $112,886 to Local Transportation Fund (Fund 238), with an int erfund transfer to the Transit Capital Project Budget CP75000001, to cover the necessary building reinforcement for the replacement of HVAC system at the TMF; and authorize the City Manager or her designee to execute any forms and contract amendments to complete CP75000019.

SUMMARY
O
n September 9, 2024, the City awarded ACCO a $453,300.05 contract for the HVAC replacement at the T MF. The contract was later extended to December 5, 2025. The project now requires building reinforcement, and server room HVAC replacement upgrade. Staff recommends City Council to authorize the City Manager to execute a Subsequent Purchase Order with ACCO for building reinforcement for $115,256.48, which requires supplemental budget of $112,886 to Capital Project Budget CP75000001, and server room HVAC upgrade for $41,322.40 under Capital Project Budget CP75000019, totaling $156,578.88, for a total project amount not to exceed $609,878.93. ___
