RECOMMENDATION
T
he Simi Valley Council On Aging (COA) recommends the City Council ratify the appointment of Al Brown as one of the City’s representatives to the Ventura County Area Agency on Aging (VCAAA) Advisory Council with a term commencing on July 1, 2025 , and concluding on June 30, 2027.
BACKGROUND AND OVERVIEW
T
he VCAAA Advisory Council represents the concerns of senior citizens countywide. It provides leadership, advocacy, and visibility for persons aged 60 and over within Ventura County. The VCAAA Advisory Council is comprised of two (2) representatives from each city within the County and serves to advise the VCAAA on matters related to persons aged 60 and older. Each city’s Council On Aging Executive Board selects its two representatives, which are then ratified by the respective City Councils and appointed t o the 20-member VCAAA Advisory Council. The Bylaws of the VCAAA permit members to serve three consecutive two-year terms on the Advisory Council, after which a one- year waiting period must elapse before they are eligible for another term.
FINDINGS AND ALTERNATIVES
I
n compliance with the VCAAA Advisory Council Guidelines for the Election of Representatives from Councils On Aging, the COA began soliciting applications for the upcoming vacancy on May 12, 2025, and closed the recruitment on June 5, 2025. During this period, four applications were received.
O
n June 9, 2025, the COA Executive Board voted to recommend the appointment of Al Brown (Attachment A, page 3), subject to the City Council’s ratification. If ratified, this will be Mr. Brown’s second term. Pursuant to the VCAAA Bylaws, he will be eligible to serve three consecutive two- year terms before a waiting period of one year must lapse to be eligible for another term.

One of
the City of Simi Valley’s representatives to the VCAAA Advisory Council will expire on June 30, 2025. The Simi Valley COA conducted a recruitment and received four applications for the upcoming vacancy. On June 9, 2025, the COA Executive Board voted to recommend the appointment of Al Brown as a representative to the VCAAA Advisory Council, subject to ratification by the City Council . hment A – Application ............................................................. 3 2 The Simi Valley Council On Aging (COA) is seeking a volunteer interested in serving on the Ventura County Area Agency on Aging (VCAAA) Advisory Council to represent Simi Valley seniors at the county level on topics related to transportation, housing, nutrition and health, optimal aging and many other senior related topics. The appointed representative will serve a two-year term of service, commencing July 1, 2025.
