TO: City Council
FROM: Department of Public Works
SUBJECT: APPROVAL OF AN INCREASE IN EXPENDITURE AUTHORITY FOR PROJECT CP10000001 AND TRANSFER OF FUNDS FROM TRUST
FUND TFPQ0288
STAFF RECOMMENDATION
It is recommended that the City Council:
1. Approve an increase in the expenditure authority for project CP10000001 by $10,000, increasing the total authorized expenditure to $710,000; and
2. Authorize the transfer of $10,000 from Trust Fund TFPQ0288 to Project CP10000001 , increasing the total authorized funding to $710,000.
BACKGROUND AND OVERVIEW
On June 24, 2024, the City entered into a professional services agreement with Kasraie Consulting in the amount of $559,932 for the preparation of a Citywide Flood Hazard Risk Assessment and a Physical Map Revision. The contract term is July 1, 2024, through June 30, 2028. At the time the contract with Kasraie was awarded, Project CP10000001 included $7 00,000 for the consultant to prepare a Citywide Flood Hazard Risk Assessment and a Physical Map Revision , a technical study to support a Letter of Map revision, and GIS Data collection. The project requires an additional $10,000 to fully fund the contract obligations with Kasraie Consulting.
FINDINGS AND ALTERNATIVES
To meet the funding needs for CP10000001, staff recommends increasing the project’s expenditure authority by $10,000. The additional funding will be sourced from Trust Fund TFPQ0288.
Trust Fund TFPQ0288 contains funds deposited by USA Properties to offset the City’s costs associated with removing their development site from the FEMA -designated floodplain. This objective was successfully completed on October 22, 2024. The AGENDA ITEM NO.
(Consent 4)
remaining balance in the trust fund is available and appropriate for reallocation to support the citywide flood mapping effort being undertaken in CP10000001.
This transfer will ensure the City remains in compliance with the funding obligations of the contract and continues progress on a project that is integral to community flood risk mitigation.
Staff recommends increasing the expenditure authority for project CP10000001 by $10,000, increasing the total authorized expenditure to $ 710,000, and the transfer of $10,000 from Trust Fund TFPQ0288 to project CP10000001 to fully fund the City's contract with Kasraie Consulting.
The following alternatives are available to the City Council:
1. Approve an increase in the expenditure authority for Project CP10000001 by $10,000, increasing the total authorized expenditure to $710,000; and
2. Authorize the transfer of $10,000 from Trust Fund TFPQ0288 to Project CP10000001 increasing the total authorized funding to $710,000;
3. Provide staff with other direction.
Staff recommends Alternative Nos. 1 and 2.
SUGGESTED CITY COUNCIL MOTION
I move that the City Council approve an increase in the expenditure authority for Project CP10000001 by $10,000, increasing the total authorized expenditure to $ 710,000 and authorize the transfer of $10,000 from Trust Fund TFPQ0288 to Project CP10000001 increasing the total authorized funding to $710,000.
SUMMARY
The proposed increase in expenditure authority and transfer of funds will fully support the City’s contract with Kasraie Consulting for the flood hazard risk assessment and map revision. The use of Trust Fund TFPQ0288 is consistent with the original purpose of the deposit and ensures that no additional burden is placed on the General Fund. ____________________________________
