INTERVIEWS AND NOMINATE A PROSPECTIVE COMMISSIONER TO
SERVE ON THE AREA HOUSING AUTHORITY OF THE COUNTY OF
VENTURA BOARD OF COMMISSIONERS
STAFF RECOMMENDATION
It is recommended that the City Council appoint two City Council Members to conduct interviews and nominate a prospective Commissioner to serve on the Area Housing Authority of the County of Ventura Board of Commissioners.
BACKGROUND AND OVERVIEW
The Area Housing Authority of the County of Ventura (AHA) represents seven jurisdictions in Ventura County, including the City of Simi Valley. Each jurisdiction appoints two Commissioners, and all jurisdictions then jointly appoint one resident Commissioner. The Commissioners are appointed to a four-year term, and the resident Commissioner serves a two -year term. The Board is responsible for policy making, the protection of public funds, and providing general oversight. Regular AHA Board meetings are held on the fourth Wednesday of each month , unless otherwise duly noticed . The term of one of the City’s appointed Commissioners will expire on September 30, 2025.
FINDINGS AND ALTERNATIVES
Staff has initiated a recruitment to fill the upcoming vacancy. The recruitment period opened on July 1, 2025, and will conclude on July 31, 2025. Outreach efforts included a press release, cable television promotion, articles in the City Focus and Senior Center newsletters, and posting on, and email notification through, the City’s website. The total number of applicants will not be known until the recruitment closes on July 31, 2025 . To date, ten applications have been received. The appointed Commissioner will serve a four- year term beginning on October 1, 2025, and ending on September 30, 2029.
Two City Council Members are needed to conduct interviews of the applicants and make a recommendation to the City Council for appointment. To accommodate an appointment at the September 8, 2025 , City Council meeting, interviews are to take place by August 26, 2025. The duration of interviews will depend on the number of applicants, which will be determined once the recruitment process is concluded.

The following alternatives are available to the City Council:
1. Appoint two City Council Members to conduct interviews and nominate a prospective Commissioner to serve on the Area Housing Authority of the County of Ventura Board of Commissioners;
2. Provide staff with alternative direction.
Staff recommends Alternate No. 1.

SUMMARY
The City Council appoints two Commissioners to the Area Housing Authority of the County of Ventura Board of Commissioners. One of the City’s appointments will expire on September 30, 2025. A recruitment to fill the upcoming vacancy is open and will close on July 31, 2025 . The number of applicants will be determined once the recruitment process concludes . Staff recommends that the City Council appoint two City Council Members to conduct the AHA Commissioner interviews and nominate a n applicant for appointment.
