BACKGROUND AND OVERVIEW
In January 2025, staff applied for the State of California, California Highway Patrol (CHP) Cannabis Tax Grant to cover the cost of officers/instructors to teach Standard Field Sobriety Test (SFST), Advanced Roadside Impaired Driving Enforcement (ARIDE), Drug Recognition Expert (DRE) recertification/field certification, and DRE Instructor Training.
Additionally, the grant will fund attendance at the International Association of Chiefs of Police Impaired Driving Conference, the Governor’s Highway Safety Association Conference, the annual C alifornia Narcotic Officers’ Association Conference, and the Lifesavers traffic safety conference, which are resources for current trends in drugged/DUI driving and the best ways to combat those problems on the roadways.
The grant will also provide funds to cover backfill costs for officers who attend DUI alcohol and/or DUI drug-related training. On June 13, 2025 the City received a grant notification letter (Exhibit 1, page 6) confirming that its application with CHP was successful and it had been awarded $169,000.

FINDINGS AND ALTERNATIVES
C
urrent prosecutorial procedures require a Drug Recognition Expert (DRE) to evaluate all subjects suspected of driving under the influence (DUI) of drugs. The Simi Valley Police Department currently has six of its allotted 125 officers trained as DREs. The Simi Valley Police Department requires additional DRE-trained officers to efficiently fulfill the required prosecutorial procedures. Additionally, it is essential to stay up- to-date on traffic-related trends to serve the community better and prevent impaired driving.
I
t was determined that the CHP Cannabis Tax Grant provides law enforcement grants to allied agencies for the education, prevention, and enforcement of laws related to driving under the influence of alcohol and other drugs, including cannabis. The program intends to educate the public about the dangers of impaired driving, enforce impaired driving laws on the road, enhance the agency’s effectiveness through training, and contribute to the development of new strategies.
T
his grant provides reimbursement for the salary and benefits of instructors’ time spent teaching SFST and ARIDE, as well as providing DRE certification and recertification to the Department’s officers. Having the capabilities to teach this program in-house is invaluable. Reimbursement of backfill costs will also be available through the grant when officers are sent to DUI alcohol and drug-related training.
T
he Simi Valley Police Department is committed to ongoing DUI training for officers to help protect the community from impaired drivers. In 2024 , approximately 10% of documented collisions in Simi Valley were caused by one party being DUI; of those DUI- related collisions, 52% resulted in one or more parties being injured. In 202 3, approximately 6% of documented collisions in Simi Valley were caused by one party being DUI; of those DUI -related collisions, 33% resulted in one or more parties being injured. Additionally, in 2024, the Department made 182 DUI arrests, and 170 DUI arrests in 202 3, with the DUI -drug arrests in creasing from 7 in 202 3 to 12 in 2024 . The Department believes the rise in DUI arrests is a result of more officers receiving effective training in DUI and DUI -drug enforcement, along with enhanced enforcement efforts made possible through previous grant funding.
C
urrent studies being conducted by UC Berkley indicate that over half of all DUI-alcohol arrests also include the individual having some other intoxicating substance in their body.
The City of Simi Valley is currently experiencing more collisions involving intoxicants aside from alcohol. Grant funds will be utilized to reimburse the City’s General Fund for costs associated with this training and certification, education on traffic trends associated with impaired driving, and new equipment , which will be used during DUI investigations to ensure officers have the skills to make DUI -drug arrests. No City match is required , and all funds are planned for expenditure by June 30, 2026.
T
o proceed, the City Council must approve Resolution No. 2025-25 (Page 4) accepting the grant award from CHP’s Cannabis Tax Fund Law Enforcement G rant Program; and authorize the City Manager to execute all grant related documents (Exhibit 2, Page 7).
T
he following alternatives are available to the City Council:
2 1. Adopt Resolution No. 2025-25 accepting a $169,000 grant from the FY 2025-26 State of California, CHP Cannabis Tax Grant P rogram; and authorize the City Manager, or designee, to execute all grant-related documents.
2. D
o not approve the acceptance of the FY 2025-26 State of California, CHP Cannabis Tax Grant Program grant award;

Project Description
The Simi Valley Police Department seeks funding through the State of California Cannabis Tax Fund Grant Program to enhance our efforts to combat impaired driving and improve roadway safety throughout our city.
Grant funds will support the implementation of DUI/DL Checkpoints and DUI Saturation Patrols to address the ongoing issue of driving under the influence (DUI). Additionally, funds will be allocated to provide specialized training for our officers, including Standardized Field Sobriety Tests (SFST), Drug Abuse Recognition (DAR), Drug Recognition Expert (DRE), and DRE Re-certification courses. To further strengthen our expertise, we will fund overtime for our DRE Instructor and SFST Instructors to deliver these critical training programs. The grant will also enable Traffic Officers and DRE-trained officers to attend key national and state conferences, such as the International Association of Chiefs of Police Impaired Driving Conference (August 4- 6, 2025, Chicago, IL), the Governors Highway Safety Association Conference (August 23- 27, 2025, Pittsburgh, PA), the Lifesavers Roadway Safety Conference (April 19-21, 2026, Baltimore, MD), and the California Narcotic Officers Association annual training conference (November 20-25, 2025, San Diego, CA). These events provide valuable insights into emerging trends, legal updates, and best practices for combating drunk and drugged driving, ensuring our department remains at the forefront of impaired driving detection and prevention efforts.
Problem Statement & Proposed Solution
Problem Statement:
The City of Simi Valley is facing a growing problem with impaired driving that poses a significant threat to roadway safety. Data from the Transportation Injury Mapping System (TIMS) highlights the broader challenges within Ventura County, which ranks among the highest in California for drug and alc ohol-related collisions. Specifically, Ventura County is ranked 9th in drug-involved collisions resulting in fatalities or injuries, 12th in alcohol-involved collisions resulting in fatalities or injuries, 15th in alcohol-involved fatal collisions and 11th in drug-involved fatal collisions. These alarming statistics underscore the urgent need for targeted efforts to reduce impaired driving throughout the region.
Within the City of Simi Valley, the problem is particularly concerning, with a continued rise in the number of alcohol, drug, and combined alcohol-and-drug-related collisions over the past two years. In 2024 alone, there were 82 DUI-involved collisions in the city, 41 of which resulted in injuries. These injury collisions caused harm to 53 individuals, representing a troubling 24% increase in DUI injury collisions and a 47% increase in the number of individuals injured compared to 2023. These trends highlight and escalating crisis that requires proactive and sustained response to improve roadway safety, reduce impaired driving incidents, and protect the lives of Simi Valley residents and visitors.
Proposed Solution:
To address the rising problem of impaired driving in the City of Simi Valley, we propose a comprehensive strategy funded through the State of California Cannabis Tax Fund Grant Program. This strategy includes implementing DUI/DL Checkpoints and DUI Saturation Patrols to proactively deter and detect impaired drivers, reducing the risk of collisions and improving roadway safety.
A key component of the solution is investing in training and education to equip officers with the tools and knowledge necessary to identify impaired drivers effectively. Grant funds will be used to support the training of officers in Standardized Field Sobriety Tests (SFST), Advanced Roadside Impaired Driving Enforcement (ARIDE), Drug Abuse Recognition (DAR), and the Drug Recognition Expert (DRE) program, as well as DRE Re-certification courses. Additionally, funds will allow for overtime compensation for D RE and SFST Instructors to provide these critical training sessions to department personnel.
14 Schedule A
To ensure our team stays current on the latest trends, laws, and technologies related to impaired driving, funding will also be allocated to send Traffic Officers and DRE-trained officers to vital state and national conferences, such as the International Association of Chiefs of Police Impaired Driving Conference, the Governors Highway Safety Association Conference, the Lifesavers Roadway Safety Conference, and the California Narcotic Officer's Association annual training conference. These opportunities provide officers with up-to-date knowledge on alcohol and drug trends, legal developments, and innovative tools to enhance impaired driving detection and enforcement.
By combining enforcement initiatives, targeted training, and ongoing education, this proposed solution will empower the Simi Valley Police Department to effectively combat impaired driving, reduce DUI -related collisions, and enhance public safety throughout our community.
Performance Measures/Scope of Work
DUI Related Enforcement Activities
16 DUI Saturation Patrols - 4 DUI Saturation Patrols per quarter (Q1=4, Q2=4, Q3=4, Q4=4) staffed by at least 3 officers driving separate marked enforcement vehicles: These saturation patrols will be conducted in order to reduce the number of DUI related collisions by 10% and the number of DUI Related injuries by 10%
2 DUI/DL Checkpoints - (Q2 =1, Q3=1): Conduct two DUI/DL Checkpoints in hopes of reducing the number of DUI drivers arrested by 10% through the use of the checkpoints for deterrence and for education of drivers as to the dangers of driving while impaired. Goal would be to contact a total of 1500 drivers (750 per checkpoint) during these operations.
Training
Grant funding will be used to pay the overtime needed to backfill officers who attend DUI related training courses (SFST/ARIDE/DRE/DRE-Recertification). Officers who attend this training in-lieu of their regular shift sometimes create a vacancy which needs to be filled by an officer working on overtime. We will use funds to pay for the overtime needed to fill these vacancies. Our goal is to send two officers to a DUI related training course per quarter. This goal will be measured by increasing the number of officers trained in SFST/ARIDE/ and DRE. (Q1 - 2/ Q2 - 2 / Q3 - 2 / Q4 -2)
Grant Funding will be used to provide DRE and SFST Instructors to teach hosted DUI related trainings at the Simi Valley Police Department (Q1 - SFST / Q2 - ARIDE / Q3 - SFST / Q4 - DRE / DRE-Recertification).
These POST approved trainings would be open to all Simi Valley Police Department officers as well as outside agency officers who need DUI related training. If a DRE/SFST course is hosted at the Simi Valley Police Department, a Simi Valley Police Department SFST and/or DRE instructor would be used to instruct the course. Our goal would be to host or provide DRE/SFST Instructors to at least one DUI related training per quarter. This goal would be measured by documenting the number of DUI related trainings hosted at the Simi Valley Police Department to include the number of officers trained and/or by documenting the DRE/SFST Instructors who help instruct DUI related training and the number of officers trained. For SFST courses hosted at the Simi Valley Police Department, the Simi Valley Police Department pr ovides 3-5 SFST Instructors depending on whether or not a wet lab is conducted. The SFST Instructors would be responsible for instructing different parts of the course. SFST Instructors would also be used to grade the hands -on portion of the course to ensure the students are performing the field sobriety exercises correctly. SFST Instructors are also mandated to stay with the individuals who volunteer to consume alcohol for the wet lab portion of the training. For ARIDE, DRE and DRE Re-certification, the Simi Valley Police Department only has one officer who is a certified instructor for these courses. This instructor would be the primary instructor for any ARIDE/DRE/DRE Re-Certification courses held at the Simi Valley Police Department.
Funding for International Association of Chiefs of Police Impaired Driving and Traffic Safety Conference would be used during the first quarter to send one traffic sergeants one traffic commander and two DRE certified Officers (total of 4 Simi Valley Police Department Officers) to the annual conference (August 4- 6, 2025 / Q1) to learn about current DUI related trends and ways to combat the DUI problem plaguing the streets of Simi Valley. The officers attending this conference would be able to bring the relevant information back to all other officers at the agency and include this information in the SFST / DRE / DRE Re- certification training classes presented at the Simi Valley Police Department. The relevant information will also be presented to all officers at roll call trainings. The goal would be measured by the officers attending and completing the training and disseminating the information to all other officers at the Simi Valley Police Department. 15 Schedule A
Funding for the Governors Highway Safety Association annual conference will be used during the first quarter to send a traffic sergeant and traffic commander to the annual conference (August 23- 27, 2025 / Q1) to learn about current road safety issues to include alcohol and drug collision trends and ways to combat the impaired driving problem plaguing all states and cities to include the City of Simi Valley. The goal would be measured by the officers attending the training and then disseminating the information to all other officers who could not attend. The relevant information obtained from the Conference will be presented at SFST / DRE / and DRE Re-certification classes which are instructed by Simi Valley Police Department instructors. The relevant information will also be shared to other Simi Valley Police Department officers by disseminating the information at roll-call trainings.
Funding for the California Narcotic Officer's Association annual training conference will be used during the second quarter to send four traffic officers/sergeants/commanders to the annual conference to learn about current alcohol and drug trends which effect driving and how best to detect these violators. The conference will also update laws pertaining to alcohol and/or drugs and the prosecution of violators. The officers attending this training would be able to bring the information they obtained back to all other officers at the Simi Valley Police Department and disseminate the information. This goal would be measured by the officers attending the training and providing the information they obtained with other officers in the Simi Valley Police Department.
Funding for the Lifesavers Traffic Safety conference would be used during the fourth quarter to send two Traffic officers/sergeants/commanders to the annual conference to get the latest updates on road safety concerns to include alcohol and/or drug impaired driving. This training would allow officers to get current data related to roadway safety and use the data to construct a plan to combat impaired driving throughout the City of Simi Valley. This goal would be measured by officers attending the training and then providing the information to other officers in the Simi Valley Police Department.
Project Performance Evaluation
To evaluate the effectiveness of the project and its positive impact on the community, the Simi Valley Police Department will utilize a multi-faceted approach. We will leverage social media platforms, press releases, and community outreach events to educate the public about the dangers of impaired driving and the initiatives being undertaken to address this critical issue. These efforts will raise awareness and encourage community support for the project. The department will measure project effectiveness by analyzing impaired driving statistics on a quarterly basis, tracking trends to identify any increases or decreases in impaired driving incidents. Additionally, success will be evaluated by the number of officers attending impaired driving training classes and the measurable improvement in their knowledge and skills related to identifying and addressing impaired driving. This comprehensive evaluation process will ensure the project remains impactful and continues to enhance public safety throughout the community.
Program Sustainability
The Simi Valley Police Department is committed to sustaining its program for training officers on impaired driving detection and conducting impaired driving enforcement, even in the event of reduced or rescinded grant funding. To ensure the continuation of these vital efforts, the department will prioritize impaired driving- specific activities during its annual budget planning process. By requesting additional funding from the city's budget, the department can allocate necessary resources to support enforcement operations, training initiatives, and equipment essential for combating impaired driving effectively.
Additionally, the department will seek other external funding opportunities, such as applying for alternative grants or exploring partnerships with organizations that support roadway safety initiatives. These additional funding streams will help ensure that officers continue to receive advanced training, such as Standardized Field Sobriety Tests (SFST), Advanced Roadside Impaired Driving Enforcement (ARIDE), and Drug Recognition Expert (DRE) programs, which are critical for maintaining a high level of exper tise in impaired driving detection.
To further reduce reliance on external funding, the department will enhance its use of in- house training resources. By utilizing agency-certified SFST and DRE instructors to conduct training sessions internally, the department can continue to provide officers with the necessary knowledge and skills at a reduced cost. This approach will allow the department to maintain a robust training program and uphold its commitment to roadway safety, ensuring the long-term sustainability of impaired driving enforcement and education efforts. 16 Schedule A
Administrative Support
The Simi Valley Police Department is currently receiving grant funds from multiple different organizations related to impaired driving and roadway safety. The Simi Valley Police Department has been receiving grant funds from the Officer of Traffic Safety (OTS) for approximately seven years and from the Cannabis Tax Fund Grant Program for approximately four years. These grants have been managed effectively and without any issues. The grants are managed by the Traffic Bureau Supervisor and the Police Department's Administrative Officer. Both of these grants have benefited our agency immensely over the past years. Our fiscal services unit handles all financial documentation and expenditures as well as budget reporting. The Traffic Bureau Supervisor handles the daily operation of the grants as well as organizing and reporting on all grant funded activities. The City of Simi Valley City Council and executive staff all support the grant and appreciate the grant funding.
