OM: Department of Public Works
SUBJ
ECT: AWARD OF PROFESSIONAL SERVICES CONTRACT TO CANNON
CORPORATION FOR THE SEISMIC RETROFIT AND REHABILITATION OF MADERA TANK SOUTH (NO. 1031) AND STEARNS TANK SOUTH
(NO.1), CP76300021 AND CP76300066, RFP NO. PW 25-04
STAFF RECOMMENDATION
It
is recommended that the Board of Directors award a contract (page 4) to Cannon Corporation (Cannon) in the amount of $328,071 to design the seismic retrofit and rehabilitation of Madera Tank South (No. 1031) and Stearns Tank South (No. 1), CP76300021 and CP76300066, RFP No. PW 25-04.
BACKGROUND AND OVERVIEW
St
earns Tank South No. 1 (Stearns) and Madera Tank South No. 1031 (Madera) were built in 1960 and 1989 with water storage capacity of 426,000 gallons and 2.5 million gallons, respectively. On January 14, 2021, Kennedy Jenks Consultants prepared a seismic evaluation of Ventura County Waterworks District No. 8’s assets, which identified these water storage tanks’ seismic deficiencies and provided recommendations for mitigation measures.
In a
ddition, a previous tank inspection report dated April 31, 2024, prepared by CSI Services, Inc., indicated that the inspection activities for the Madera Tank South were unexpectedly terminated by the dive team when a roof rafter tie fell from its position and landed near the diver. The water storage tanks are located at 458 National Way and 3184 Pawnee Ct, respectively (see Location Map, Attachment A, page 65).
Sta
ff consider tank age, existing condition, immediate repair, site seismicity, tank capacity, tank overturning ratio, sliding, settlement, etc. when prioritizing tanks for repairs and replacement. This project would complete much -needed seismic retrofits and rehabilitation of Madera and Stearns water storage tanks.
St
aff recently prepared and submitted a Notice of Interest (NOI) for FEMA’s Hazard Mitigation Grant Program (HMGP) to the California Governor's Office of Emergency Services (Cal OES) for the water tank seismic retrofit project. The NOI was approved by CalOES on April 21, 2025, and the District was invited to prepare and submit a full sub-application by September 15, 2025, for consideration of HMGP funding. Staff met with Cal OES on July 24, 2025, and has been informed that projects that are not shovel- ready (phased projects) will not be prioritized for the HMGP due to the limited ability to grant time extensions and competitiveness of the HMGP applications due to the limited

funding available. Given the low probabi lity that this project will be selected, Staff is not continuing with the sub-application process.
FINDINGS AND ALTERNATIVES
On May 12, 2025, a Request for Proposals was posted on the City’s website , and on June 13, 2025, two (2) proposals were received from TKE Engineering, Inc. and Cannon Corporation (Cannon). A panel of four staff members evaluated both proposals based on the following five criteria:
• Understanding the scope of work (15%)
• Approach to completing project (35%)
• Demonstrated professional skill and credentials of staff (20%) • Related experience in the preparation of RRA and ERP studies (20%) • Cost of Proposal (10%)
The results of the proposal evaluation are summarized below:
CONSULTANT RATING
Cannon Corporation, San Luis Obispo, CA 93%
TKE Engineering, Inc., Riverside, CA 87%
Staff determined that Cannon is the most qualified consultant based on the five criteria above. Cannon received the highest score from the panel and was found to have a superior understanding of the scope of work and requirements for preparing the design documents for the project. They will also commit qualified staff with the expertise and experience, who have successfully designed and provided construction support to similar projects. Cannon previously worked for the District on multiple projects and has in-depth knowledge and familiarity with the District water system.
The FY 2025-26 Waterworks Budget contains $1,471,325 available for the seismic repair and rehabilitation of the Madera and Stearns water storage tanks (CP76300021 and CP76300066). Sufficient funds are available to cover the contract amount.
The design phase is expected to be completed on or before December 31, 2026.
The following alternatives are available to the Board of Directors:
1. Award a contract to Cannon in the amount of $328,071 to design the seismic retrofit and rehabilitation of Madera Tank South (No. 1031) and Stearns Tank South (No. 1), CP76300021 and CP76300066, RFP No. PW 25-04;
2. Do not award a contract at this time and provide direction to staff.
Staff recommends Alternative No. 1.
2 SUGGESTED BOARD MOTION
I move to award a professional services contract to Cannon in the amount of $328,071 to design the seismic retrofit and rehabilitation of Madera Tank South (No. 1031) and Stearns Tank South ( No. 1 ), CP76300021 and CP7630066, RFP No. PW 25-04.
SUMMARY
On May 12, 2025, a Request for Proposals was posted on the City’s website to provide professional design services to prepare the seismic retrofit and rehabilitation design, including plans, specifications, construction cost estimate, and support the bid phase for Madera Tank South No. 1031, and Stearns Tank South No. 1, CP76300021 and CP7630066, RFP No. PW 25-04. Two proposals were received and staff determined that Cannon is the most qualified consultant. Staff recommends that the Board of Directors award a contract to Cannon in the amount of $328,071.

If delay occurs, CONSULTANT must notify the Manager within forty- eight hours (48 hours), in writing, of the cause and the extent of the delay and how such delay interferes with the Agreement’s schedule. Except as otherwise provided in the termination notice, any additional work performed by CONSULTANT after receiving a termination notice will be performed at CONSULTANT'’ own cost; CITY will not be obligated to compensate CONSULTANT for such work.
D. Should termination occur, all finished or unfinished documents, data, studies, surveys, drawings, maps, reports and other materials prepared by CONSULTANT will, at CITY’s option, become CITY’s property, and CONSULTANT will receive just and equitable compensation for any work satisfactorily completed up to the effective date of notice of termination, not to exceed the total costs under Section 1(C).
E. Should the Agreement be terminated pursuant to this Section, CITY may procure on its own terms services similar to those terminated.
F. By executing this document, CONSULTANT waives any and all claims for damages that might otherwise arise from CITY’s termination under this Section.

CONSULTANT is required to indemnify and defend CITY to the fullest extent allowed by applicable law should it violate this Section.

18. PUBLICATION OF DOCUMENTS. Except as necessary for performance of service under this Agreement, no copies, sketches, or graphs of materials, including graphic art work, prepared pursuant to this Agreement, will be released by CONSULTANT to any other person or public CITY without CITY’s prior written approval. A. CONSULTANT must save harmless, indemnify and defend CITY and all its officers, employees and representatives from and against any and all suits, actions, or claims, of any character whatever, brought for, or on account of, any injuries or damages sustained by any person or property arising from, pertaining to, or relating to the negligence, recklessness, or willful misconduct of CONSULTANT or any of CONSULTANT’s officers, agents, employees, or representatives.
B. For purposes of this section “CITY” includes CITY’s officers, officials, employees, agents, representatives, and certified volunteers.
C. It is expressly understood and agreed that the foregoing provisions are intended to be as broad and inclusive as is permitted by the law of the State of California and will survive termination of this Agreement.
D. The requirements as to the types and limits of insurance coverage to be maintained by CONSULTANT as required by Section 23, and any approval of said insurance by CITY, are not intended to and will not in any manner limit or qualify the liabilities and obligations otherwise assumed by CONSULTANT pursuant to this Agreement, including, without limitation, to the provisions concerning indemnification.
20. ASSIGNABILITY. This Agreement is for CONSULTANT’s professional services.
CONSULTANT’s attempts to assign the benefits or burdens of this Agreement without CITY’s written approval are prohibited and will be null and void.
21. INDEPENDENT CONTRACTOR. CITY and CONSULTANT agree that CONSULTANT will act as an independent contractor and will have control of all work and the manner in which is it performed. CONSULTANT will be free to contract for similar service to be performed for other employers while under contract with CITY.
CONSULTANT is not an agent or employee of CITY and is not entitled to participate in any pension plan, insurance, bonus or similar benefits CITY provides for its employees.
Any provision in this Agreement that may appear to give CITY the right to direct CONSULTANT as to the details of doing the work or to exercise a measure of control 9 City of Simi Valley

over the work means that CONSULTANT will follow the direction of the CITY as to end results of the work only.
22. AUDIT OF RECORDS. CONSULTANT will maintain full and accurate records with respect to all services and matters covered under this Agreement. CITY will have free access at all reasonable times to such records, and the right to examine and audit the same and to make transcript therefrom, and to inspect all program data, documents, proceedings and activities. CONSULTANT will retain such financial and program service records for at least three (3) years after termination or final payment under this Agreement.
23. INSURANCE.
A. Before commencing performance under this Agreement, and at all other times this Agreement is effective, CONSULTANT will procure and maintain the following types of insurance with coverage limits complying, at a minimum, with the limits set forth below:
Type of Insurance Limits
C ommercial general liability: $2,000,000
Professional Liability $1,000,000
Business automobile liability $1,000,000
Workers compensation Statutory requirement
• Employer’s Liability $1,000,000
The minimum requirements above do not in any way represent or imply that such coverage is sufficient to adequately cover the CONSULTANT’S liability under this Agreement. The full coverage and limits of Insurance carried by or available to the CONSULTANT shall be available to City and these Insurance Requirements shall not in any way act to reduce coverage that is broader or includes higher limits than the minimum required. The Insurance obligations under this Agreement shall be either: 1) all the Insurance coverage and limits carried by or available to the CONSULTANT; or 2) the minimum Insurance requirements shown in this Agreement; whichever is greater. Any Insurance proceeds in excess of the specified minimum limits and coverage required, which are applicable to a given loss, shall be available to City.
B. Commercial general liability insurance will meet or exceed the requirements of the most recent ISO -CGL Form s. The amount of insurance set forth above will be a combined single limit per occurrence for bodily injury, 10 City of Simi Valley
Agreement No. 3250140

personal injury, and property damage for the policy coverage. Liability policies will be endorsed to name CITY, its officials, and employees as “additional insureds” under said insurance coverage and to state that such insurance will be deemed “primary” such that any other insurance that may be carried by CITY will be excess thereto. Such insurance will be on an “occurrence,” not a “claims made,” basis and will not be cancelable or subject to reduction except upon thirty (30) days prior written notice to CITY.
C. Professional liability coverage will be on an “occurrence basis” if such coverage is available, or on a “claims made” basis if not available. When coverage is provided on a “claims made basis,” CONSULTANT will continue to renew the insurance for a period of three (3) years after this Agreement expires or is terminated. Such insurance will have the same coverage and limits as the policy that was in effect during the term of this Agreement, and will cover CONSULTANT for all claims made by CITY arising out of any errors or omissions of CONSULTANT, or its officers, employees or agents during the time this Agreement was in effect.
D. Automobile coverage will be written on ISO Business Auto Coverage Form CA 00 01 06 92, including symbol 1 (Any Auto).
E. CONSULTANT will furnish to CITY duly authenticated Certificates of Insurance evidencing maintenance of the insurance required under this Agreement and such other evidence of insurance or copies of policies as may be reasonably required by CITY from time to time. Insurance must be placed with insurers with a current A.M. Best Company Rating equivalent to at least a Rating of “A:VII.”
F. Should CONSULTANT, for any reason, fail to obtain and maintain the insurance required by this Agreement, CITY may obtain such coverage at CONSULTANT’s expense and deduct the cost of such insurance from payments due to CONSULTANT under this Agreement or ter minate pursuant to Section 16.
G. Self-Insured Retention/Deductibles. All policies required by this Agreement must allow CITY, as additional insured, to satisfy the self -insured retention (“SIR”) and deductible of the policy in lieu of CONSULTANT (as the named insured) should CONSULTANT fail to pay the SIR or deductible requirements. The amount of the SIR or deductible is subject to the approval of the City Attorney and the Risk Manager. CONSULTANT understands and agrees that satisfaction of this requirement is an express condition precedent to the effectiveness of this Agreement. Failure by CONSULTANT as primary insured to pay its SIR or deductible constitutes a material breach of this Agreement. Should CITY pay the SIR or deductible on CITY’s behalf upon the CONSULTANT’S failure or refusal to do so in order to secure 11 City of Simi Valley
Agreement No. 3250140

defense and indemnification as an additional insured under the policy, CITY may include such amounts as damages in any action against CONSULTANT for breach of this Agreement in addition to any other damages incurred by CITY due to the breach.
H. If any Excess or Umbrella Liability policies are used to meet the limits of liability required by this Agreement, then said policies shall be true “following form” of the underlying policy coverage, terms, conditions, and provisions and shall meet all of the Insurance requirements stated in this document, including the additional insured, SIR, and primary Insurance requirements stated therein. No Insurance policies maintained by the Additional Insureds, whether primary or excess, and which also apply to a l oss covered hereunder, shall be called upon to contribute to a loss until the CONSULTANT’S primary and excess liability policies are exhausted.
I. CONSULTANT hereby grants to CITY a waiver of any right to subrogation which any insurer of said CONSULTANT may acquire against the City by virtue of the payment of any loss under such insurance. CONSULTANT agrees to obtain any endorsement that may be necessary to affect this waiver of subrogation, but this provision applies regardless of whether or not the City has received a waiver of subrogation endorsement from the insurer.
24. USE OF SUBCONTRACTORS . CONSULTANT must obtain CITY’s prior written approval to use any consultants while performing any portion of this Agreement. Such approval must approve of the proposed consultant and the terms of compensation.
25. INCIDENTAL TASKS. CONSULTANT will meet with CITY monthly to provide the status on the project, which will include a schedule update and a short narrative description of progress during the past month for each major task, a description of the work remaining and a description of the work to be done before the next schedule update.
26. NOTICES. All communications to either party by the other party will be deemed made when received by such party at its respective name and address as follows:

Subject: Professional Design Services for the Seismic Retrofit and Rehabilitation of Madera Tank South (No. 1031) and Stearns Tank South (No. 1 ) Dear Ms. Gallardo:
Madera Tank South (No. 1031) and Stearns Tank South (No. 1) are critical components of Ventura County Waterworks District No. 8’s (District) water storage system. These tanks balance daily fluctuations in water demands and provide adequate water for fire protection in the community. The District’s proactive approach to maintaining system reliability requires an experienced team with extensive knowledge to address the current seismic, structural, and operational tank deficiencies.
The District needs a dependable design team to prepare a seismic retrofit, as well as rehabilitation plans, specifications, construction cost estimate, and bid phase support. Cannon has developed targeted solutions that improve seismic resilience while reducing costs, downtime, and community disruption. Our approach balances regulatory compliance with efficient use of resources and long-term performance.
Key Success Factors
After a thorough review of the project, we have identified the following key success factors:
• Code Expertise: Develop design retrofits and alternatives that address the current seismic, structural, and operational deficiencies while aligning with American Society of Civil Engineers seismic criteria, California Building Code, Division of Drinking Water, and American Water Works Association standards. • Cost control: Develop cost-effective options that allow the District to prioritize improvements and control the project budget and spending.
• Schedule: Develop a project plan and schedule that allow adequate time for planning, design, and review to meet deadlines like the grant schedule.
• Design Experience and Expertise: Assign experienced engineers to work closely with the District’s staff to define changes to the tanks based on the codes, regulations, and needs of the system.
Extensive Tank Experience
As Project Manager, I bring direct experience working with Southern California municipalities on many tank design and rehabilitation projects, including the Las Virgenes Municipal Water District’s Jed Smith 1, McCoy, Calabasas, Saddle Peak, and Cordillera tanks and the Irvine Ranch Water District’s 15 MG Tank and El Toro Tanks 1 and 2. Cannon’s experience is detailed on pages 5-10.
This proposal presents our scope of work and fee estimate to evaluate the tanks, including lead testing, recommendations for corrective action, construction details and documents, and project support during construction.
We are pleased to propose on this project and look forward to working with the District to meet your goals.
Sincerely,

Tanks Rehabilitation Project
Calabasas, California
Saddle Peak and Cordillera Tank
Rehabilitation Project
Calabasas, California
Las Virgenes Municipal Water District identified three
tanks for repairs, blasting, and recoating: Jed Smith 0.63 MG Tank 1, McCoy 2 MG Tank, and Calabasas 8 MG Tank.
Underwater inspections of the tanks confirmed the failing interior coatings and urgent structural repairs are needed.
Cannon was selected to complete the design bidding plan packages for the project. We visually inspected the tanks, including the interior rafters and roof, to determine the needed repairs. Due to a lack of other storage tanks in that pressure zone, temporary storage tanks were needed at
the McCoy tank to balance the system pressure.
The modifications included stripping and recoating the
interior, replacing the roof vent and hatch, installing an access manway, updating the cathodic system, installing a solar-powered mixing/circulation system, power washing
and coating the exterior, and repairing rafters, roof
pinholes, and vents.
The Saddle Peak and Cordillera Tanks are welded steel
tanks constructed in 1964 and 1993, respectively. Saddle Peak holds 2.3-million-gallons of potable water, providing water supply and fire protection to the Stunt Road service area. This tank was oversized for the demands generated and often remained partially filled. The need for water circulation and mixing was imperative. The Cordillera Tank holds 3.0-million-gallons of recycled water in the 1529-foot zone that supplies recycled water to eastern Calabasas.
Cannon was selected to provide tank improvements to
both tanks, facilities, and appurtenances. Cannon prepared plans, specifications and opinions of probable costs for this project. Cannon also handled coordination meetings, construction observation, and construction staking.
Recoating the exterior required special consideration due to the location and quantity of the solar system equipment adjacent to the tank.

Lake Forest Zone 4 El Toro Tank 1
and 2 Rehabilitation Project
Lake Forest, California
The Irvine Ranch Water District (IRWD) needed to
rehabilitate two aging steel tanks that provide critical water and fire protection storage. Tank 1 holds 1 million gallons (MG), and Tank 2 holds 2 MG, approximately.
Inspections showed that the interior coatings were failing, and corrosion was affecting structural components. The
rehabilitation aimed to extend their operational life while confirming water quality and structural integrity.
Cannon provided engineering design services. The project involved removing the old interior coatings, blasting and recoating the steel structures, replacing corroded steel members, repairing inlet and outlet piping, and modifying the inlet/outlet structures to improve water circulation.
The project also addressed site drainage and included
upgrades to the tank’s overflow system.
Cannon oversaw site grading and drainage improvements
to prevent further damage. We also developed a noise
study to address community concerns during construction.

Banning, California
Rehabilitation of Bay Kings and
Blanca Tanks
Morro Bay, California
The Morongo Band of Mission Indians needed to construct a new 1.0-million-gallon welded steel reservoir in the
Potrero Canyon area to increase potable water storage
and improve system reliability for the Reservation. The new reservoir site was located adjacent to two existing 1.0 MG reservoirs and connected to the existing system. The project was designed to meet current seismic codes and
included flexible joints for inlet and outlet connections.
Cannon provided design, engineering, and construction
management. The design included new inlet and outlet
piping, SCADA control integration, and coordination
with existing low-voltage electrical infrastructure. Plans and specifications followed United States Environmental Protection Agency and American Water Works Association
standards, incorporating performance specs, foundation
calculations, and site-specific appurtenances. The scope included topographic surveying, hydraulic modeling, and geotechnical investigations with potholing.
The City of Morro Bay’s (City) water distribution system and storage facilities consist of several reservoirs to balance the supply of fresh drinking water and provide
fire protection to the City. As part of on-going water
distribution system improvements, the City identified the need to rehabilitate two tanks located in the Blanca Zone and two tanks in the Upper Kings Zone. The reports noted several deficiencies and coating failures at these locations.
Cannon reviewed the previous reports, visited the site
to inspect and confirm repairs, prepared a summary
recommendations report, reviewed and confirmed
project needs with the City, and then prepared plans,
specifications, cost estimates, and bidding documents for the tank rehabilitation. We assisted in the bidding process and provided construction management, coordination, and observation of the repairs and coatings to confirm the tank rehabilitation improvements were completed as designed.

CannonSeismic Retrofit and Rehabilitation of Madera Tank South and Stearns Tank South Project Understanding
The City of Simi Valley / Ventura County Waterworks
District No. 8 (District) completed a seismic evaluation of their water storage tanks in 2021. The evaluation, which was conducted by Kennedy Jenks Consultants, identified
seismic deficiencies for each tank and recommendations
for mitigation measures.
This project is intended to seismically retrofit and repair the Stearns Tank South (No. 1) and Madera Tank South
(No. 1031) to meet the current seismic code requirements and to confirm the reliability of the system. Table 1 below summarizes general information and capacity of each
water storage tank.
The tanks were also inspected for corrosion issues to
determine the required coating upgrades.
Cannon understands that the District is in the process
of preparing a grant sub-application for the Federal
Emergency Management Agency (FEMA) Hazard
Mitigation Grant Program (HMGP), administered through
the California Governor’s Office of Emergency Services
(CalOES). The grant would be used to recover some of the seismic upgrade costs for the Madera Tank, since damage was caused by the 1994 Northridge earthquake.

CannonSeismic Retrofit and Rehabilitation of Madera Tank South and Stearns Tank South Key Project Challenges
Site Constraints and Existing Conditions
It is essential to conduct a thorough geotechnical
investigation and condition assessment to evaluate
the feasibility of reusing or adapting existing elements.
Design solutions must use the current site effectively
while addressing topographic, spatial, and foundation
limitations.
Hazardous Materials and Demolition Risks
The tank upgrades may involve hazardous materials.
These materials pose environmental and public health risks that must be mitigated through thorough environmental
assessment, hazardous materials abatement planning, and strict compliance with applicable California Occupational Safety and Health Administration (Cal/OSHA), Department of Toxic Substances Control (DTSC), and Environmental
Protection Agency (EPA) regulations. Proper removal,
handling, and disposal will be critical to minimizing liability and avoiding project delays.
Structural Safety and Seismic Compliance
Confirming public safety through resilient and
structurally sound upgrades is central to this project. One of the primary drivers for the upgrades is the tanks failure to meet current seismic safety standards.
Some of the observed deficiencies include the following:
• Uplift and instability during seismic events.
• Inadequate tensile hoop strength in the tank shell.
• Deficient roof framing and column supports.
• Inadequate freeboard and evidence of long-term
settlement/creep.
These conditions compromise the tanks’ ability to perform during a major seismic event and present long-term
reliability concerns. The upgraded tanks must be designed in full compliance with American Water Works Association (AWWA) D100 (or D110), the California Building Code
(CBC), American Society of Civil Engineers 7 seismic criteria and the updated site-specific seismic design parameters, modern anchoring systems, and dynamic soil-structure
interaction modeling.
The design will also meet the District’s Water Design and Construction Standards (WDCS), adopted by the District
Board of Directors on July 26, 2021, and subsequent
revisions. The design of the tanks will be in accordance with Section 3.5.3 (Tank Requirements and Design) of the WDCS. Addressing these structural vulnerabilities is critical to delivering long-lasting, code-compliant, and safe water storage assets.
Hydraulic Integration in Constrained Site
The modernization efforts will require reconfiguring
the inlet and outlet piping to enhance operational
flexibility and water quality. This includes transitioning from a single combined inlet/outlet to a dual piping
system designed for optimal hydraulic performance. Given the sites’ tight spatial constraints and the proximity of existing utilities, precise design coordination is essential to avoid conflicts, reduce head loss, and confirm ease of maintenance.
Construction Impacts in a Residential
Neighborhood
Minimizing construction impacts on the neighborhoods is essential to maintaining community support. This includes effective traffic management, on-going stakeholder
engagement, and site designs that are visually sensitive to the surrounding residential area.
The following considerations are key to reducing impacts:
• Access and staging constraints.
• Construction noise and dust control.
• Resident communication and notification.
• Limited work hours and clean construction zones.
The design and bid documents must include clear
requirements for mitigating impacts on the community
and outline contractor responsibilities.

Objective, Scope, Nature of Proposed Program
33 13
CannonSeismic Retrofit and Rehabilitation of Madera Tank South and Stearns Tank South Detailed Solutions Approach
The seismic upgrade of Madera Tank South (No. 1031) (Madera Tank) and Stearns Tank South (No. 1) (Stearns Tank) presents a complex set of technical, environmental, regulatory, and community challenges. Cannon’s multidisciplinary team is fully prepared to address these challenges. Our overarching objective is to design upgrades that provide reliable storage tanks that are compliant with current standards, integrate seamlessly into the water distribution system, minimize community disruption, and meet the project timeline. Design completion is targeted for January 2026, with construction scheduled to conclude by Winter 2027.
Madera Tank Repair Scenario
The seismic evaluation report identified the following
deficiencies for the Madera Tank:
• Shell Tensile Hoop Stress – Tensile stresses are due
to the height of the water in the tank creating tensile stresses on the perimeter of the tank. The bottom
three plate rings were identified as overstressed. The
recommendation was to strengthen the shells or lower
the maximum water level by three feet.
• Center Roof Column – Sloshing of the water in the
tank exceeds the lateral bending capacity of the center column. Recommendation was to replace the column.
• Roof Framing – Numerous roof support beams and
joists are highly corroded. Recommendation was to
replace selective roof framing elements.
• Freeboard Deficiency – Existing 2-feet of freeboard
is insufficient for the calculated sloshing wave height.
Recommendation was to raise the roof six feet or
lower the maximum water height by six feet.
• Foundation Settlement – Tank has experienced
differential settlement due to foundation
subgrade with variable fill depths up to 40 feet. No
recommendation was provided.
Cannon’s Solutions
We propose the following repair scenarios:
Foundation Repairs: We propose using cement slurry
pressure grouting around the perimeter of the tank and
under the tank to arrest the settlement.
Concrete pressure grouting (also called compaction
grouting or pressure grouting) is a ground improvement
technique used to stabilize loose or weak soils by injecting a low-slump, high-strength grout mixture under pressure.
The procedure consists of drilling or driving in grout pipes in a preset pattern to the bottom of the fill material. Then the concrete grout is pumped under pressure into the soil and the concrete grout forms a bubble type formation of concrete and existing soil. The pipes are then lifted above the bubble. The grouting procedure is not repeated until the first bubbles are cured and can take the second lift of grouting. Then the procedure is repeated until the soil is stabilized all the way to the bottom of the ring wall and tank bottom.
We propose cutting 8-inch diameter holes in the floor plate of the tank to allow for pressure grouting at a selected spacing to stabilize the soils under the tank bottom and to fill the void under the tank bottom. The openings will be closed by welding new plate segments to cover the grout holes. As the depth of fill varies across the tank, the depth and number of pressure grout locations will vary.
Once the potential for settlement has been arrested, we will remove the existing variable thickness grout around from the top of the ring wall. Then, shims will be placed on the ring wall to bring the floor and walls to an appropriate level. Then, a form will be placed around the perimeter of the ring wall, and high strength grout with reinforcing will be installed where appropriate.
Cannon’s design solutions improve seismic resilience while reducing costs, downtime, and community disruption. By strengthening rather than replacing infrastructure where feasible, we deliver focused upgrades that extend service life and use resources efficiently. 29 14
CannonSeismic Retrofit and Rehabilitation of Madera Tank South and Stearns Tank South Center Column: The existing venting is severely constricted due to the tight spacing of the roof beams at the cone
support and minimal vent area. We will provide new
columns and beams around the existing center column and a cone to support the roof beams and enlarge the vent
area. This will reduce the corrosive effect on the roof joists in the future.
Corroded roof framing: We will survey the existing roof elements and identify repairs where corrosion at the beam flanges, webs, and bearing conditions create deficiencies.
Perimeter Tank Plate Hoop Stresses: Once the maximum
water level has been determined, we will design and detail perimeter straps at the exterior of the tank to supplement the tensile load capacities of the existing plates.
Freeboard: Once the maximum water level has been
determined, we will design an increased height for the roof system (as necessary) to prevent failure due to sloshing, unless the maximum water level is lowered sufficiently to provide the required freeboard.
Stearns Tank Repair Scenario
The seismic evaluation report identified the following
deficiencies for the Stearns Tank.
• Overturning Ratio Exceeds 1.54 – The tank geometry
requires the tank to be anchored to the foundations.
The calculated J value was 2.42; significantly higher
than the reference ratio necessary for a tank to not
require perimeter anchorage.
• Tank Wall Compression – The report stated that, while the unanchored wall compression stresses are within
the wall capacity, anchoring the tank would result in
compression stresses that exceed its capacity.
• Freeboard Deficiency – the existing 1.4 feet of
freeboard is insufficient for the calculated sloshing
wave height. Recommendation was to lower the
maximum water height by 1.6 feet.
• Shell Tensile Hoop Stress – The water height in the
tank is creating tensile stresses on the perimeter of
the tank. The bottom plate ring was identified as
overstressed to 102% of its capacity. Recommendation
was to strengthen the shells or lower the maximum
water level.
• Roof Framing – The tank coatings inspection indicated the interior coatings to be in excellent condition.
Cannon’s Solutions
We propose the following repair scenarios:
Freeboard: If the maximum water level can be lowered
by 1.6 feet, resulting in a 3-foot freeboard, this issue is resolved.
Overturning Ratio and Tank Wall Compression: The
calculation for “J” includes the overturning moment on the tank from the dead weight of the tank and the contents.
There are two potential scenarios to address overturning and wall compression:
• Lowering the maximum water level by 1.6 feet would
not be enough to lower the current “J” value from
2.42 to 1.54. We will evaluate the parameters to
determine how much further the maximum water
level would need to be lowered to eliminate the need
for anchorage or wall stiffening to resist compression
forces.
• If lowering the maximum water level to avoid
anchorage is not feasible, we will recommend adding
vertical stiffeners around the tank’s exterior to stabilize the walls. Helical anchors in the ground will be used to address the uplift requirement.
Perimeter Tank Plate (Radial) Hoop Stresses: Lowering
the freeboard by 1.6 feet, may resolve the hoop stress
issue. Regardless, we cannot justify the cost to strengthen the existing wall for only a 2% benefit and would not
recommend any modification.
Corroded Roof Framing: We do not anticipate having to
complete any upgrade to the rafters and roof.

CannonSeismic Retrofit and Rehabilitation of Madera Tank South and Stearns Tank South Scope of Work
We will adhere to the District’s scope of work from the RFP as follows.
Phase 1. Preliminary Design
Task 1. Project Management
The project requires setup, quality assurance / quality control, scheduling, controlling, and correspondence
between the District and the project team.
Correspondence includes telephone conversations, emails, project status reports, monthly status reports, project memorandums when necessary, and detailed monthly
invoices.
Task 2. Kick-Off Meeting and Progress
Meetings
Our team will facilitate and attend a project kick-off
meeting and bi-weekly progress meetings with appropriate personnel from the District throughout the course of the project.
The kick-off meeting agenda will focus on project
understanding, team involvement, project constraints,
and the anticipation of design development impediments.
This meeting represents a key opportunity to interview
representatives from the District to steer the consultant team and further clarify critical elements of the project scope. The meeting will include the District Engineer, the Operations Superintendent, and Senior Inspector.
The bi-weekly progress meetings will focus on the progress made over the last two weeks, and tasks planned for the following weeks. This meeting will include the District Engineer and other individuals that are identified as
necessary to attend for those weeks tasks (i.e. operators, geotechnical support). We will submit the meeting agenda and draft and final meeting minutes to the District upon completion.
Task 3. Site Condition Assessment
We will review the existing site conditions to gather
additional information needed to outline the site
rehabilitation needs. A visual exterior observation of the tanks will take place to determine the degree of exterior paint chalking and breaks, blisters, or other coating
defects.
We will review applicable safety, sanitary, vandalism and seismic concerns. Safety concerns will include ladder
size/design observations, and roof access areas. Sanitary concerns will make note of items like venting and other tank openings, such as overflow air gaps. Vandalism
concerns will involve an evaluation of climb deterrent.
Security will be determined with respect to the condition of existing vandal deterrent systems. Along with the
seismic deficiencies outlines in the provided report,
obvious visual indications of tank movement, flexible
couplings, and drain locations will be examined at each site.
Task 4. Research, Data Collection, Review,
Verify, and Investigate Existing Tanks
We will collect, review, and analyze available plans,
records, reports, and specifications regarding the
project, as necessary, to successfully complete contract engineering services for this project. We have already
reviewed the seismic report, inspection reports, and as- builts plans prepared for the projection locations from previous years. We will use this information to evaluate and identify modifications needed to bring the tank up
to seismic code compliance. We will coordinate with the District on modifications desired to reduce the operations and maintenance effort required for the tanks.
Task 5. Topographic Survey
We have teamed with Benner and Carpenter, Inc. to
provide land survey services. To verify existing site
conditions and compare them with existing reservoir as- builts, they will provide a topographic survey. The survey will include 5 ft interval spot elevations around the Madera Tank to capture the settlement. Cross Sections will also be taken in westerly, southerly and easterly directions from each of the tank sites to the bottom of the slope for a slope stability analysis. Survey information will be based on the datum specified by the District (if any), or the best available survey control proximate to the project site. Field survey data will be rendered into a contoured topographic base map in AutoCAD drawing format for our design
engineers.
31 16
CannonSeismic Retrofit and Rehabilitation of Madera Tank South and Stearns Tank South The tank site topographic survey will capture and exhibit the following: 1 ft. contours with spot elevations, paving, curb (lip, top of curb, flowline), readily observable surface evident utilities (sewer, storm, power, gas, etc.), fences, walls, signs, and other observable improvements on
the site. They will also dip the storm drain manholes for inverts. The survey data will be rendered in AutoCAD and passed to our engineers to continue the design process.
Task 6. Geotechnical Investigation
We have teamed with Earth Systems, Inc. to provide a
general field exploration of the reservoir site. The report will take soil borings to characterize the site materials and determine groundwater levels and potential bedrock
depths, along with lab testing and evaluation, to develop conclusions and recommendations relevant to the site
improvements. A slope stability analysis will also be
considered. We assume that the geotechnical report will summarize results of research, field exploration; testing, geophysical, technical, and seismic data; recommendations for civil and structural design parameters; and concrete pad requirements.
Task 7. Structural Evaluation
To determine which structural components were used
in the construction of the tank, we will inspect the
Stearn tank interior to gather beam, column, and rafter information. Cannon, along with CSI Services, will use an inflatable raft to float the surface of the tank, which will allow us to look at the structural integrity of the steel members of the tanks.
For Madera Tank, interior inspection is not being proposed due to the recent failure of one of the interior rafters during a dive of the tank. Cannon will contact the tank manufacturer to obtain the structural drawings of the
tank. Once this information is gathered, we will provide a structural evaluation of both tanks and compare the
existing structure to current seismic and AWWA D-100
design criteria standards. The recommended structural
improvements can be made to bring some of the tank
components up to code. The recommendations will be
outlined for discussion and inclusion in the project.
Task 8. Prepare Preliminary Plan for Madera
and Stearn Tank Rehabilitation (30% Submittal)
With the information gathered from the previous tasks, we will prepare a preliminary plan to retrofit and rehabilitate the Madera Tank and Stearn Tank. We will submit a
preliminary set of plans for the District’s review.
Task 9. Preliminary Design Report
We will prepare a preliminary design report (PDR)
summarizing the design parameters, calculations,
improvement recommendations, and an opinion of cost.

CannonSeismic Retrofit and Rehabilitation of Madera Tank South and Stearns Tank South Project Management Plan (PMP)
Successful project completion requires a well-conceived management and control plan, based on past successful strategies. Cannon’s PMP will include special emphasis on project communications procedures, preparation of scope of work, and the submittal process. Upon notice-to-proceed (NTP), and before initiating work, our team will prepare and submit a PMP for the District’s review.
The specific elements of the PMP can be categorized into three key areas: Progress Reporting Systems, Cost/Design Schedule Control, and QA/QC. These elements are detailed as follows:
Progress Reporting Systems.
Our project manager will have a proactive communication style, and will be available to the District’s Project
Manager. This accessibility, combined with our
understanding of the District’s needs, generates a team that is ready to mobilize quickly and assign the right staff to a given task. Cannon’s communication procedures
include the following:
• Document Control. The document control plan
specifies procedures for documenting, transmitting,
and storing communication items for the project,
including meeting minutes, correspondence,
submittals, and filing of hard copies and electronic
files. Adherence to document control plan
requirements will confirm quality and speed up project
delivery. Before initiating a task order, Cannon will
complete a checklist that includes a list of project
deliverables and submittal formats.
• Progress Reporting. The Cannon team will provide
the District’s Project Manager with a monthly status
report. This report will include project management
status, work accomplished during the reporting period,
work to be completed during the following reporting
period, budget and schedule status, potential out-of-
scope items, and issues and concerns raised during the
reporting period.
• Communication Plan. Recognizing that effective
project communication is the key component for
a successful project, our team will focus on clearly
defining project team communications. Mr. Porkert
will be the single point-of-contact for the District’s
Project Manager and team communication. A project
communication plan will be developed as part of the
overall PMP . This communication plan will include a
list of contact information for each team member,
their role, and their responsibilities for the project. The project communication plan will be monitored closely.
At each project development team (PDT) meeting, the
team will discuss successes and areas of improvement
for the team’s communication with the District, and
we will proactively look for opportunities to improve
the project team’s communication.
Cost Control / Design Schedule Control.
Upon receipt of the NTP , our team will develop a work
breakdown structure (WBS) program to monitor the
project budget and schedule. Cannon’s accounting system is designed to assist the Project Manager and financial managers in efficiently monitoring project costs. Project cost sheets will be available weekly for the Project
Manager and will show labor and indirect costs by task.
This information, and a detailed estimate of physical
progress made during each reporting period, will be used to prepare status reports and update an earned value
report. The project will be reviewed at each project
milestone or monthly.
Our Project Management team will conduct monthly
project schedule reviews to identify potential deviations and formulate a plan of action to reduce impacts to the schedule. Schedule updates will be made available to
District Staff for review. Our Project Manager will use an action item checklist as a management tool to track the responsibilities of Cannon Team project personnel. Each item will identify the responsible individual and due date.
Our Project Manager will monitor the progress of the
design team members on a weekly basis.
35 20
CannonSeismic Retrofit and Rehabilitation of Madera Tank South and Stearns Tank South Completion will be tracked and compared to the baseline schedule; slippage will be identified, and corrective actions taken to restore the schedule to original forecasted
completion dates. Cannon is committed to preparing
projects for the District that are not only technically successful, but fiscally responsible as well. Accordingly, project expenditures will be tabulated and monitored on a weekly basis, with discussion for taking corrective action on the baseline budget, as required.
To conduct the project control effort, Cannon will use
Microsoft Office software for project management
scheduling and cost control. Microsoft Project will be used to establish the master project schedule in accordance
with the agreed-upon work breakdown, so that the
schedule can be integrated into discrete work elements for budgeting and monitoring purposes. The master project
schedule will provide essential information necessary to determine the project’s critical path and to report the project’s status.
Quality Assurance/Quality Control
(QA/QC) Program
With your project’s main objectives in mind, our Project Manager will implement Cannon’s QA/QC Program.
Cannon has earned a strong reputation for product
delivery and professional service. We have built and
continue to develop internal control processes that
incorporate peer review and progress reporting to help
projects meet established design guidelines, are within budget, and stay on schedule. We take a proactive
approach to project management, with an emphasis on
project familiarity, open communication, quality and cost control, and project scheduling.
Processes include a Work Product Review Program
(WPRP), Project “Look Backs,” Project Progress Reviews, and an Earned Value Analysis (EVA) program. In addition, we employ cost savings strategies that have been
effective in managing projects for public and private
industry clients. These strategies may include: cost benefit analysis and value engineering reviews; and alternative technologies review or innovative approach analysis.
Our workflow incorporates Quality Review processes
to confirm compliance with standards and that our
engineering services are accurate, efficient, and fully meet our clients’ expectations. We place key emphasis on “Getting it Right the First Time.”

CannonSeismic Retrofit and Rehabilitation of Madera Tank South and Stearns Tank South Quality Assurance / Quality Control Program
Cannon is committed to providing the District with the best possible product, on schedule and within budget. To accomplish this, we use a Quality Assurance/Quality Control (QA/QC) Program that is organized to accommodate the specific needs and requirements of each task order. Our QA/QC manager for this contract is Mr. Roepke.
Cannon’s QA/QC program is generally divided into three phases:
1. Design Team Review. This review is provided by members of the project team as the work progresses. Prior to the start of design work, an analysis is made to determine the technical requirements, needs, and requirements of the Client; jurisdictional requirements; and fiscal constraints or schedule requirements of the project. At this time, specific quality control requirements and internal review procedures are established.
2. Independent Peer Review. This review is conducted at various project phases preliminary, 60%, and 100% by design personnel who are outside of the regular project design team. Peer review consists of a detailed review of project work products. This process involves the assignment of senior personnel, including principals, to provide detailed, independent reviews of the work being completed. The selection of senior personnel for this task is based on professional expertise, specific knowledge of similar projects, and years of experience. The detail reviewer’s responsibility will include: evaluation of the overall project concept at preliminary phase; verification of the adequacy of the design to achieve the project goals; evaluation of possible design alternatives; review of QA/QC by the design team; review of the project for constructability; and contractor review.
Recommendations made by the independent reviewer are made directly to the project manager, who is responsible for evaluating the recommendations and implementing changes, as required.
The reviewer’s comments will be documented and recorded along with the designer and project manager’s response to comments.
3. Review of Subconsultant Deliverables. This review is conducted by Cannon’s project manager because of their knowledge of the entire project’s scope and how each discipline relates to each other. This review is also conducted at various project phases, including the preliminary, 60%, and 100% and will be done prior to submitting the complete deliverable to the Client. This review includes: evaluation of the overall project concept at preliminary phase; verification of the adequacy of the design to achieve the project goals; evaluation of possible design alternatives; and review of the project for constructability. After receipt of review comments, the subconsultant incorporates the comments or provides justification for a different design direction. The subconsultant then provides revised plans to the project manager along with the original comments and proper responses that follows our QA/ QC plan format.

49 District Resources
1010
34 CannonSeismic Retrofit and Rehabilitation of Madera Tank South and Stearns Tank South To achieve the objectives outlined in the Retrofit and Rehabilitation of Madera Tank South (No. 1031) and Stearns Tank South (No. 1) project, we anticipate that support from the District will be important at key stages of the design and coordination process. Cannon will take primary responsibility for the technical work and project management, but the following District services and staff participation will be essential to maintain momentum, facilitate decision-making, and align project goals with operational needs.
Anticipated District Resources
Access to Existing Records and Background Information
District staff support will be needed to provide as-built drawings for water, sewer, storm drain, and overflow drainage systems, per the assumptions stated in this proposal. This information will be used to support early design assumptions and reduce rework.
Coordination with District Operations and Maintenance Personnel Input from field staff will be important during pre-design and design phases to inform constructability, operational preferences, outage tolerances, and sequencing requirements. This will allow our team to develop practical and efficient design solutions.
Permitting and Agency Coordination
District representation may be needed to lead or support coordination with regulatory agencies such as the State Division of Drinking Water, and planning/environmental staff. Cannon’s role will focus on technical design deliverables, while the District will lead CEQA documentation, grant application, and tracking.
Participation in Review and Decision-Making Milestones
We request designated District staff to attend design milestone review meetings (30%, 60%, 90%, and final design) and provide timely feedback and direction on seismic retrofits, alternatives, layout options, and project phasing strategies.
Stakeholder Communication and Community Outreach Support Cannon can assist in preparing community outreach content; however, distribution, direct resident communication, and management of public feedback will remain with District staff.
Construction Interface Planning (as applicable)
This proposal excludes construction phase support services. If authorized under a future amendment, we anticipate District involvement in pre-bid meetings, contractor coordination, and periodic site visits to support construction interface needs.
Cannon is committed to minimizing the workload on District staff by taking the lead on technical and administrative design tasks. Responsibilities such as CEQA permitting, control system programming, SCADA communication design, and construction-phase support are excluded from this scope but can be added if needed through a future amendment.
We will maintain open communication throughout the project to coordinate District support in a timely and efficient manner.

CSI Services is a California corporation formed in 2004 that specializes in underwater protective coatings and linings, and in-process inspections, with specific expertise in storage tanks. Their divers employ digital audio/video recording systems to document every square foot of your tank’s coatings without having it drained or taken out of service.
Based on industry standards and CSI’s years of experience, diving technicians follow specific processes and methods in determining the condition of your coating and structure, such as those established by the American Water Works Association (AWWA) and the National Fire Protection Association (NFPA). CSI’s inspection findings result in a thorough report that includes recommendations for repair and improvements, designed to minimize your costs, reduce or eliminate the downtime of your reservoir, and ensure the maximum life of your water tank.
