MEMORANDUM
Augus
t 4, 2025
TO: B
oard of Directors, Ventura County Waterworks District No. 8 FR
OM: Department of Public Works
SUBJ
ECT: AWARD OF CONTRACT FOR PROFESSIONAL DESIGN SERVICES FOR THE STOW TANK NO. 1 REPLACEMENT PROJECT, CP76300057, RFP NO. PW 25-01

STAFF RECOMMENDATION
It
is recommended that the Board of Directors award a contract (page 4 ) to Kennedy Jenks Consultants, Inc. (Kennedy Jenks) in the amount of $477,689 to provide professional design services for the Stow Tank No. 1 Replacement Project (Project), CP76300057, RFP No. PW 25-01.

BACKGROUND AND OVERVIEW
The des
ign is intended to replace Stow Tank No. 1 (Tank) , which has been in service since 1960. The Tank is a welded steel structure approximately 75 feet in diameter and 32 feet high, with a capacity of 1.0 million gallons . The Seismic Evaluation of the Waterworks Storage Tank System, conducted by Kennedy Jenks Consultants in 2020, identified seismic deficiencies for the Tank and provided recommendations for replacement. The District is planning to replace the existing Tank with a new welded-steel Tank that meets the current seismic code requirements to ensure t he reliability of the system. The Tank is located at 5688 Iroquois Court, Simi Valley, CA 93063 (see Location Map, Attachment A, page 105).

Sta
ff considers tank age, existing condition, site seismicity, tank capacity, tank overturning ratio, sliding, settlement, etc. , when prioritizing tanks for repair /rehabilitation or replacement. Where seismic rehabilitation of a tank is required to mitigate existing deficiencies, it may be that replacement with a new tank is a more cost-effective solution.

Based on the cost analysis and recommendations included in the 202 0 Seismic Evaluation Report, i t was determined that tank replacement is a more cost -effective solution to address current seismic deficiencies at Stow Tank No. 1.

FINDINGS AND ALTERNATIVES
On M
arch 20, 2025, a Request for Proposals was posted to the City’s website, and on June 2, 2025, three (3) proposals were received from Lee + Ro, Inc., Cannon Corporation, and Kennedy Jenks. A panel of three staff members evaluated the proposals based on the following five criteria:

AGENDA I

TEM NO.

Consent (7)

• Approach to completing project and schedule (35%)
• Demonstrated professional skill and credentials of staff (20%) • Related experience in water storage tank design (20%) • Understanding the scope of work (15%)
• Cost of Proposal (10%)

The results of the proposal evaluation are summarized below:

CONSULTANT RATING
Kennedy Jenks Consultants, Inc., Oxnard, CA 93%
Lee + Ro, Inc., City of Industry, CA 91%
Cannon Corporation, San Luis Obispo, CA 90%

Staff determined that Kennedy Jenks is the most qualified consultant based on the five evaluation criteria listed above. Kennedy Jenks received the highest score from the panel and was found to have a superior understanding of the project scope of work and the requirements for preparing the design documents for the project. They will also commit qualified staff with expertise and experience, who hav e successfully designed and provided construction support for similar projects. Kennedy Jenks has previously worked with the District on multiple projects and has in-depth knowledge and familiarity with the District’s water storage tanks, having previously prepared the 2020 Seismic Evaluation of the Waterworks Storage Tank System Report.

The FY 2025- 26 Waterworks Budget contains $1,425,000 available for the Stow Tank No. 1 Replacement Project ( CP76300057) therefore, s ufficient funds are available to cover the contract amount.

The design phase is anticipated to be completed by May 2026.

The following alternatives are available to the Board of Directors:

1. Award a contract to Kennedy Jenks in the amount of $477,689 to provide professional design services for the Stow Tank No. 1 R eplacement Project, CP76300057, RFP No. PW 25-01;

2. Do not award a contract at this time and provide direction to staff.

Staff recommends Alternative No. 1.

16. TERMINATION.

A. Except as otherwise provided, CITY may terminate this Agreement at any time with or without cause.

B. CONSULTANT may terminate this Agreement at any time with CITY’s mutual consent. Notice will be in writing at least thirty (30) days before the effective termination date.

Except as otherwise provided in the termination notice, any additional work performed by CONSULTANT after receiving a termination notice will be performed at CONSULTANT'’ own cost; CITY will not be obligated to compensate CONSULTANT for such work.

D. Should termination occur, all finished or unfinished documents, data, studies, surveys, drawings, maps, reports and other materials prepared by CONSULTANT will, at CITY’s option, become CITY’s property, and CONSULTANT will receive just and equitable compensation for any work satisfactorily completed up to the effective date of notice of termination, not to exceed the total costs under Section 1(C).

Specifically, CONSULTANT understands and agrees that use of artificial intelligence (AI) tools including, without limitation, ChatGPT, Microsoft’s Bing Chat, Google’s Bard, and Meta’s LLaMA (Large Language Model Meta AI), in the performance of this Agreement does not constitute an original work, i.e., submitting Documents generated by such AI tools to CITY and representing it as CONSULTANT’s original work constitutes a material breach of this Agreement, constitutes a false claim, and may also violate applicable intellectual property right laws including, without limitation, United States Copyright Law. Accordingly, and notwithstanding any other provision of this Agreement as to ownership, CITY specifically rejects ownership of such Documents. CONSULTANT is required to indemnify and defend CITY to the fullest extent allowed by applicable law should it violate this Section.

Except as necessary for performance of service under this Agreement, no copies, sketches, or graphs of materials, including graphic art work, prepared pursuant to this Agreement, will be released by CONSULTANT to any other person or public CITY without CITY’s prior written approval. 20. ASSIGNABILITY. This Agreement is for CONSULTANT’s professional services.

CONSULTANT’s attempts to assign the benefits or burdens of this Agreement without CITY’s written approval are prohibited and will be null and void.

21. INDEPENDENT CONTRACTOR. CITY and CONSULTANT agree that CONSULTANT will act as an independent contractor and will have control of all work and the manner in which is it performed. CONSULTANT will be free to contract for similar service to be performed for other employers while under contract with CITY.

CONSULTANT is not an agent or employee of CITY and is not entitled to participate in any pension plan, insurance, bonus or similar benefits CITY provides for its employees.

Any provision in this Agreement that may appear to give CITY the right to direct CONSULTANT as to the details of doing the work or to exercise a measure of control over the work means that CONSULTANT will follow the direction of the CITY as to end results of the work only.

22. AUDIT OF RECORDS. CONSULTANT will maintain full and accurate records with respect to all services and matters covered under this Agreement. CITY will have free access at all reasonable times to such records, and the right to examine and audit the same and to make transcript therefrom, and to inspect all program data, documents, proceedings and activities. CONSULTANT will retain such financial and program service records for at least three (3) years after termination or final payment under this Agreement.

23. INSURANCE.

A. Before commencing performance under this Agreement, and at all other times this Agreement is effective, CONSULTANT will procure and maintain the following types of insurance with coverage limits complying, at a minimum, with the limits set forth below:

Type of Insurance Limits

C ommercial general liability: $2,000,000

Professional Liability $1,000,000

Business automobile liability $1,000,000

Workers compensation Statutory requirement

B. Commercial general liability insurance will meet or exceed the requirements of the most recent ISO -CGL Form s. The amount of insurance set forth above will be a combined single limit per occurrence for bodily injury, personal injury, and property damage for the policy coverage. Liability policies will be endorsed to name CITY, its officials, and employees as 10 City of Simi Valley

“additional insureds” under said insurance coverage and to state that such insurance will be deemed “primary” such that any other insurance that may be carried by CITY will be excess thereto. Such insurance will be on an “occurrence,” not a “claims made,” basis and will not be cancelable or subject to reduction except upon thirty (30) days prior written notice to CITY.

C. Professional liability coverage will be on an “occurrence basis” if such coverage is available, or on a “claims made” basis if not available. When coverage is provided on a “claims made basis,” CONSULTANT will continue to renew the insurance for a period of three (3) years after this Agreement expires or is terminated. Such insurance will have the same coverage and limits as the policy that was in effect during the term of this Agreement, and will cover CONSULTANT for all claims made by CITY arising out of any errors or omissions of CONSULTANT, or its officers, employees or agents during the time this Agreement was in effect.

D. Automobile coverage will be written on ISO Business Auto Coverage Form CA 00 01 06 92, including symbol 1 (Any Auto).

Insurance must be placed with insurers with a current A.M. Best Company Rating equivalent to at least a Rating of “A:VII.”

F. Should CONSULTANT, for any reason, fail to obtain and maintain the insurance required by this Agreement, CITY may obtain such coverage at CONSULTANT’s expense and deduct the cost of such insurance from payments due to CONSULTANT under this Agreement or ter minate pursuant to Section 16.

G. Self-Insured Retention/Deductibles. All policies required by this Agreement must allow CITY, as additional insured, to satisfy the self -insured retention (“SIR”) and deductible of the policy in lieu of CONSULTANT (as the named insured) should CONSULTANT fail to pay the SIR or deductible requirements. The amount of the SIR or deductible is subject to the approval of the City Attorney and the Risk Manager. CONSULTANT understands and agrees that satisfaction of this requirement is an express condition precedent to the effectiveness of this Agreement. Failure by CONSULTANT as primary insured to pay its SIR or deductible constitutes a material breach of this Agreement. Should CITY pay the SIR or deductible on CITY’s behalf upon the CONSULTANT’S failure or refusal to do so in order to secure defense and indemnification as an additional insured under the policy, CITY may include such amounts as damages in any action against 11 City of Simi Valley

2 Project Analysis
Project Understanding and Anticipated Challenges
The District owns and operates water distribution, treatment, and groundwater pumping facilities that serve approximately 80,000 residents. The District maintains a water distribution system that includes approximately 40 water storage tanks within the City of Simi Valley and unincorporated areas of Ventura County.

The District is engaged in a long-term effort to provide a robust and reliable water delivery system for its citizens and water users. Based on a Seismic Evaluation of the Waterworks Storage Tank System conducted in 2020, the District is proceeding with the design of Stow Tank No. 1 Replacement. The District anticipates design completion in May 2026 and construction completion in the Winter of 2028.

Existing site access road entrance
Existing access road driveway off Yosemite Ave
KJ designed your System-Wide Tank Seismic
Evaluation, provided on-call structural
improvements to the East Walnut and Box Canyon
tanks, and is designing the Box Canyon Pumping
System. As a result, we:
• Understand your existing tanks and their
deficiencies
• Understand your pump station design preferences
• Are familiar with your on-call processes and
District inner workings
The existing Stow Tank No. 1 has been in
service since 1960. It is a welded steel on-grade
structure approximately 75 feet in diameter and
32 feet high, with a nominal storage capacity of
1,000,000 gallons.

The District plans to replace the existing tank with
a new welded steel tank of the same volume that
meets current seismic codes. The District has
indicated that temporary storage does not need
to be provided during construction, which makes
replacing the tank relatively straightforward.

However, there are still challenges that may need
to be addressed, including:
• Constrained access road for delivery of
steel plates and materials: The existing
access road from Yosemite Ave is narrow
and has curves. It will be difficult for large
vehicles to deliver steel plates and materials
to the tank site. It is anticipated that one
lane on Yosemite Ave will require shutdown
while delivering certain items to facilitate
offloading and transfer up the access road.

2 | Project Analysis
Limited space available for construction
Existing retaining wall along perimeter road
Potential alignment for new tank inlet pipeline
• Constructing a new tank while avoiding damage to the existing retaining wall and waterlines:

There is an existing retaining wall around a portion of the tank perimeter road and an existing waterline along the north side of the tank. Space is limited for demolition of the existing tank, site/ ground surface preparation, construction of a new concrete ringwall, and erection of the new tank. • Constructing separate inlet and outlet pipelines
with limited available space:

It is proposed that the existing common inlet/
outlet pipeline be replaced with separate
inlet and outlet pipelines to satisfy Division
of Drinking Water requirements. Ideally, the
separate pipelines will be located approximately
180 degrees apart. This will require construction
of the new inlet pipeline within the tank
perimeter road, where there is limited space.

Existing drain/overflow box
• Replacement of existing drain/overflow box:

Demolition of the existing tank and construction
of the new concrete ringwall will require
demolition and reconstruction of the existing
tank drain/overflow box. Reconstruction of the
tank drain/overflow box will permit the District
to improve the air gap separation and improve
provisions for dechlorination before to discharge
to surface waters.

2 | Project Analysis
Existing site with potential slope stability issues
• Potential site slope stability issues:

The Stow tank site is located on a north-
northwest-trending narrow ridgeline underlain
by claystone bedrock of the Santa Susana
Formation that dips favorably to the northwest
at about 25 degrees (Dibblee, 1992b). The tank
pad appears to have been created by cut/fill
grading; fill materials appear to have been placed
along the outer part of the tank pad subparallel
to the ridgeline to widen the narrow tank pad.

Common cracking to about 1/2-inch in width
has occurred in the pavement areas subparallel
to the ridgeline slopes and around the tanks.

The cracking is suggestive of fill settlement and
potential downslope creep.
• Previous studies indicated that the observed
steep slope conditions, proximity to the top of
the descending slope, outward rotation of the
curb/gutter, and the settled asphalt concrete on
the western side of the tanks, combined with
the gaps observed under the eastern sides of
the tanks, suggest westward tipping/downslope
movement that has occurred in the western side
of the site.
• Lack of required freeboard in existing tank:

Previous seismic calculations indicate that
approximately 6.5 feet of freeboard is needed
between the high water elevation and the tank
roof. The existing tank only has about 2 feet
of freeboard. Therefore, the new tank, with a
cone-style roof, will likely be approximately 4.5
feet taller than the existing tank in order to meet
freeboard requirements. If the District prefers
a knuckle-style roof instead of a cone style, the
tank could potentially be approximately 7.5 feet
taller than the existing tank.

3 Objective, Scope, Nature of Proposed Program
Overall Project Approach
Project Objective and Statement of Work
KJ will prepare a complete set of design documents for the construction of the replacement tank for Stow Tank No. 1. The replacement tank will be located at the same site as the existing tank and at the same floor/ overflow elevations with the same storage volume. The replacement tank will be a welded steel tank founded on and anchored to a concrete ringwall and designed to current seismic codes. The replacement tank will incorporate the District’s storage facility standards and include provisions for efficient operation/ maintenance, corrosion protection, and improved water quality.

KJ has assembled a team that can deliver your
project with the utmost efficiency . We will provide
project management and facilitate team coordination
and communication to complete preliminary design,
final design, bid support, and engineering support
services during construction. We will deliver clear,
concise construction bid documents so your project
can bid in the summer of 2026 and be successfully
constructed to meet your project schedule.

Using proven processes and tools, KJ will assure the District that the project will be completed on time and within budget while appropriately addressing project risks and informing you of progress. Our project management approach is based on developing a partnership with you to clearly understand your requirements and prepare, communicate, and execute a Project Work Plan that supports successfully delivering your project on budget and on time. With Jeff Savard as your Project Manager (PM), you have a highly qualified PM who consistently uses proven processes and tools to inform you of project status. Our effective project management goes beyond establishing a schedule, developing budgets, and assigning personnel; it includes communicating effectively with you and responding proactively to problems or changes. It also consists of the flexibility to adapt and modify our strategies to meet your needs in accomplishing the project objectives.

Our project manager and engineer have been

3 | Objective, Scope, Natur
e of Proposed Program
Project Understanding and Anticipated
Challenges
KJ has designed welded steel tanks for many clients,
and each tends to have specific requirements
for tank features and appurtenances. We have
developed an extensive CAD library of standard tank
appurtenances based on many years of designing
welded steel tanks, and we provide value in selecting
and arranging these appurtenances based on client
preferences. KJ designs tanks in conformance with
the currently adopted building codes and national
standards such as AWWA, OSHA, and NFPA.

KJ worked with the District on the design of the Lower McCoy tank approximately 10 years ago. We spent a lot of time with the District staff fine tuning the project's design details, including appurtenances for inlet/outlet pipelines, overflow, drain, ladder/platform, manway, and flush type cleanout. For that project, the District was also interested in including a spiral staircase, and now it is our understanding that the District is also interested in seismic shutoff valves. KJ will revisit these design details with the District and update details of the tank features, appurtenances, materials, and requirements for conformance with the latest building codes and national standards.

Overflow/Drain Box Detail from the District’s Lower McCoy Reservoir
The Stow Tank No. 1 replacement project is the first of several tanks that the District plans to replace in the near future. Updating tank design standards will provide guidance for future tank replacement projects for the District.

In addition to our knowledge of the typical details associated with steel tanks, we also have experience addressing water age/quality within tanks using different approaches. These approaches include:

We understand the District currently utilizes a PAX mixing system for the existing tank and is interested in converting to Big Wave mixing system for the new tank. For the Stow Tank No. 1 Replacement, we are also planning to include a separate inlet pipeline routed around the east side of the tank approximately 180 degrees from the outlet pipe. Including separate inlet and outlet pipelines will help reduce water age and adhere to Division of Drinking Water, and reservoir guidelines.
• Separate inlet/outlet pipelines
• Interior piping with duckbill nozzles
• Baffling
• Mixers
• Chlorine addition and monitoring
• Recirculation pumps

Increasing Reliability/Safety with Proven
Seismic Design
Seismic analysis of the tank will be performed in
accordance with Section 13 of AWWA D100. The analysis
methodology and approach are as follows.

References: Listed below are the significant codes and
standards that will be utilized in the seismic analysis.

Seismic Design Criteria: Seismic design criteria are established in accordance with Section 13 of D100 and ASCE 7. Spectral accelerations and coefficients for the tank sites are obtained from the United States Geological Survey (USGS). The code design earthquake is based on probabilistic ground motions with a 2% in 50-year hazard level. The code intention is that the tank structure will incur some structural damage, but remain operational after strong seismic shaking.

Seismic Importance Factor: The 2022 CBC and D100-21 define seismic importance factors (I E). The CBC provides more precise definitions, with 4 Risk Categories (as opposed to D100-21, which represents three categories), and is used to define IE for the calculations.

Seismic Failure Modes: The following failure modes are
of primary concern in welded steel tanks subjected to
earthquake loads.
• Overturning: Static load on tank shell from stored
water and dynamic loads from the movement of
water mass inside the tank during an earthquake
combine to create an overturning moment tending
to “topple” the structure.
• Sliding: The static load on the tank shell from stored water and dynamic loads from the movement of
water mass inside the tank during an earthquake combine to create a lateral force on the shell, which tends to laterally displace the structure.
• Shell Compression Buckling: Longitudinal compression force on the tank shell can cause local buckling • Shell Tensile Hoop Stresses: The static load on the tank shell from stored water and dynamic loads from the movement of water mass inside the tank during earthquakes combine to create radial stresses on the shell plates.
• Roof and Column Failure Due to Sloshing Waves: In an earthquake, the movement of the mass of water inside the tank causes the upper portion of the water mass to be subjected to wave action, also known as “sloshing.” These “waves” can damage roof plates and roof framing members.

Providing sufficient freeboard to account for sloshing, anchorage to resist sliding and overturning, and reinforced piping connections to prevent pipe failures are methods used to address these seismic failure modes. • ANSI/AWWA D100-21 – Standard for Welded

Addressing Potential Slope Stability Concerns
Previous studies have indicated a concern with downslope movement occurring on the site's western side.

Considering that the District wants a replacement tank that meets all current codes, including seismic, addressing slope stability must be provided as part of the design services for this project. We plan to look at global slope stability of the adjacent hillsides, given the age of the existing tanks and the fact that the Northridge earthquake impacted the site. Previous studies indicate that the regional bedding is favorable at the site, and our recent field visit did not reveal a global slope stability issue.

Our approach includes reviewing the slopes that descend from Stow Tank No. 1 to the south, west, and northeast and checking factors of safety on the steepest slope. The existing slopes do not appear steeper than 2:1, and if the geology is favorable, the slope stability check will likely not be too rigorous. The analysis results will be included in the project’s Geotechnical Report.

KJ has partnered with Yeh & Associates to evaluate this project's geotechnical and slope stability. KJ and Yeh have worked together on numerous water tank projects in recent years and are currently addressing similar issues on other projects.

Providing Comprehensive Protection from
Corrosion
KJ has designed almost 20 welded steel tanks in the
region, and our Project Manager has been involved in
more than a dozen of these projects. We understand
the importance of protecting the steel structure from
corrosion and take extra steps in the design documents
to provide that protection. KJ does not simply rely on
tank fabricators for design details.

Our typical approach is to provide a robust protective
coating system on the exterior and interior, and cathodic protection systems for the steel floor plates and tank
interior. These cathodic protection systems are typically of the sacrificial anode type.

Our coating systems typically include zinc-rich primer
epoxies and polyurethanes on the tank exterior and
epoxies on the interior. We require an inorganic zinc-
rich primer before applying epoxy to protect against the aggressive atmosphere inside the tank above the high
water line. We also typically require that the underside of the steel floor plates receive an inorganic zinc-rich primer before installation.

Addressing Constructability Issues
Based on recent similar projects, KJ has a thorough knowledge of construction sequencing for a tank project and has identified several issues to be addressed in the design documents for this project:
• Limited space for contractor staging and
storage: There is limited staging room at the
tank site, and additional space will likely be
needed. One option is a small triangular piece of
District property right outside the fence on the
east side of the tank.
• Constrained access driveway: Due to constraints
associated with the tank access road, the
contractor will likely have to offload materials
on Yosemite Avenue for transfer to the tank
site. The design documents will specify the
contractor to prepare and submit traffic control
plans to the City for any lane closures required
on Yosemite Avenue.
• Potential damage to existing retaining walls,
curbs, and fencing: Space at the site is limited,
and it is anticipated that damage to the existing
retaining walls, curbs, and fencing may occur
during construction. We propose including
design details in the design documents for
replacing the existing wall, curbs, and fencing
should damage occur. We will also consider
including unit price bid items in the bid schedule
for these items to help facilitate the correction
of any damage done to the site.

6 | Project Management
Factors for Successful Performance and Completion
Our approach to project management includes preparing of a detailed work plan complete with important communication and meeting points and a list of deliverables. In addition, cost control functions flow out of the work plan developed for overall project planning.

The key aspects of our management philosophy and measures for a successful completion of this project include:
• Cost/Schedule Control
• Project Tracking Methods and Status Reporting
All these measures have been effectively applied on previous projects resulting in smooth work progress and successful completion of the assignment that met or exceeded the Client’s expectations. The following discussion explores these measures.

Cost/Schedule Control
Effective cost control begins with identifying of the total scope of work, establishing realistic timelines for project implementation, and preparing of an accurate and appropriate budget. The Project Manager can implement corrective actions such as ensuring the team optimizes task execution and production of deliverables or re-evaluating tasks and deliverables with the District.

We will implement a cost reporting system, combining budget control, commitment control, and cost control. It provides an effective management tool to summarize financial commitments, compare the cost-at-completion to the budget, track commitments, and identify variations from the budget.

Project Tracking Methods and Status Reporting
Our budget and project schedule have the same tasks and sub-task structure, so budget expenditures can readily be compared to the project schedule. Hence, the performance with respect to both time and budget can be readily tracked.

Our status reporting approach includes developing and providing a narrative progress report of specific accomplishments during the reporting period, problems encountered or anticipated, activities scheduled for the next reporting period, and results of quality control programs, technical evaluations, inspections, etc.

We will provide a monthly cost report, broken down by tasks or sub-tasks that shows the current period and cumulative expenditures to date, the approved budget, and the budget balance remaining. Cost reports will be prepared monthly basis throughout the project.

9 Program Monitoring
Quality Management Plan (QMP) and Quality Assurance and Quality Control (QA/QC) have been integrated into KJ’s project management system since its inception. KJ uses the Project QMP to provide the team with the background and organizational structure that will be the foundation for how Jeff will coordinate the KJ team.

Using the communication protocols, project controls, and quality assurance/management procedures, Jeff will guide the team through each execution phase to efficient completion, meeting schedule and budget targets.

Our QA/QC process includes the following key elements:
• Independent Review. Our Quality Review Team members are typically not directly involved in the project design and bring a “fresh set of eyes” to the project.
• Strong Organization. This includes experienced QA/QC Manager Peter Symonds, who will work with Jeff to develop a project-specific QMP . This plan will ensure that appropriately qualified staff are assigned to the review tasks, monitoring compliance is performed, and periodic work audits are completed. • Thorough Documentation. The QMP will define procedures, compliance methods, lines of communication, responsibility, and methods for checking work. • Strict Compliance Monitoring. The QA/QC Manager will notify the Project Manager and appropriate KJ team members of any detected non-compliance with the QMP .

The La Vista Storage Tank and Booster Pump Station (BPS) have been vital facilities in the Carmichael Water District’s (District’s) water distribution system for nearly 50 years. KJ assisted the District with alternative development and evaluation to achieve an up-to-date facility with optimized features. Based on the District’s long-term goals forwater reliability, the decision was made to replace an existing 3.0 MG water storage tank that had reached its useful life with a new 3.0 MG tank. The project also included the replacement of the existing BPS with a new 4,500 gpm BPS, a new disinfection chemical feed system, new backup power, and well rehabilitation to provide up to 2,000 gpm with a new well pump and a motor.

KJ provided a complete service package for this project, including preliminary design, final design, and bidding services. This work included establishing a Basis of Design (BOD) to review the tank and BPS capacity and performing a detailed analysis of storage and pumping needs. The existing La Vista production well was evaluated to determine its remaining useful life and whether the increase of the well capacity is feasible and cost-effective. A part of this project is the addition of a new transmission main to improve the distribution of this critical water supply and fire protection facility. One of the project challenges was a tight schedule, which required expedited design, bidding, and construction to avoid a five-year moratorium for excavation on Fair Oaks Boulevard. KJ also supported the District with the following permits: CEQA/NEPA, MND, DDW Water Supply Permit Amendment, County Encroachment Permit, and ROW acquisition. In addition, we are assisting with public support for this project, specifically from the adjacent residents, the fire station, and the community church.

Key project elements included:
• Alternatives: Examined up to four viable alternatives to achieve an updated facility with optimized features.
• Design: Provided preliminary design, final design, and bidding services • Analysis: Establishing a Basis of Design to review the tank and BPS capacity and perform a detailed analysis of storage and pumping needs. • Documentation: Planned development of the Preliminary Design Report and final design documents

The City of Newman (City) water supply has been impacted by the new State Cr6 Primary MCL established in June 2014. The City has been monitoring Cr6 levels every quarter in its four (4) existing potable water supply wells. The City has received a Notice of Violation from the State Water Resources Control Board (SWRCB) Division of Drinking Water (DDW). It has taken interim actions to reduce Cr6 in the water supply. Well 8 is the City's largest water source, providing about 45% of the total system capacity, with Cr6 levels fluctuating between 9 and 11 parts per billion, putting the water supply at risk for future Cr6 compliance. Well 5 regularly exceeds the Cr6 primary MCL, averaging 17 parts per billion, and Well 6 has surpassed the Cr6 primary MCL on some of its quarterly samples.

KJ also designed the equipping of the 2,100 gpm well, new 1.5 MG steel water storage tank with space and piping for a future 1.0 MG water steel storage tank, three 1,000 gpm booster pump station with surge anticipator valve for surge control, standby generator, sodium hypochlorite disinfection system, and 2,700 ft. of 16 inch and 1,600 lf of 6 inch and 8 inch transmission/ distribution mains to interconnect with the City's water distribution system. In addition, 15 residents will be connected to the 6 inch and 8 inch water mains with new water services.

The site improvements include an on-site storage pond with stormwater pump station, security fencing and monitoring system, landscaping for screening, chlorine residual monitoring and controls, SCADA system, site grading, and paving.

Key project elements included:
• New Well Development: A new 2,100 gpm well was designed and drilled to access water with Chromium-6 levels below the regulatory maximum, ensuring long-term compliance and water quality.
• Water Storage Expansion: The project includes a new 1.5 MG welded steel tank with provisions for a future 1.0 MG tank to enhance system capacity and operational flexibility.
• Booster Pump and Disinfection Systems: Three 1,000 gpm booster pumps, a surge control valve, and a sodium hypochlorite disinfection system were integrated to improve water delivery and safety.

The County is also planning to replace the existing 212,000-gallon bolted steel tank with a welded steel tank with a new 350,000-gallon water storage tank in the same location.

Y eh reviewed published geologic maps and historic aerial photographs and performed a site reconnaissance to evaluate the landslide activity and potential impacts to the project, performed geotechnical analyses for design of the new tank, and provided recommendations for design of the new tank.

Main West Tank Replacement, City of Paso Robles, CA, 2017-2020 The City of Paso Robles replaced a 4 million-gallon reservoir constructed in 1925, with a prestressed concrete tank constructed in the western half of the previous reservoir footprint.

The reservoir is located on an east-west trending ridge in steep terrain. The original reservoir was constructed by excavating a cut pad on top of the ridge. The northern portion of the pad appears to have been constructed by placing fill within a valley north of the existing reservoir.

Y eh reviewed previous studies dating back to 2004 and groundwater data provided by the City to supplement and refine geotechnical exploration for the new tank design. Y eh performed geotechnical analyses for design of the new reservoir and provided recommendations for earthwork, trench design, foundation design for the new tank, and slope stability mitigation for the unstable slope immediately north of the existing tank.

Alamo Tank Replacement, Los Osos, CA, 2016-2018
Golden State W ater Company replaced an approximately 34-foot diameter above-grade bolted steel tank with a welded steel tank on a relatively steep hillside south of the community of Los Osos, approximately 40 feet above Alamo Drive. Y eh evaluated geologic hazards that could impact the project, performed geotechnical analyses for design of the new tank and provided recommendations for design of the new tank.

Subject: Cost Proposal for Engineering Services for Stow Tank No. 1 Replacement Project RFP No. PW 25-01

Dear Mr. Ferreccio:

Kennedy/Jenks Consultants Inc. (KJ) is pleased to present this Cost Proposal to accompany our Technical Proposal for providing engineering services for the Stow Tank No. 1 Replacement Project.

Enclosed is our fee estimate as well as our Schedule of Charges for the scope outlined in the District’s RFP and our Technical Proposal.

The fee estimate includes a breakdown of the hours and costs by scope task and by team member.

Charges for subconsultants and travel expenses are also included at cost without markup in accordance with the District’s RFP requirements.

As shown on the fee estimate, the total cost is estimated to be $477,689 for engineering services for pre-design, final design and bidding services.

There are several items not included in our fee estimate that should be noted:
- Survey/mapping of the entire site covering all 4 tanks is not included. Only the area covering Tank No. 1 was included since we are not anticipating design of any improvements beyond the footprint of Tank No. 1. If the District is interested in survey/mapping of the entire site covering all 4 tanks, an additional $7,480 is required for our survey subconsultant. - Obtaining a title report for the District’s tank site is not included. Due to lack of information available in this area, our survey subconsultant was unable to obtain a cost or proposal from a title company. It is also not clear as to whether or not we need a title report based on the proposed improvements. If the District is interested in obtaining a title report for the property, we anticipate the additional cost to not be more than $5,000. - Sampling and testing existing tank coatings for lead is not included. If the District does not have information on the existing coatings for Tank No. 1 and if it is determined that sampling and testing for lead is required, an additional $1,500 is required for a specialty subcontractor (ie., CSI Services) to provide sampling/testing services.
